Minutes of the Community Council Meeting held on 13^th July 2015 at the Community Centre

Present:-

Councillors  Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid,  Eirwen James,  Mary Pearce, John Ll Griffiths, Gwynne Davies.

4. Minutes

On the proposition of Councillor Emanuel Kincaid and seconded by Cllr Mary Pearce the Council authorised the Chairman to sign the minutes of Community Council meeting held on 8^th June  2015.

5. Matters arising from the minutes

1. It was decided that a letter be sent to Mr Blair Tanybryn regarding the Pound Garden explaining the situation.

a.  It was decided that the Council would ask Orwel Edwards to put a post in cement so that the Parking sign can be put there also sign for No fly tipping .

Chair will decide what is appropriate for the Council.

A new budget has been drawn up by Chair and Clerk.

11. Village Hall and Community Centre Trustees Committee.

The new secretary for the Hall committee is Sue Ryder. A request to use the Hall for a wedding in September. And there is a coffee evening to be held on 9^th October.

14. Any other matter

14.1. It was decided to report that there is a pothole by Glenydd.

14.2. The Council have decided to buy a new lanyard for the Flag pole.

14.3. The Council have been informed that there are rats on Y Ddol field and Japanese knot weed. Request Ceredigion Environmental Health to deal with it.

14.4. The Council were informed that Organic waste has been tipped into the river.

14.5. The Chairman’s Chain has gone in to Rhiannon’s to be engraved with Chairperson name up to date.

2. Personal  

The Councillors congratulated Llanddewi Brefi Y.F.C on a very successful Rally and ‘Gymanfa Ganu’. Also congratulations was given to Cllr and Mrs Dafydd Lloyd – Jones on the birth of their granddaughter. Cllr Ann Jones was congratulated on being appointed on the W.I. Enterprise board as Vice Chairman.

On the proposition of Councillor Ann Jones  and seconded by Cllr Mary Pearce the Council authorised the Chairman to sign the minutes of Community Council meeting held on 11^th May  2015.

5. Matters arising from the minutes

1. The Council are not placing a sign at Pont Llanio due to insufficient funds this year.

2. Llais Brefi have decided to close the account transferring the money that they had to the Council if a Newspaper or electronic form of communication is set up in the village the Council will give a donation of £100 00.

10. Matters arising from Cerdigion

The Council were informed that Cllr Gill Hopley was appointed Chair and Vice- chair was given to Dai Mason. There will also be some Budget cuts in the future.

The Hall will be painted inside and out soon.

13.1 It was decided to report that the B.T. cables are hanging on Pont Llanio hill.

13.2 The Council have been informed that the Asda delivery van is speeding around the village.

13.3 The Council have been informed that the caps need replacing on posts by Shop Brefi.

13.4 The footpath by Cysgod Y Llan needs clearing.

Minutes of the Community Council Meeting held on 11^th May 2015 at the Community Centre

Present:-

8. Matters from Ceredigion

1. The Council were informed that the road from Soar y Mynydd to Tyncornel is still under discussion.

9. Correspondence.

1. The Council received a copy of the description road used as a Public path 48/7 Plas Newydd to NE Pistyll Gwyn as bridleway. The Council wanted confirmation whether it was  Plas Newydd or Felin Bridge as there is a sign Not suitable for Horses there.

2. A letter requesting a donation from Y Barcud the Council will discuss later on in the year.

3. A letter of request for a financial donation from Tregaron Carnival Committee. It will be discussed at a later date.

11.1 It was decided to respond by letter to Miss Yvonne Edwards regarding the Street lighting being switched off at midnight.

11.2  The Council looked into the possibility of getting a sign for Pont Llanio but the Community Council would have to pay.

11.3 The Council received 2 Tenders for the Grass Cuttings . Mr D Benjamin was successful.

11.4 There is a Grant available of 70% for doing up War Memorials.

11.5 The Council would like to wish the Llanddewi Brefi Y.F.C Good Luck with the Rally.

11.6 It was asked if the Council would consider what to do about Llais Brefi Magazine.

Minutes of the Community Council Meeting held on 13^th April 2015 at the Community Centre

Present:-

Councillors  Mary Pearce (Chairman),  Maria Tofani (Vice- chairman), Emmanuel Kincaid,  Eirwen James,  Rhodri Evans, Dafydd Lloyd-Jones.

Also present was PCSO John Evans and Solveig Frykman-Lloyd.

The Councillors congratulated Cllr Rhodri and Mrs Evans and family on the birth of their new son.

Cllr Maria Tofani declared interest regarding the performances that Solveig Frykman-Lloyd and Coleg Ceredigion will be doing in the village and Soar y Mynydd.

On the proposition of Councillor Emmanuel Kincaid  and seconded by Cllr Eirwen James the Council authorised the Chairman to sign the minutes of Community Council meeting held on 9^th March 2015.

4.(a) Matters arising from the minutes

1. Regarding the  defibrillator for the village .It was decided that Cllr Mary Pearce would speak to Dr James and get in touch with NHS Ambulance Service.

2. There has been a few complaints regarding the Street lights being turned off  between midnight and five in the morning.

8. Matters from Ceredigion

1. The Council were informed that the road from Soar yMynydd to Tyncornel will be downgraded in the next 2 years.

2. The bus that was left on the road outside Heol y Gorwydd has been removed.

9. Correspondence.

1. A request from Mr Lloyd Jones asking the Council if they could ask Ceredigion County Council regarding getting a sign for Pont  Llanio. Cllr Rhodri Evans will look into the matter.

10 Ysgol Henry Richard 3-16

Headship has been appointed.

