Annual Report 2025-2026

Introduction

The Local Government and Elections (Wales) Act 2021, Section 52, requires Community Councils in Wales, as soon as reasonably practicable after the end of each financial year, to prepare and publish an annual report about the Council’s priorities, activities and achievements over the previous year.

Organisation of the Council

Llanddewi Brefi Community Council consists of ten Councillor members, and employs a part-time Clerk as Proper Officer and Responsible Financial Officer. The community council uses the services of Llywela Thomas Bookkeeping and Payroll Services, Aberystwyth to complete HMRC matters.

The Community Council is the Burial Authority with responsibility for Llanddewi Brefi Cemetery, and also employs a part-time Burial Clerk, and a part time Village Hall Cleaner.

The Community Council is also Sole Trustee of the Llanddewi Brefi Village Hall and Recreation Ground charity. The activities of the charity are distinct from the responsibilities of the Community Council, but all Councillors are members of the Committee of Management, which holds separate meetings and submits reports to ordinary Council meetings.

Following the resignation of the Clerk in June 2025, two members were appointed on a temporary basis to act as Proper Officer and Responsible Financial Officer (RFO), without remuneration, to ensure that the Council would be able to continue to function pending appointment of a permanent Clerk. This position was filled with the appointment of Mr Sion Jones as Clerk and RFO on 01/09/2025.

Meetings of the Council

Ordinary Meetings are normally held on the second Monday of every month, with the exception of August.

Agendas and minutes were issued electronically by email and published on the Council’s website. Meetings in person were held throughout the year, with continuing provision for remote attendance by Councillors and members of the public in accordance with chapter 4 of the Local Government and Elections (Wales) Act 2021.

Twelve  ordinary meetings were held during the year to 31/03/2026, in addition to the Annual Meeting in May.

The following extraordinary meetings were also held:

  • 01/09/2025 – To consider an application for the position of Clerk and Responsible Financial Officer.

Finances

The Council’s expenditure is controlled by a budgeting and monitoring process. In setting its budget Council aims to provide services, manage facilities and meet its priorities. The budget is considered at the January monthly meeting annually.

In order to effectively manage public funds Llanddewi-Brefi Community Council:

  • Strives to obtain value for money
  •  Monitors and controls expenditure as per its Standing Orders and Financial Regulations
  • Considers budget versus actual comparisons throughout the year
  • Provides grant funding
  • Identifies future projects, as required

Expenditure under S137 Local Government Act 1972

The maximum expenditure that can be incurred under both section 137 (1) and (3) for the financial year 2025-26 is £11.60 per elector, and the current community council arrangements in Llanddewi-Brefi consist of a total electorate of 513.

The usual annual donation was made to the Royal British Legion, and grants for financial assistance totalling £1,715.00 were awarded by the Council to the following local organisations using powers s.137 of the Local Government Act 1972:

  • High Sheriff of Dyfed Charity
  • Young Farmers Club
  • Gogerddan Hunt 
  • Llanddewi Brefi Ti a Fi

Payments to members

Under the Local Government (Wales) Measure 2011, community and town councils are relevant authorities for the purpose of remuneration.

Consequently, individuals who have accepted office as a member of a community or town council are entitled to receive payments as determined by the Independent Remuneration Panel for Wales (IRPW).

In the IRPW report dated February 2021, Determination 42 requires that all community and town councils must make available a mandatory annual payment to each of their members as a contribution to costs and expenses.

In accordance with Determination 4 of the IRPW annual report published in February 2026, all members gave notice that they did not wish to receive the mandatory basic payment for the financial year 2025/2026.

In addition to the Chairman’s allowance of £50, the only other payments to members in relation the year to 31/03/2026 were reimbursements for items or services purchased on behalf of, and authorised by the Council, and recorded in the minutes.

Training

A Council training plan, to address core areas of knowledge relating to Code of Conduct and financial management and governance, has been approved in accordance with statutory duties under section 67 of the Local Government and Elections (Wales) Act 2021 and this plan is reviewed annually.

Governance

The Council received a qualified audit report for 2024-2025 from Audit Wales.

