Minutes of the Ordinary meeting held on Monday 8th January 2024 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.
Present:
Councillors: Beth Griffiths (Chair), Dafydd Lloyd Jones (Vice-Chair), Rhodri Evans, Eirwen James, Pat Parry, Angela Evans, John Griffiths.

Best wishes to Cllr Manny Kincaid who is currently in A&E. As the Clerk was unable to attend the meeting of Council held on Monday 8th of January 2024, Cllr Eirwen James took minutes for the session:

5. To confirm the minutes of the meeting held on 11 December 2023

7. Financial report
a. To approve the bank reconciliation for the period ending 31 December 2023.
Council approved the reconciliation to 31/12/2023, issued prior to the meeting, and noted the following bank balances at 18/12/2023:
i. Current account: £100.00
ii. Reserve account (1): £1,628.61
iii. Reserve account (2): £6,465.96
Total all bank balances: £8,194.57
Total reconciled balance to agree with cash book at 31/12/2023: £8,633.79

8. To review Youth Club provision for 2024-2025.
It was agreed that the current Youth provision should continue as arranged. 8-15 yr olds meeting monthly. 6 volunteers currently, one still awaiting DBA check. An exemplar partnership. Dropping the age range was the correct thing to do.
9. Fit for Future Facilities Programme – Cymru Football Foundation.
a. To consider budget and cashflow implications of grant application.
Proposals for an extension off the back of the football stand were discussed as part of the Cymru Football Foundation (CFF), Fit For Future Facilities application.
Payment of grant would be after completion of works – funding interim payments would be a decision for the Hall committee. Deadline for application 29 March. The WG guidance on borrowing money was read.
After much discussion Rhodri Evans agreed to source three bins (not dog waste bins) for the Mill Street area, on the road towards Cwmdulas and off Penuwch Street, near the grit bin.
The Youth Club intend to create posters. Information warning about the implications of dog fouling on health will be added to the Website.

There was great concern that the referee had stopped the football match three times and issued a last warning to Ser Dewi regarding dog fouling on the football field. Dogs are not allowed in the playing field, but this rule is being ignored.
It was agreed to purchase metal signs.
10. Consider budget proposals and approve the precept for 2024-2025.
The budget proposal sent to councillors prior to the meeting was discussed. It was noted that election costs have still not been issued and an estimate was included in the budget. The proposal was prepared on the basis of 9% inflation of recurring costs. The £240 allowance for the Youth Club was agreed. The budget proposal was approved and it was agreed to set the Precept at £13,400.
11. To approve the annual Return of Revenue Expenditure on the Provision of Burial Grounds and Cemetery Services for the year ended 31 March 2023.
The Annual Return of Revenue Expenditure on the Provision of Burial Grounds and Cemetery Services was approved for the Year ended 31 March 2023. Expenditure on Burial grounds and cemeteries was £2,111.88.
12. To Review the Council’s Statutory training plan.
The Training programme was discussed. All councillors noted that this e-mail had been received.
13. Correspondence
a. Ceredigion County Council
i. Precept letter and form for 2024-2025
The precept form was discussed, and the amount agreed.
ii. Sandbag Policy
Sandbag Policy – this was outlined by Rhodri Evans.

b. One Voice Wales
i. Examples of Biodiversity actions needed! – Enghreifftiau o gamau gweithredu bioamrywiaeth sydd eu hangen!
Biodiversity – the Council has supported the funding of a biodiverse garden and are keen to share this information as an example of Biodiversity and with the Nature Group on the group’s facebook page.
It is noted that the Llanddewi Brefi Hall Charity Committee have provided funding for the Conservation Garden on their grounds, to which the Council has lent support and guidance as part of its commitment to Section 6 duties as outlined in The Biodiversity and Resilience of Ecosystems Duty Report (2022). A press release on behalf of the

Llanddewi Brefi Hall Charity Committee outlining current progress being made on the garden will be released for sharing with groups and the press within the coming month to describe current progress and further planned developments to continue enhancing biodiversity measures within the Hall Charity grounds.
ii. Report on Ceredigion Public Services.
Mererid Davies to be contacted. Communication Friendly notices will be displayed by the Youth Club and Caffi Dewi.
iii. TRAINING DATES BY MODULE – JANUARY, FEBRUARY & MARCH
c. Galileo – Bryn Cadwgan Energy Park update – scoping direction request to PEDW.

e. Public meeting regarding wind turbines. Neuadd y Coroniad, Pumsaint 7/12/2023 – meeting notes received 11/12/2023.
Meeting notes were received regarding turbines from the meeting held in Pumsaint on 7/12/2023.
14. To receive a report from the PCSO
PCSO John Evans is in the village on Tuesdays and attends Caffi Dewi at Y Ganolfan where he can be approached. There were warnings from the PCSO re. quad bike thefts and heating oil.
15. County Councillor’s report on matters arising from Ceredigion
Ceredigon County Council are currently discussing budgets. They have a saving of £20 million to find and a Settlement must be found by the end of February.
16. Planning applications
a. To consider the following applications:
i. A230914; Full planning; Proposed New dog park with associated works, Land Adjacent to Celfan Llandewi Brefi.
The application was considered and the following responses from members of the public were noted:
• Parking spaces and vehicle parking issues
• Disability access. Access in general
• Blind bend
• Dog control.

• Fouling on the footpath
• Security of boundary.
• Noise/ Impact on residents/ Hours of use/ Position of field.
• How many dogs at a time?
• No mention of dog waste management in the application.
• Livestock safety
• Consultation
• Soakaway? Drainage issues
• Do users remove the litter or is that done by the park owner.
Attention was drawn to the positive of this project possibly alleviating the dog fouling issues recorded earlier in the meeting. Football field fouling.
The Clerk of the Community Council will forward a response to Ceredigion County Council.
17. To receive a report from the Village Hall and Recreation Grounds committee.
None.
18. Questions to the Chair.
• Attention was drawn to the Public Information Meeting called by residents on Friday 19th January 7pm at the Village Hall. ‘To discuss the proposed development of the wind turbines on our mountains.’
• The Tarmac has been laid on the layby by Pistyllgwyn but the potholes remain.
• The manhole/BT cover by Tŷ Hir is still causing problems with surface water on the road and water bubbling up through the cover.
• Flooding damage by Ysgoldy Gogoyan down from Penllwyn.
• NRW to be informed that there is a sawn tree making its way down river near Pont Llanio Bridge.
• Caffi Dewi is still not included on the Ceredigion Warm Spaces list. Clr Evans will continue to press for this.
• Caryl Jones is in charge of the defibrillator for January. Beth Griffiths will remind her.
• The Clerk to write a letter of thanks to Neil and Glesni for their services to the village. Siop Brefi will close on February 29th. To be signed by the Chair.
• A copy of the letter sent to Pontrilais re. Log Lorries to be sent by Beth Griffiths to the Clerk for filing.
• From Financial Matters:
• A letter of thanks to be sent to Richard Elliot
• A letter of thanks to be sent to the Blakemore Foundation Spar, Tregaron for the 40 Christmas gift boxes.
• The postponed Council Meal will be held at the Shapla Tandoori, Lampeter on Thursday 1st February.
