Minutes of the Community Council Meeting held on 11th October 2021 on Zoom. 

Councillors Eirwen James (Chair), Caryl H Jones (Vice Chair), Emmanuel Kincaid, Beth Anthony, Lynet Pugh, Dafydd Lloyd-Jones, Rhodri Evans, John Ll Griffiths.

1. Apologies:- 
Councillor Enfys Hatcher Davies apologised for her inability to attend.

2. Personal Matters.

3. Declaration of Interest
Cllr. Emmanuel Kincaid (MK) declared an interest in item 5.

4. To consider temporary arrangements for the carrying out of the duties of the Clerk as Proper Officer and Responsible Financial Officer
Resolved that MK should monitor the Clerk’s email for correspondence. For this evening’s meeting it was agreed that CH would take minutes from the meeting, EJ as Financial Officer, and EJ to respond to any Ceredigion Planning responses.

5. To consider any applications for the Casual Vacancy
MK declared interest and left the meeting during discussion. It was notified to councillors that one candidate no longer wished to be considered for the vacancy. Was agreed to meet other candidates as a ‘meet and greet’. 25th October.

6. To consider any applications for the post of the Community Council Clerk.
Unfortunately, no applicants applied for the job of the Clerk. EJ had approached One Voice Wales for advice, which was to contact local Clerks and advertise the position with One Voice Wales and SLCC (Society of Local Council Clerks). It was agreed to contact local Clerks from the C.C.C website to see if there would be any interest. RE mentioned a potential candidate, and would speak to them by the next meeting.

7. To confirm minutes of the meeting held on the 13th September 2021:
On the proposition of Cllr. John Griffiths and seconded by Cllr. Emmanuel Kincaid the Council authorised the Chair to sign the minutes of the Community Council meeting held on the 13th September 2021.

8. Matters arising from the minutes:
MK – Hirer’s documentation will be placed on the website during the next week. Paint for re-spraying defibrillator cabinet has been ordered, and the repaired flag has been placed on the pole near Hyfrydle. 14.1 – Christmas Dinner – Anwen in Tregaron not opening for Christmas, and Moody Cow’s menu not out for another few weeks. Agreed that EJ would circulate menu from Moody Cow once received.


9.Financial report and authorisation of payment:
No balances from Clerk. MK ran through budget outcome to end of March 2021, and a forecast to March 2022– with them shown on screen. As these were not circulated prior to the meeting they will be sent out with the next agenda for review. With Hybrid meetings still required – grants to be looked at for funding for Zoom Calls.
Defibrillator Pads: £86.40.
Data Control Registration with ICO: £35

10. Correspondence:
Letter received from Angharad Lloyd Jones, regarding starting a Cylch Ti a Fi in Llanddewi-Brefi hall from the 5th November.
Letter Received from Llanddewi-Brefi YFC (RE and CH declared interest) – YFC holding annual Fireworks display again this year and asking for support financially. Was suggested to support, subject to budget review and consideration at an extra meeting. DLJ proposed, EJ seconded.
Letter received from C.C.C regarding burial and cremation of Under 18s – no charge for these.

Update from John Evans PCSO – Nothing to report at the moment.

11. Reports:

12. Matters Arising from Ceredigion:
RE updated on Phosphate levels in Ceredigion

a) Planning A210823: Noted
b) Planning A210837: MK declared interest and left the meeting during discussion. All councillors happy. Email to be sent to support.

13.Report on Hall and Recreation Ground:
2 quotes for windows and doors received so far, waiting for 3rd. Playground inspection report received. Skateboard park on red, therefore to be looked at immediately. Agreed to be placed on next Hall committee agenda. 100 Club to be drawn at next hall committee, any unpaid to be given to LP.

14. Christmas Lights Competition and Festive Arrangements:
Repair to xmas lights power supply not possible, MK to order replacement, approx. £160 – all agreed. EJ to speak to Glesni in regards to electricity from the Foelallt Arms as usual. Christmas Tree to be had on the square again this year – Richard Elliot to be approached for the tree. 3rd December for putting tree up.
Competition to be held again this year, Entries close 17th December. Results on carol singing night 20th December at 6pm. Items for winning hamper to be chosen by LP – Contribution of £5 each from councillors.

Nothing to report


16. Cemetery and Remembrance Sunday:
13 wreaths ordered. EJ will distribute. Carwyn Arthur will take the sermon at Capel Bethesda in the morning, followed by service at the Memorial after 10:45 on 14th November. Flowers in cemetery – EJ to have a look at them. Benches to be put away over winter and re-painted in Spring. Richard Evans to cut hedges as usual – CH to pass message on.

All done

18. A.O.B –
18.1. Closure of Foelallt Arms on Friday 16th October, sad event for the whole village

18.2. Wheelie Bins for hall – CH and MK to sort

18.3. Defibrillator – EJ to check with Glesni that Foelallt Arms is still happy with supplying electricity.

18.4. RE congratulated CH on becoming Wales YFC Chairman

18.5. Lay-by near Foelallt Farm becoming a problem – CCC to look at the situation

18.6. Cattle Crossing Sign at Wern Newydd still missing

18.7. Hunt on Boxing Day – LP to approach Gogerddan Hunt

19. Date of next meeting 
Extra meeting 25th October – Council, followed by Hall Committee meeting as sole trustee (not open to the public). Next ordinary Council meeting 8th November.