Except for the matters reported below, on the basis of the audit, it’s of the opinion no matters have come to attention to give cause for concern that, in any material respect, the information reported in this Annual Return:

• has not been prepared in accordance with proper practices;

• that relevant legislative and regulatory requirements have not been met;

• is not consistent with the Council’s governance arrangements; and

• that the Council does not have proper arrangements in place to secure economy, efficiency and effectiveness in its use of resources.

In Audit Wales’s opinion, the Accounting Statement does not properly present the Council’s receipts and payments and financial position:

• There are multiple material variances between the receipts and payments assertions as per the Annual Return and as noted in the Council’s cashbook.

• The Council reports a £5,000 borrowings balance in the Annual Return. However, a nil loan balance is reported by the Public Works Loan Board to Llanddewi Brefi Community Council. The Council have not provided any evidence to support this balance in the Accounting Statement.

• The Council did not provide a fixed asset register to support the balance in Line 12 of the Accounting Statement.

Annual Governance Statement

• Assertion 4: S.1 of the Employment Rights Act 1996 (ERA1996), requires the Council to provide its Clerk with a written contract or a written statement of the specified terms of employment under within two months of starting employment. However, we are unable to establish if the Clerk has been provided with full terms of employment.

Assertion 4: The Council’s chair has not signed the annual return as evidence of the Council’s approval of the annual accounts

• Assertion 3: No minutes of meetings have been published since April 2025. The Council does not publish on its website the information it is required to publish electronically by section 55 of the Democracy and Boundary Commission Cymru etc. Act 2013, the Local Government and Elections (Wales) Act 2021 and the Local Government Act 2000

Arrangements to secure economy, efficiency and effectiveness in use of resources

• Our audit identified three payments exceeding £3,000. Under the Council’s financial regulations the Council should have sought three estimates for each contract entered into for the supply of goods/services.

• The Council provided no evidence on compliance with its financial regulations

Other matters and recommendations

I draw the Council’s attention to the following matters and recommendations which do not affect my audit opinion but should be addressed by the Council.

Lack of supporting Evidence for receipts and payments

Throughout our audit testing we noted that the Council did not the appropriate level of supporting evidence for three grant receipts and one burial receipt.

We recommend that the Council maintains an adequate audit trail for transaction receipted.

Unpresented Cheques

The Council are reporting two aged unpresented cheques, these cheques were written in July and December 2024.

We recommend that the Council reviews the probability of these cheques being cashed. In the event that these cheques have not been cashed, the Council should consider writing these cheques back into the accounts.

The Council have not provided an adequate explanation for their prior year restatements.

The Notice of conclusion of audit and right to inspect the annual return for the year ended 31 March 2025 was published on 14/02/2026.

The following reviews are carried out during the year:

  • Internal Auditor’s terms of engagement and appointment

Budget reviews were also carried out throughout the year and formed the basis of setting the precept of £18,000 for 2026-27.

Community Engagement

The council upheld a strong commitment to openness and accessibility by ensuring monthly ordinary meetings were publicised and conducted transparently. Additional extraordinary and committee meetings addressed urgent and specific matters.

Efforts were made to increase public involvement through:

  • Circulating information through the website, social media and physical notices;
  • Creating opportunities for residents to address councillors directly at meetings;
  • Supporting events that brought the community together and facilitated informal dialogue.

The Clerk’s position was vacant following the former Clerk’s resignation in June 2025. Following advice from One Voice Wales and  a risk assessment, members of the Council were appointed temporarily, without remuneration, to carry out the duties of Responsible Financial Officer (RFO) and Clerk and ensure continuity of service up to the appointment of a permanent Clerk and RFO in September 2025.

Members have maintained and updated the Community Website throughout the year, and the Council has maintained and checked the Public Access Defibrillator situated on the square.

The Council tendered for the grass cutting service for 2026-2027 in December 2025, and maintained the grassed areas of the cemetery and churchyard, in addition to the playing fields and playground areas.

The Remembrance Day Service was held on 09/11/2025 at the War Memorial in the cemetery, led by the Chair of the Council and Parch. Carwyn Arthur. Local organisations and residents placed wreaths at the memorial.

