Croesawodd y Cadeirydd bawb i’r cyfarfod. Diolchodd i bawb a fynychodd Gwasanaeth Sul y Cofio gyda chynulleidfa dda yn bresennol. Diolchodd i’r Parchedig Carwyn Arthur am arwain y Gwasanaeth ac i’r holl gymdeithasau a ddaeth ymlaen i gyflwyno torch ar y Gofeb Rhyfel. Diolchodd hefyd i’r CFFI am eu noson tân gwyllt diweddar gan ddangos manteision cefnogi digwyddiad lleol a gafodd gynulleidfa fwy nag yn y blynyddoedd blaenorol.

Mae angen sicrhau bod ymateb wedi’i dderbyn ynghylch yr e-bost a anfonwyd at Aelodau Seneddol lleol ynghylch y ddeiseb.

Llythyr o ddiolch wedi’i anfon at Llywela Thomas Bookkeeping and Payroll Services i ddiolch iddynt am eu gwaith wrth apelio apêl HMRC.

Mae problem wedi’i chanfod wrth dalu cyflogau staff. I’w drafod o dan faterion ariannol.

Anfonwyd e-bost at gynghorau cymuned leol a chynrychiolwyr lleol a nodwyd yn y Memorandwm Cyd-ddealltwriaeth. Yr oedd y mwyafrif wedi ymateb gan nodi bod y dyddiad a ffafrir yn ddydd Llun, Tachwedd 17eg. Cytunwyd i gynnal cyfarfod anffurfiol ddydd Llun, Tachwedd 17eg yn Ganolfan Gymuned Llanddewi Brefi. Byddai gwahoddiad yn cael ei anfon at bob cynghorydd lleol. Cafodd hefyd ei benderfynu y byddai’n gyfarfod caeedig ac nad yw ar agor i aelodau’r cyhoedd.

Roedd e-bost wedi’i anfon a chael ei dderbyn gan Eifion Jones, swyddog Arfordir a Llwybrau Cyngor Sir Ceredigion i edrych ar y llwybrau o amgylch y pentref. Anfonwyd dyddiadau ato i gadarnhau pryd oedd yn gyfleus iddo fynychu. Cafwyd trafodaeth ynglŷn â pha lwybrau yr oedd angen iddo eu hystyried.

Cafodd cyfarfod ei gynnal gydag adeiladwr lleol ynglŷn â wal y maes parcio. Fodd bynnag, oherwydd tywydd gwael nododd fod ganddo lawer o waith i’w gwblhau pan fyddai’r tywydd yn dda. Angen gofyn i adeiladwr arall am eu hargaeledd. Cytunwyd cadw’r wal fel y mae a disodli’r cerrig a symudwyd.

Cytunwyd i dderbyn cyfrifon Blynyddol y Pwyllgor Mawndiroedd.

10. I adolygu cytundeb torri porfa 2026 a 2027 a chyhoeddi gwahoddiad i dendro.

Roedd cytundeb wedi cael ei greu am ddwy flynedd – 2026 a 2027. Darllenwyd trwy’r cytundeb  i sicrhau bod y rhaglen o waith a’r manylion technegol yn gywir. Mae angen sicrhau bod canghennau sy’n tyfu dros ac o amgylch y llwybr yn cael eu torri. Mae Sêr Dewi yn gyfrifol am dorri’r cae pêl-droed ond hoffent i’r cyngor cymuned dorri’r pen pellaf o amgylch y cae. Fe benderfynwyd newid y geiriad i ddatgan bod 3m o amgylch y cae yn cael ei dorri gan Sêr Dewi. Hefyd, sicrhau bod pob llwybr wedi cael ei glirio o unrhyw gangen sydd â  lled o 1m ac uchder o 1.8m.

11. Grant Dydd Gŵyl Dewi Llywodraeth Cymru

Diolchodd y Cadeirydd i’r bobl a fynychodd gyfarfod i drafod syniadau ac i helpu gyda’r geiriad yn y ffurflen. Penderfynwyd edrych ar y ffurflen eto a’i dychwelyd erbyn y dyddiad cau, sef Tachwedd 14eg.