11 Any other matter

11.1 Solveig Frykman-Lloyd attended our meeting and informed the Council that she will be with Coleg Ceredigion doing walks and performances on sites outside  at Soar y Mynydd and The square in Llanrhystud 21-22 May and a meeting will be held on the 29^th of April at 5.30 p.m. in the Hall.

11.2  The Council decided to donate £150 00 to LLanddewi Brefi Y.F.C. and £50 00 to Ceredigion Y.F.C. Cllr Rhodri Evans declared his interest.

11.3 The Council decided to donate £50 00 to Ras Gwyl Dewi and also £50 to the P.T.A. Ysgol Henry Richard.

11.4 The Welsh flag needs replacing on the pole.

11.5 Bottle bank is over flowing . Council need to empty it.

11.6 Cllr Rhodri Evans has donated  his 1% pay rise to all Chapels and Churches in his constituency.

11.7 The Council advertised for Tenders for cutting Cemetery Grass

Minutes of the Annual General Meeting of the Community Council held on Monday 12th May 2014 at 7.30 pm at the Community Centre.

3. Matters arising from the minutes of the A.G.M. 2013/2014

The Council are informed that the planning gain for Cysgod Y Llan still stands.

4. On the proposition of the Councillor Dafydd Lloyd-Jones and seconded by Cllr Maria Tofani the Council authorised the Chairman to sign the A.G.M. minutes for May 12^th 2014.

7. Appointment of Chairman and Vice Chairman

Councillor Mary Pearce was appointed Chairman proposed by CllrGwyn Davies and seconded by Cllr Ann Jones and Cllr Maria Tofani was appointed Vice-Chairman proposed by Cllr Rhodri Evans and seconded by Cllr John Griffiths.

8. Appointment of Treasurer

It was resolved that Mr Gareth Jones be re-appointed as treasurer.

9. Representative on the Playing Field Committee and Community Centre.

Councillor Wyn Davies was appointed to represent the Council on this Committee.

10. Chairmans Allowance

It was resolved that the Chairman’s allowance stayed the same £50 00

The following report of the Council’s work during the year 2013/2014 was presented by the clerk:-

Councillor David Evans finished with the Council the Council would like to thank Mr Evans for all his hard work for the years he was a Councillor.

Mr Emmanuel Kincaid was elected on to the Council as  our new Councillor.

Eleven meetings of the Community Council were held during the year, and 1 meeting regarding the New Information Board, also 3 meetings regarding the Cemetery and 1 School Meeting. It was decided not to hold a Finance meeting as we had already donated to Local organizations.

There was 1 meeting regarding the Hall and Community Centre.

The Council were very sorry to hear that the Hall Committee had been turned down in their attempt to get Lottery Funding for the Hall. The Council thanked Cllr Mary Pearce for all her hard work she put in to try and get the grants available. Cllr Maria Tofani, Eirwen James, Rhodri Evans , Dafydd Lloyd- Jones, attended a meeting regarding Tregaron Swimming Pool and Library.

Representatives attended the following meetings during the year. Cllr Rhodri Evans attended A reception to mark Councillor John Adam Lewis  installation as Chairman of Ceredigion County Council. Councillor Mary Pearce reported on meetings held by the  Hall Committee and Cymdogion Cynnes, Cylch Caron and a visit to Caerwedros village hall.   Cllr Gwynne Davies has been giving us reports regarding Fuel allotments meetings, and he also attended ameeting in Tregaron regarding Windmills, Turbines in the area.  Cllr Rhodri Evans also attended a Prize Evening at Tegaron Secondary School.

The Council have been discussing the 3-16 School. And Cllr Rhodri Evans and Cllr Emmanuel Kincaid have attended several meetings regarding  the Closure of Llanddewi Brefi School.

We also had a drop in session with Welsh Water who were doing a project on phosphate removal from our rivers which was successful.

The Council also put in place an information board for the village  in the car park.

Matters are still ongoing regarding the plot of land opposite Tany bryn.

The Council have also discussed matters regarding the swimming pool at Tregaron and the closure of Library at Tregaron.

We are still discussing what to do with the Car park and how to see if we can get a by-law passed for parking information there.

Several matters have been discussed with the Highways Department but with some success. The list is getting lower slowly. Some signs for the village have arrived. Drains that need maintaining, Gritting of Pont Llanio Road, still the problem with water not draining away from the roads in several locations.  Trees need cutting back in several locations. Gogoyan road  in need of repair Also the work on the Farmers Road has now been completed. There have been several complaints gone to Ceredigion regarding potholes on the roads at different locations.

There has also been complaints regarding the logging lorries and the damage their doing to the roads.

The grass at both Cemeteries was cut twice and the hedge trimmed. The usual footpaths Vicarage, Pebyll, Bronberllan, Gilfach and the footpath by the bridge were cleared. Also the playing field was cut.

Remembrance Day Service was held as usual and a Wreath was placed by the Vice-Chairman Mary Pearce wreaths were also placed by different Groups  from the Village. Rev Stephen Morgan conducted the Service.

It was resolved to precept for £5500.00 and  Cemetery grant of £3700.30 was forthcoming from Ceredigion.

The Audit of the Council Accounts for financial year 20012/13 was completed in October.

Several applications for Financial Assistance were considered. Among the successful were these local organisations, Llanddewi Brefi  Young Farmers Club, Ysgol Llanddewi Brefi, Ysgol Feithryn, Gogerddan Hunt, Community Centre, Llanddewi Brefi Church, Ras Gwyl Dewi.

It was resolved to renew membership with One Voice Wales and it was decided that Aon Insurance offered satisfactory cover for the Council.

Consideration was given to several planning applications. There were no objections to any.

A Xmas tree was placed on the square over the Xmas period and the Fox Hounds were held on Boxing Day.

The Council Annual Xmas Dinner was held at The Drovers  Farmers.