Planning and Local Development

The council reviewed and responded to statutory consultations regarding local planning applications with the aim of ensuring that developments aligns with the community’s character and infrastructure capacity. Environmental impact and biodiversity considerations were factored onto all major responses.

Key Achievements and Projects

Community Boundary Reviews

  • Members attended a presentation by One Voice Wales regarding the impact of the Community Boundary Review.

Governance and Financial Oversight

  • The annual audit for 2024-2025 was completed.
  • Financial monitoring was carried out monthly, with reports on income, expenditure, reserves and cash flow.
  • Council has updated Bank Mandate Changes and reviewed its Risk Register.

Community Safety and Well-being

  • Regular engagement with the local PCSO enabled effective reporting of incidents and delivery of community policing updates.
  • The council has maintained and checked the Public Access Defibrillator situated on the square.

Environment and Biodiversity

  • In January 2026, the Community Council approved the  Environment (Wales) Act 2016 Part 1 – Section 6 The Biodiversity and Resilience of Ecosystems Duty. It also created a Biodiversity Action Plan for 2026-2028.
  • Clerk on behalf of the Community Council attended One Voice Wales training on Biodiversity Action Plan.
  • Ceredigion County Council Coast and Country Officer and Council Members reviewed local pathways in December 2025 to ensure all routes are accessible.
  • 10 trees have been planted at the rear of the football field to replace trees cut in 2019.

Events and Public Engagement

  • The Council placed a Christmas Tree and lights on the square, kindly donated by Richard Elliot, and organised a Christmas lights competition, with a prize hamper donated by members.
  • Community Council supported the Christmas Tractor Run in aid of the High Sheriff of Dyfed Charity.
  • The Community Council celebrated St Davids Day with a service at Eglwys Dewi Sant followed by Cawl in the village hall.
  • Funding support were provided to the High Sheriff of Dyfed Charity, Young Farmers Club, Cylch Ti a Fi and Gogerddan Hunt.

Village Maintenance and Infrastructure

  • Ongoing reporting of road defects were relayed to Ceredigion County Council.
  • Maintenance work on benches and footpaths was coordinated to improve public amenities.
  • Issues concerning the cemetery were reviewed and documented.
  • The council maintained the grassed areas of the cemetery and churchyard in addition to the playing fields and playground areas.

Strategic Communications

  • Internal communication among councillors was streamlined with a dedicated WhatsApp group.
  • Public communication through social media updates, printed notices and digital document sharing to ensure residents were kept informed.
  • Members maintained and updated the Community Website throughout the year.

Council Priorities for 2026-2027

The Council will work with Llangeitho Community Council in readiness for the Community Boundary change in May 2027. The Community Council is currently the Sole Trustee of Llanddewi-Brefi Village Hall and Recreation Ground and will seek professional advice to consider whether alternative governance structures, e.g. Charitable Incorporated Organisation (CIO) may be more appropriate.

The Community Council will continue to:

  • Promote community resilience through biodiversity initiatives, digital infrastructure and youth engagement;
  • Secure resources and seek to maintain high-quality infrastructure, including defibrillators, toilets and signage.

Conclusion

Throughout 2025-26, Llanddewi-Brefi Community Council has balanced its statutory responsibilities with a forward-looking commitment to community development. With transparent governance, sound financial stewardship, and dedicated member service, the Council has strengthened the foundation for a thriving, sustainable future.

The council extends its gratitude to residents, volunteers, partner organisations, and all who contribute to the life of our community. We look forward to continuing this work in 2026-2027.

Further communication was received by Cadnocomms requesting a meeting. It was resolved to ask them to attend this month’s meeting.

The meeting with Llangeitho Community Council had to be cancelled at the end of June due to Llangeitho Community Council Chair being on holiday. The meeting has been rescheduled for Monday July 27th at 8:00pm at Llangeitho.

Due to a Bingo being held at Ysgol Henry Richard on Monday July 13th it was resolved to move the next meeting to Friday, July 17th at 7:30pm.

Congratulate Dewi Stars and Ysgol Henry Richard for holding a successful football tournament on the football field. It was resolved to send an e-mail to the school.