12. Polisi Diogelu

Er mwyn cydymffurfio â’r polisi, penderfynwyd adolygu a mabwysiadu’r polisi Amddiffyn gyda EJ yn arwain Amddiffyn o fewn y Cyngor Cymuned. Fe’i hadolygir nesaf ym mis Tachwedd 2026.

13. Adroddiad Adran 6 Bioamrywiaeth

Roedd y clerc wedi mynychu sesiwn hyfforddi a ddarparwyd gan Un Llais Cymru ar ran y Cyngor Cymuned. Er mwyn cydymffurfio a’r rheolau presennol, mae angen cwblhau’r adroddiad erbyn Rhagfyr 31ain a’i gyhoeddi ar wefan y cyngor cymuned. Fodd bynnag, os na chyflwynwyd ac na basiwyd yr adroddiad yng nghyfarfod mis Rhagfyr, gellir gwneud hynny ym mis Ionawr a’i anfon yn syth i Un Llais Cymru. Dylai’r adroddiad gynnwys gwaith a wnaed ar fioamrywiaeth rhwng 2022 a 2025. Penderfynwyd gofyn cyngor gan y Grŵp Gweithredu ar Fioamrywiaeth – RE ac EJ – i gynorthwyo wrth gwblhau’r ffurflen. Cynhelir sesiwn hyfforddi pellach a drefnir gan Un Llais Cymru ym mis Ionawr i gynorthwyo wrth baratoi cynllun gweithredu 2026-2028.

14. Diweddariad Taith Tractor er budd elusen Ann Jones, Uchel Siryf Dyfed

Datganodd GJ diddordeb gyda’r pwynt hwn. Cynhaliwyd cyfarfod ar Hydref 26ain gyda’r digwyddiad yn digwydd ar ddydd Sul, Rhagfyr 21ain. Crëwyd posteri a’u harddangos yn y pentref ac ar wefan Cyngor y Gymuned. Cynhelir nifer o ddigwyddiadau yn ystod y dydd gyda’r Groto Santa blynyddol yn digwydd ar yr un noson. Cafwyd trafodaeth ynghylch anrhegion posibl gyda ystyriaeth o brynu ychydig mwy eleni oherwydd nifer uwch o bobl allai bod yn bresennol. Cafwyd trafodaeth ynghylch cyfraniad y Cyngor Cymuned i’r digwyddiad. Penderfynwyd rhoi £500 tuag at y digwyddiad. Cynigwyd gan EJ a’i eilio gan JG.

15. Rhaglen Cyfleusterau Cymunedol Llywodraeth Cymru

Cynhelir cyfarfod pellach ynglyn a’r mater yma. Cytunwyd i roi’r eitem ar agenda y cyfarfod nesaf.

16. Datblygiadau Ynni Waun Maenllwyd / Lan Fawr / Bryn Rhudd

Mae dyddiad ymgynghori Datblygiad Waun Maenllwyd wedi’i ymestyn tan Ragfyr 4ydd. Ar Dachwedd 6ed agorwyd yr ymgynghoriadau ar gyfer Datblygiadau Lan Fawr a Bryn Rhudd ac fe fyddant yn cau ar Ragfyr 18fed, 2025. Fel y nodwyd yn gynharach yn y cyfarfod, mae’r cyngor cymuned wedi cyfathrebu â rhanddeiliaid eraill a nodir yn Femorandwm y Cytundeb, gyda chyfarfod wedi’i drefnu ar gyfer dydd Llun, Tachwedd 17eg. Roedd llythyr wedi’i anfon gan aelod o’r cyhoedd ynghylch y datblygiadau ynni hyn; fodd bynnag, eglurwyd gan awdur y llythyr bod y cyngor wedi derbyn y llythyr yn y cyfarfod blaenorol ac yn cael ei gopïo mewn e-bost a anfonwyd at ASau lleol.

