Minutes of the Ordinary meeting held on Monday 13th March 2023 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.
Present:
Councillors: Beth Anthony (Vice-Chair), Emmanuel Kincaid, Eirwen James, Pat Parry, Dafydd Lloyd Jones, John Lloyd Griffiths, and Enfys Hatcher.

Section 48 of The Local Government and Elections (Wales) Act 2021 makes provision for public participation at full community council meetings or those part of meetings which are open to the public. The Chair will give members of the public in attendance reasonable opportunity to make representations about any items of business on the agenda. Specific matters for discussion are to be submitted to the Clerk 7 days in advance of scheduled ordinary meetings (usually the 2nd Monday of the month)
No members of the public were in attendance, and no specific items were submitted for discussion prior to the meeting.
5) To confirm the minutes of the meeting held on 13th February 2023
On the proposition of Beth Anthony, and seconded by Pat Parry Council authorised the chair to sign the minutes of the meeting on 13th February 2023.
6) Matters arising from the minutes
Item10) Review opportunity of First Aid Course provision for community groups in the area.
One member provided an update regarding item 10 to confirm that funds had now been allocated, and that two sessions for up to 12 persons could be considered, however training provider approval was still pending accreditation checks.
Item 13) To receive a report from the PCSO.
One member confirmed they had contacted the PCSO and relayed resident concerns about drivers speeding through the village.
7) Financial report.
a) To approve the bank reconciliation for the period ending 28 February 2023
No bank reconciliation was available for February – this will be prepared to the end of March for the next meeting.

8) To receive a report of the meeting held on 28/02/2023 with Councillors, Volunteers, and users of the Youth ‘Drop-in’ sessions at the village hall, and
a) to consider a proposal to suspend sessions for a period of 6 weeks after 06/03/2023, and provide a programme of activities from 17/04/2023.
b) To consider application for SPAR Community Cash Back Grant.
Volunteers, parents/ guardians, and young people attended a meeting on 28th February to gather feedback and suggestions for continuing provision of the youth drop-in sessions. A total of 16 were in attendance, including 7 young people. Based on the request for more structured sessions, a programme of events was planned at a drop-in session on 6th March. Following discussion, it was resolved that Budget costs for activities and hire costs would be submitted for review at the next Council meeting.
It was agreed that Cllr Kincaid would continue to act as verification officer for the purpose of submitting DBS checks for new volunteers to Powys CC.
9) To consider publishing information regarding the Llanddewi Brefi Conservation Area on the Community Council Website.
Agreed that a draft webpage would be presented for approval at the next Council meeting, to explain the background to the original conservation area proposal, and to provide copies of the maps and details of the restrictions under article 4 (2) of the GPDO 1995
10) To approve annual membership renewal request of One Voice Wales for 23-24.

The contents of the report were noted and it was explained that each councillor would need to notify the clerk in writing if they did not wish to receive the mandatory allowances of £156 per year as ‘Reimbursement for extra costs of working from home’ under determination 4. It was agreed that members would continue to be able to claim full reimbursement for the cost of their office consumables.

It was agreed that details of the consultation should be posted on the website
12) To receive a report from the PCSO.
PCSO Evans was unable to attend but advised that no incidents were reported since the last meeting. A Ceredigion man has been convicted at Swansea Crown Court of the rapes of three women in the county over a period of two years and will be sentenced at a later date pending the outcome of necessary pre-sentence reports.
13) County Councillor’s report on matters arising from Ceredigion.
Cllr Evans was unable to attend.

15) To receive a report from the Llanddewi Brefi Village Hall and Recreation Grounds committee.

16) Questions to the Chair.
a) One member noted that a new defibrillator check record sheet was needed, and that the cabinet alarm was still not working.
b) Members reported persistent dog fouling of the footpath by the old vicarage, and requested that notices be placed.