Congratulate Ysgol Henry Richard for their achievements at The Urdd Eisteddfod in Anglesey

With a member of the public being present to discuss the Community Council Biodiversity Action Plan it was resolved to hear her presentation about the Biodiversity Action Plan. Councillors heard about the work of the volunteers so far and further suggestions were made.

With PCSO John Evans in attendance it was resolved to  receive the Police Report at this point.

8. Police Report

No burglary, criminal damage offence, violence or fraud incidents had occurred since the previous meeting. Members were reminded about the current operation run by the police regarding knife amnesty. Following reports of sheep on the B4343 road, the County Council had taken action recently. A question was asked by a councillor regarding vehicles parking on pavements around the village. It was noted that buses and long lorries have had difficulty passing at times. Another question was asked about the number of people attending the community surgeries which take place in Llanddewi-Brefi on the first Wednesday of the month at the Post Office Van in Hyfrydle. PCSO John Evans noted he was making an effort to attend Caffi Dewi.

No declarations of interest were made. However, members were reminded if anything came up during the meeting then to ensure they do declare an interest.

An e-mail was received by Dewi Stars thanking the Community Council for congratulating them in winning Division 3 of the league.

9. Financial Report

The Clerk had contacted Barclays Bank regarding a new cheque book. When the new cheque book arrived it started with 00321. Despite looking through the filing cabinet and the different files received from previous clerk the cheque book with the numbers 00289-00320 could not be found. It was resolved to use the new cheque book as it would not be possible to use the other cheque book as two signatures are required to sign each cheque.

BT hall telephone and broadband :£57.54    LG (Misc. Provisions) Act 1976 s.19. Following a complaint to BT regarding no telephone or internet for a week at the beginning of May a reduction of £11.18 will be made in the next month’s bill.

Following preparing the documents required for Audit Wales the clerk had worked an additional 15 hours. It was resolved to pay an additional 15 hours to the clerk. Proposed by EJ; seconded by DLJ. 

It was resolved to agree the Cleaners and Burial Secretary job description.  Clerk to ensure they sign the new job description

Correspondence was received by  SiopNi CBSC requesting financial contribution towards printing costs for the Community Shareholder booklet. It was resolved in principle to make a financial contribution once confirmation has been received that SiopNi CBSC has bought the building. Sum to be decided in another meeting once confirmation is received.

10. Audit Wales – Basic Audit 2025-2026

Gareth Jones had agreed to undertake the work to audit the accounts and had received all relevant documents by May 31st. He had also received the Terms of reference for the role of an Internal Auditor. It was resolved to hold an extra-ordinary meeting to pass the information on Monday June 29th.

11. Tree Preservation Order

Correspondence and visits were received by local residents worried about the Tree Preservation Order on 2 trees at Bridgend House. Residents were worried about the condition of the tree; the stone wall is being pushed out to the road; branches block natural light to the houses affecting the ability of the residents to enjoy their gardens and their wellbeing regarding what could happen in a storm or heavy rain. It was resolved to write a letter on behalf of the Community Council noting their objection to the Order.   

12. Discussion regarding Community Boundary Reviews

Further communication was received by Llangeitho Community Council as they are keen to hold a joint meeting. They had prepared a letter to present to Ceredigion County Council Chief Executive outlining questions that need to be answered before the two community council amalgamate. It was resolved to propose Monday, June 29th as a possible date to meet in Llangeitho at 8:00pm. Clerk to contact Llangeitho clerk.

13. Defibrillator

Following investigative work, the Community Council had seen a suitable box to replace the box on the Foelallt Arms. It was resolved to buy the new box at a cost of £549. Wait to make an application to British Heart Foundation. Applications open in July. Agenda point for next meeting.

16. Any other business

Contact details on website – when you click on the telephone number it makes contact with the Chairperson and not the Clerk despite the clerk’s telephone number being displayed. Clerk sorted the matter during the meeting. Telephone now rings to the correct place.

EJ wanted to update her photograph on the website. Currently no photograph of the Clerk or Gareth Jones. As this is possibly the last year of Llanddewi Brefi Community Council before amalgamating with Llangeitho Community Council it was resolved to ask Sue Ryder to take a photograph of current members. To be done in the Autumn.