Gwnaeth aelodau o’r cyhoedd a oedd yn bresennol y sylwadau canlynol:

Mae aelodau’n pryderu am faint o ddealltwriaeth sydd gan bobl o effaith y datblygiadau hyn. Nid yw llawer o bobl yn gwybod dim amdano. Mae Bute Energy wedi bod yn astudio tir o amgylch Pontrhydfendigaid ac Ystrad Fflur. Disgrifir y prosiect fel Prosiect Seilwaith Sylweddol a fyddai’n golygu llai o graffu. Efallai y cafwyd ymestyn ar gyfer datblygiad Waun Maenllwyd oherwydd gwybodaeth am fawn oedd wedi’i hepgor o’r papurau. Mae Cynghorau Sir Powys a Sir Gaerfyrddin wedi gofyn am oedi yn y datblygiadau hyn. Mae 300 o berchnogion tir yn mynd â Green Gen i’r llys oherwydd y pwysau a roddir arnynt i ganiatáu i Green Gen fynd i’w tir. Sut mae Llanddewi-Brefi yn teimlo am y datblygiadau hyn? A yw Adroddiad Effaith Lleol yn cael ei baratoi? Fe wnaeth yr aelodau gael gwybod am sesiwn Galw Heibio a oedd cael ei chynnal yn Neuadd Tregaron ar ddydd Sadwrn, Tachwedd 22ain rhwng 2:00yp a 8:00yh

17. Adroddiad PCSO

Nid oedd PCSO John Evans yn gallu mynychu y cyfarfod ond roedd wedi anfon e-bost. *Ymddygiad gwrthgymdeithasol /Aflonyddu : 0; Byrgleriaeth : 0; Difrod Troseddol : 0; Lladrad : 0; Trais / Ymosodiad : 0; Twyll : 0. Er gwybodaeth ar 16/10/25 cafodd yr heddlu adroddiad gan unigolyn yn Nhregaron am beth sy’n cyfateb i ymgais o fath Twyll. Bu nifer o adroddiadau o’r math hwn o dwyll yn y gorffennol ac efallai ei fod yn cael ei adfer eto. Mae Heddlu Dyfed-Powys wedi cyflwyno ap neges newydd o’r enw “Dyfed-Powys Connects” i ddod â gwybodaeth am yr heddlu, trosedd, a ymddygiad gwrthgymdeithasol yn uniongyrchol i flwch e-bost y rhai sy’n byw ac yn gweithio yn yr ardal. Mae Wythnos Cenedlaethol Diogelu yn digwydd 10/11/2025 – 16/11/2025.

18. Cysgodfannau Bysus – llythyr gan y Cyngor

Yr oedd y Cyngor Cymuned wedi derbyn llythyr gan Gyngor Sir Ceredigion yn gofyn am wybodaeth am gyfrifoldeb y cysgodfannau bysiau yn y pentref. Dim ond dau cysgodfan bws a nodwyd ar y ffurflen. Penderfynwyd gofyn am eglurhad gyda map o gysgodfannau bysiau yn y pentref cyn ymateb.

19. Cystadleuaeth Nadolig

Mae coeden eisoes wedi cael ei archebu ar gyfer y pentref. Codi’r goeden nos Wener, Rhagfyr 5ed gyda chanu carolau o amgylch y goeden yn digwydd ar noson Canu Carolau CFFI a SYM – dydd Iau, Rhagfyr 18fed am 5:45yp. Cytunwyd i ofyn i’r perchnogion newydd o’r Foelallt Arms baratoi’r gwin poeth a gofyn am eu caniatâd i ddefnyddio eu trydan i oleuo’r goeden. Bydd Cyngor y Gymuned yn ad-dalu cost y trydan a ddefnyddiwyd. Elusen Canu Carolau a ddewiswyd eleni yw Ambiwlans Awyr Cymru. Cystadleuaeth y Tŷ a Addurnwyd Fwyaf – derbyn enwau erbyn 9:00yp Dydd Gwener, Rhagfyr 12fed. Bydd y barnu’n digwydd ar benwythnos Rhagfyr 13eg a 14eg gan yr enillwyr blwyddyn ddiwethaf – Gareth a Victoria. Cytunwyd i gynnwys tai o fewn y pentref nad oedd wedi rhoi eu henwau ymlaen. Gwobr Hamper. Pob cynghorydd i gyfrannu arian tuag at gost y hamper. CJ i drefnu’r mins peis.

Roedd pob aelod wedi derbyn gohebiaeth ynghylch y materion canlynol:-

21. Unrhyw fater Arall

Roedd Cadeirydd y Cyngor Cymuned wedi derbyn e-bost ymddiswyddiad gan EK ar ôl y cyfarfod blaenorol. Penderfynwyd anfon llythyr o ddiolch i EK am ei waith dros y 12 mlynedd ddiwethaf a gwahodd ef a’i wraig fel clerc blaenorol i fynychu Cinio’r Nadolig. Penderfynwyd hefyd gynnwys apwyntiad Is-Gadeirydd fel eitem ar yr agenda yn y cyfarfod nesaf.