Cadnocomms are keen to hold a meeting with the Community Council.  

Grass cutting – large growth in the Cemetery and it was noted that not all areas had been cut yet. It was resolved for the Clerk and Chairperson to meet with the contractor to outline the schedule of works.

Need to repair the bench at Hyfrydle.

Pynfarch footpath – posts are ready but need to arrange people to put in place.

Chairperson had been to ask for a quote for No Dogs sign but had not received confirmation of a price yet.

Minutes of the Ordinary Meeting of the Council held on Monday May 11th  2026 at 8:00pm in the Community Centre.

1.Welcome

The Chairperson welcomed everyone to the meeting.

3.Personal Matters.

Congratulate Dewi Stars football team for winning Division 3 in the football league on Saturday, May 9th. The council wished the team the best of luck in the season in Division 2.

Congratulate Rhian Griffiths Gogoyan on winning  ‘The Farmers Club Pinnacle Awards for Excellence in Business Management’.

To thank everyone who has assisted in any way in maintain the recreation ground and football field.

Mis-mutation  in Welsh minutes –  ei penblwydd not ei benblwydd

Following sending an e-mail to Ceredigion County Council Monitoring Officer regarding the proposed Tree Preservation Order in December’s meeting on April 7th no further communication has been received.

Planning applications are now on the Community Council website.

Telephone in the telephone box on the square is now working.   

8. Police Report

PCSO John Evans was unable to attend the meeting, however, he had sent a report beforehand. On 27/04/26 police received a report from Till Hill Forestry that on 08/04/26 there was an uncontrolled Hill Fire in the Llanddewi Brefi to Tyn Cornel Mountain area. Till Hill report that there were no fire safety considerations. The fire spread into forestry managed by Till Hill causing damage to trees. A Criminal damage offence has been recorded. No oil thefts have taken place since the previous incident at the beginning of April. No burglary, violence or fraud incidents had occurred.

Following sending an e-mail regarding the sheep roaming on the B4343, the police are continuing to monitor the matter. Also, the police have not seen any children travelling at speed through the village on bikes or scooters.

One member noted, following downloading the Dyfed Powys Connect app, that more notice of events such as Police Surgeries are required.

Agenda point for next meeting – additional hours for the clerk in preparing the Audit Wales Documents.  

10. Audit Wales – Basic Audit 2025-2026

The Clerk had attended an online training session provided by One Voice Wales on April 29th to received information and guidance on the Basic Audit 2025-2026. The members went through the accounts for the year and completed the Annual Return for the year ended March 31st 2026 as well as the Annual Governance Statement; complete the covering letter and explain variances between this years’ total compared to last year.  It was resolved to ask Gareth Jones to audit the accounts and to complete the Terms of Reference before doing so.

11. Discussion regarding Community Boundary Reviews

It was discussed to arrange a meeting with Llangeitho Community Council to discuss the next steps. However, firstly there is a need to look at the constitution of the Hall Committee. To include this matter as an agenda point in the next meeting.

12. Planning Application A260173 – Land Adj. Llwyndewi,  Llanddewi Brefi, Tregaron, SY25 6RR

Councillor Gareth Jones left the meeting. He had already completed a Declaration of Interest Form. The members looked at and discussed the proposed plan. The Drainage Plan had been accepted by the Highways Department. Following a long discussion, it was resolved to note that the councillors would like a greater percentage of affordable housing in the plan. It was resolved to postpone a decision until the next meeting. Members felt it would be useful to receive a Drainage Plan from Highways Department.

 Following the conclusion to the discussion Councillor Gareth Jones returned to the meeting.

Planning Application A260173 – Crug, Llanddewi Brefi, Tregaron, SY25 6PE

Members looked at the content of the proposed plan. The plan comes under LU09, however members noted not much of the ruin is left.

13. Defibrillator

No further information has been received so far.  It was resolved to put this as an agenda item in the next meeting.

16. Any other business

Communication had been received from Lan Fawr Energy development inviting members to a meeting at Llanfair Clydogau hall on May 12th . Unfortunately, no members were able to attend the meeting.