Yn gynharach yn y dydd, roedd y Clerc wedi derbyn llythyr gan Gyfoeth Naturiol Cymru, ynglŷn â thrwydded torri coed ar ben y cae pêl-droed. Cytunwyd bod y Clerc yn cysylltu â Chyfoeth Naturiol Cymru i drafod y mater.

Mae’r ffordd rhwng Nantydderwen ac Abercarfan yn dechrau rhoi  yn rhai mannau.

Mae tyllau yn dechrau ymddangos rhwng Abercoed a Forest.

Mae’r ffordd sy’n arwain i Gwyngoedfawr angen atgyweirio.

Canghennau uchel dros y ffordd o amgylch Pentrebrain.

Mae angen trefnu Defibrilydd o’r arian a godwyd yn ddigwyddiad Canu Carolau  llynedd.

Minutes of the Ordinary Meeting of the Council held on Monday 13^th  October 2025 at 7:30pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

1.Welcome

The Chair welcomed everyone to the meeting.

2. To receive apologies.

3.Personal Matters.

None. However, members were happy to report that the Foelallt Arms had reopened at the beginning of October and wished the new owners the best of luck.

4.Declarations of interest.

RE, JG and CJ declared an interest for point 8f

RE declared an interest for point 13.

5.Public participation.

Members of the public were present.

Due to many members of the public being present to discuss point 13 it was decided to bring the agenda item forward.

13. Waun Maenllwyd/Lan Fawr/Bryn Rhudd Energy Developments

The community council had received 6 e-mails and 1 letter regarding energy developments. The Chair read the written letter while all other e-mails were displayed on the screen to viewed and read by members present.  The following comments were made following reading the letters:-

22,000 people had signed a petition against wind farms in Areas of Outstanding Natural Beauty such as the Cambrian Mountains but the petition, as yet, has not been discussed in the Senedd. This is despite usually if a petition receives more than 10,000 signatories it is discussed. GJ queried why this had not happened.  GJ proposed to write a letter to the local AM and MP and ask why this had not happened. All members agreed with the proposal.

South and West Wales Wildlife Trust are concerned about the impact on Red Squirrel population.

Impact on peat land.

Powys County Council have decided to delay new licences to see the impact on the environment. Could CeredIgion County Council do the same ?

Concerns raised regarding a company buying another company and would that affect the agreement that was signed.

An information event was held recently in the hall to raise awareness of the projects and its impact.

6.To confirm the minutes of the Extraordinary Meeting of Council, held on September 22^nd 2025

Members read the previous meeting minutes. EK read a letter which had been sent to the Clerk and Chair in advance of the meeting, wanting to take out a paragraph in Matters Arising from the Meeting regarding clarification of the spreadsheets sent in advance of a meeting on 11/09/25. GJ proposed that the minutes should be a true record of what has happened in a meeting and therefore the minutes should stay the same. EJ proposed that the wording was unfortunate and would support taking out the paragraph. BG asked whether words could be changed, however EK stated that the whole paragraph needed to be taken out.

A vote was held with the majority voting to keep the minutes as they were.

EK stated that after 12 years’ service including 1 year as Secretary without pay, 7 years in preparing the budget and securing £90,000 in grants to develop the hall he felt he had no choice at the time to resign as Community Councillor. EK left the meeting. RE thanked him for his work during the past 12 years and asked for him to reflect on his decision.

7.Matters arising from the minutes.

Point 8 – HMRC the appeal had been successful therefore no penalty will be issued,

Post box at Llanio had been reinstated.

Discussion held with landowner at Pont Llanio regarding moving the vehicle which was blocking the post box.

New banner had been bought.

• To consider a request for funding for YFC fireworks event 2025. RE, JG and CJ declared an interest. Proposed to pay the same amount as last year DLJ, Seconded by EJ. Resolved to donate £800. A discussion was held regarding having silent fireworks in order to protect pets. RE to have a discussion with the YFC. Also request that no concrete blocks or springs be brought for the bonfire. Consideration of donation to Royal British Legion Appeal 2025 and disbursements on behalf of local organisations. Council approved a donation of £25.00 to the Royal British Legion Poppy Appeal and disbursements of £300.00 on behalf of local organisations, to be reimbursed. LGA 1972 s.137

9.Presentation by Caffi Dewi – Setting up an Emergency Centre

JP gave a presentation regarding setting up an Emergency Centre in the hall when there is a weather or infrastructure fault. It would run at different times depending on need to be run by current Caffi Dewi staff and WI members. It was resolved to set up a group of individuals to lead the process which included RE as local Councillor, WI President and Caffi Dewi core people. Prepare a designation of Process. If there was an electrical fault need to look at sourcing a generator. More important is the need to have a switch change to link the generator. GJ will look at the possibility of what resources are available to solve the issue.

The clerk had received an e-mail earlier in the day stating that the Warm Spaces grant which had been prepared by the Community Council on behalf of Caffi Dewi had been successful and a grant of £900 had been allocated.

10. Discussion on fundraising ideas for Ann Jones, the High Sheriff of Dyfed’s nominated charity.

Nothing to report since previous meeting. Another meeting will take place on October 26^th.  

11. Remembrance Day Wreaths

Remembrance Sunday November 9^th. The Church is scheduled to hold the Service. PP to contact the Vicar to see if he is available. Need the list of names which should be in the filing cabinet.

12. Welsh Government Community Facilities Programme

CJ, GJ and BG had discussed the matter. No closing date is mentioned in documents provided or required percentage match funding. Some members had been to the playing recently and have noticed some equipment are deteriorating. Skate park needs to be removed. The members read through the Inspection Report by Playsafety which was received in June.  It was resolved to look through the application form with the view to submit an application as soon as possible.

14. PCSO Report

PCSO John Evans was unable to attend but had sent an e-mail. *Antisocial behaviour / Harassment : 0 Burglary : 0; Criminal Damage : 0; Theft :0; Violence/ Assault : 0; Fraud : 0. Hate Crime Awareness week is running from 11/10 to 18/10 and the Neighbourhood policing team will be carrying out activities and visits in support of this. Victim Support is the lead agency for supporting victims of hate crime and this year they will be highlighting Disability Hate Crime.

Despite no incidents had been logged by the police, members were made aware of an incident in the middle of the night were people were seen on farm land leaving farm gates open.

15. Public Footpaths / Grass Cutting

An e-mail had been received regarding footpath maintenance near Glasdir. It was resolved to arrange a meeting with the footpath officer to review access and growth.

Community Council Car park – the wall has been damaged and needs to be fixed. Ask a local builder for a quote to see how much it will cost to fix.

Minutes of the Ordinary Meeting of the Council held on Monday 22^nd September 2025 at 7:30pm in the Community Centre.

10b – following receipt of BT accounts from previous Clerk the August BT Payment was £72.40

RE had researched information regarding London Heart Defibrillator.  Need to find information from British Heart Foundation regarding a new defibrillator.

Need to ensure page numbers on minutes follow in correct order.

GJ noted his displeasure in attending a meeting on 11/09/2025 and following working through a spreadsheet provided and cross-referencing the information with diaries an e-mail was received at the end of the meeting with this information presented in a different spreadsheet. Members noted their gratefulness for the present clerk in taking on the onerous task.   

8. Financial Report

HMRC – a letter of appeal has been sent to HMRC to avoid paying the £100 penalty which has been prepared by Victoria Jones of Llywela Thomas Bookkeeping and Payroll Services. The members were extremely grateful for their time in preparing a statement to be sent to HMRC. It was also added that they would not charge for this work. Victoria Jones would train the new clerk to use the system to ensure payroll matters are completed on time. If a fine is given members resolved to authorise payment to HMRC.

9. Discussion on fundraising ideas for Ann Jones, the High Sheriff of Dyfed’s nominated charity.

Tractor / Pick Up Run on December 21^st to begin at 2:00pm. Money raised would go to Wales Air Ambulance. Caffi Dewi to help with tea and cake. Father Christmas would visit in the evening. Arrange for children to decorate their toy tractors. A quad bike event could be held in the Summer. Further discussion in next meeting.