On the day of the meeting, communication was received by Cadnocomms requesting a meeting with members through TEAMS on May 12th or 13th. Members noted that the notice given was very short and asked the clerk to reply by requesting  further dates for the meeting. 

Dog fouling around the village – need to erect signs around the village to remind dog owners to pick up their mess.

Need to repair the bench at Hyfrydle.

Need to look at the flag outside the cemetery.

Need a new bin in the cemetery.

Pynfarch footpath – posts are ready but need to arrange people to put in place.

4 To consider and approve the draft Annual report of the Council for the year 2025/26

The Annual report had been sent to members before April’s meeting. Following the Clerk attending the Year end Audit online course further information was included under the Audit Report.

5.To receive declarations of personal and personal/prejudicial interests.

None.

6.To appoint Committees and Working Parties:

Hall Management Committee.

It was resolved that all existing members of the Council to be in membership with the Chairman and Vice-Chairman of the Council .  However, with the new Community Boundary coming into effect in June 2027 there is a need to review the committee with the requirement for an AGM in early 2027 before boundary changes.

Biodiversity Working Party (Duty under s6. Environment (Wales) Act 2016) (Currently Councillors  Rh Evans, G Jones and E James).

It was agreed to ask community volunteers which have a wealth of knowledge and understanding in Biodiversity to advice and work with the Biodiversity Working Party.

7. Appointment of Representatives.

a. One Voice Wales Area Committee.

 Councillors Rhodri Evans and Eirwen James to continue for 2026-2027.

8.Rates of Remuneration.

To review the following:

a.Chairperson’s allowance.

£50 to be claimed for 2025-2026. The Chairperson’s allowance for 2024-25 was given towards the High Sheriff of Dyfed Charity – Wales Air Ambulance.

b.Members allowances.

None Claimed for 2025-2026.

It was noted that there are Paper form’s available for submitting declarations. Also, that any Councillors wishing to take the allowance will have to be named on the financial records.

9.To Review the Fixed Assets Register.

Members read through the content of the Fixed Assets Register and resolved to keep the same.

10.To determine whether a review of Standing Orders and Financial Regulations is required.

Members read through the Standing Order document provided by One Voice Wales.

11.To determine whether a review of the Council’s complaints procedure is required.

Members had received the policy before hand by e-mail and was accepted by all members present. Policy had been prepared by One Voice Wales.

12.To Review the Council’s Risk Assessment Register

It was resolved to accept the Risk Assessment register with following additions:-

Change risk level for failing to comply with Welsh Language Act from High to Low as all documents being produced by the Community Council are now all bilingual.

Include the risk regarding GDPR regulations.

13.To Review the Council’s Insurance Arrangements.

Council approved the most recent quote from Zurich.

14.To Review the Council’s procedures and policies in connection with its obligations under the Freedom of Information Act 2000 and the Data Protection Act 2018 (GDPR).

Council agreed no review required.

15.To Review policies for Safeguarding and Volunteers. 

The policy had been reviewed in November’s meeting and no further action required.

16.To Review the Council’s Grants Policy.

 Council approved  the Grants Policy.

17.To Review the Council’s employment policies and procedures.

Council agreed no changes required and adopted the Equality and Diversity Policy; Grievance Policy and Disciplinary Policy.

18.Review of the Council’s expenditure incurred under s.137 of the Local Government Act 1972.

£1715 paid out under s.137 for 25/26 but noted this was not near the designated limit for donations.

19.To Review the Statutory training plan.

Council reviewed training received in 2025/26 on Biodiversity and Community Boundary Changes. Training requirements for 2026-27 was discussed with further training on Biodiversity; Year End accounts and Audit and Community Boundary Changes being put forward. Council resolved to accept the Statutory Training plan.  

20.To Determine the time and place of ordinary meetings of the full Council up to and including the next annual meeting of full council.

Council resolved that ordinary meetings of Council will continue to be held on the second Monday of every month throughout 2026-2027 except in June due to a football tournament taking place. Therefore, the meeting for June will take place on the third Monday – June 15th.

Also, that the  next Annual  Meeting of Council will be held on May 10th 2027 in the Llanddewi Brefi Village Hall.