10. Remembrance Day Wreaths

The following associations have ordered a wreath:

WI, Capel Bethesda, Capel Bethlehem, Eglwys Dewi Sant, Sêr Dewi, Ysgol Henry Richard, YFC, Hall Committee, Show Committee, Community Council, Clwb Ffrindiau, Pwyllgor Lles a Diwylliant and Ann Jones.

11. Correspondence

a) Waun Maenllwyd Energy Development

The Community Council had received a Memorandum of Agreement form asking the council to sign it along with seven other community councils. The Chair read the content of the document. A further e-mail was read from Tregaron Community Council after they contacted One Voice Wales to seek advice and guidance. Members of the public in attendance were asked to contribute their views and thoughts which included:-

1. A local impact report would need to included within the community council feedback;
2. To contact  a very good solicitor to read the Memorandum of Agreement.
3. Why are they expecting the council to sign now ?
4. What is the life span of the project  ? Are they allowed to sell the development onto another company who can set up a different set of rules.
5. Can we set up an association as they’ve done with the Cefn Croes Development – set up a local company to fund and manage the benefits themselves.

After a long discussion it was resolved:-

1. not to sign the document;
2. set up a meeting as soon as possible with the other named community councils named in the Memorandum of Agreement. (If a meeting is held the members present wanted RE to chair the meeting. );

1. consider in association with other local community councils to use the £1,500 legal payment being offered to seek legal advice from an expert.

b) Lan Fawr and Bryn Rhudd Energy Development

 A meeting took place on Monday September 15^th. Three councillors attended the meeting. The proposal in the first stage is to build 40 turbines at Lan Fawr  which is agricultural and forestry land and 16 turbines at Bryn Rhudd which is all agricultural land. The company noted a £800 million benefit to surrounding communities during its lifetime. This is the start of a pre pre application. There would be a six-week consultation for people living within 5km of the development by post. Access could be an issue but the company may have found a resolution. A suggestion of buying a community shop for Llanddewi-Brefi was made during the meeting. There is a feeling of a divide within the community for those for and against the development. Comments made by the members of the public included

1.  the electricity generated would be used in England and not Wales.
2. when building the base of the turbine a lot of concrete will be used which may cause more flooding. 
3. Do any payments made keep in line with inflation ?
4. Decrease in the value of houses prices due to the development.
5. Can hear the sound of the turbine between 1km and 6km.
6. Blades made of plastic and balsa wood. The blade will deteriorate with plastic travelling for miles with sheep eating the plastic and may enter the food chain. Also, some farmland may not be used for grazing in the future.
7. What is the effect on water supply considering many in the area have their own water supplies? (From information given in the meeting on September 15^th a survey will be carried out before and after the development.)

A member of the public in attendance, noted that a meeting will take place at the Community Centre on Saturday September 27^th between 2:00pm and 8:00pm to give information about the information with an opportunity to ask questions.

c)Warm Welcome Spaces 2025

PP and clerk to arrange a meeting with representatives of Caffi Dewi to complete the form. The closing date in Sunday, October 5^th therefore it was resolved to meet at the Community Centre on Friday, September 26^th.

d) One Voice Wales

Annual Meeting taking place on October 1^st. All councillors had been sent an e-mail including the agenda and information on how to book a place.

e)Welsh Government Community Facilities Programme

It was resolved to set up a sub-committee consisting of CJ,GJ and BG to look at the application grant and read relevant documents. When looking through the attached document it was not possible to locate the closing date. Sub-committee to update the council on progress made in the next meeting.

12. Any other business

A complaint had been received regarding a caravan at Pont Llanio blocking the post box.  A postman had reported a significant decrease in the number of letters being collected.

The Post box at Llanio needs to be reinstated. Send a letter to Royal Mail.

Pot holes beginning to reappear on the road between Nantydderwen and Pant.

Cambrian Mountain Society Sign – The society has decided to place the sign on the A485 Pont Llanio junction with a meeting taking place between the landowner and Society on Monday September 29^th.

An e-mail had been received by representatives from Caffi Dewi  asking whether the Community Centre could be used as an emergency centre in an emergency such as bad weather or electrical/water interruption. They requested to attend the next meeting to discuss the idea further. It was resolved to ask the representatives to attend the next meeting and outline their vision and plans.

Need to order a new Wales banner to be placed in Hyfrydle.
