Minutes of the meeting held on Thursday 24th February 2022 at 7:30pm on Zoom.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021, and are subject to approval at the next ordinary meeting of the Community Council.

Present:
Councillors: Eirwen James (Chair), Caryl Jones (vice chair), Emmanuel Kincaid, Lynet Pugh, Dafydd Lloyd Jones, Rhodri Evans, Pat Parry, Enfys Hatcher Davies, Beth Anthony, John Lloyd Griffiths.

3. Review of feedback regarding project eligibility, following initial discussions with the Cynnal y Cardi LEADER Grant team.
The Cynnal y Cardi Team has provided further feedback on the ‘Cynnal Llanddewi Brefi’ LEADER grant application.
The initial feedback identified alternative funding sources for some of the community suggestions, from grant streams such as Arts Wales, Cered etc. Some other items fell into the category of Capital works and so were ineligible. Others suggestions were considered to be partly eligible, but all needed to evidence collaboration and community cohesion, and demonstrate innovation.

It was suggested that the Nature Reserve Group’s proposal for a Wildlife Garden/ Orchard could be developed and siting identified in collaboration and consultation with other user groups as part of the ‘Jiwbili Llanddewi Brefi’ project, as the Hall Committee has been successful with the Lottery Platinum Jubilee Grant. Proposals and plans will need to be developed to see how this integrates with the project.

The application for new digital technology with video conferencing and display system has been developed to include an interactive whiteboard screen with integrated computer, and a video camera mast system with the capability for live streaming.

Training and volunteer contributions have also been included; one member from each representative group will be trained to use the digital facility, and provide support to their group during the project.

The project also includes a pilot scheme for Youth Access to the hall facilities, including Snooker, Pool and Table Tennis. Volunteers will provide supervision for weekly sessions over the 6 months of the project. It was agreed that there should be a discounted rate offered for the Hall hire, to include the main hall space, on Friday evenings. DBS checks will be required for volunteers; this should be free of charge but will need to be specific to this activity.

Letters of support for the project have been received from village groups and hall users expressing their support for the ‘Cynnal Llanddewi Brefi’ Leader project.

Several drafts of the application form and project costs, outputs, and pilot activities were reviewed; 3 quotes had been provided for all items over £5k.
Project costs:
RDP Grant £9,000.00
In Kind Contribution Hall hire £500.00
Volunteer time Training and Youth Access supervision £3,309.75
Cash Contribution £97.35
Total project cost: £12,907.10

It was noted that Grant payment will be on the basis of defrayed expenditure by the Community Council – the initial equipment purchase and training cost totalling £9,097.35.

4. Review and approve submission of the Cynnal y Cardi LEADER Grant application.
The closing date for applications was noted as Monday 28 February.
If successful, the funding would need to be spent between April 2022 and September 2022, with final reporting due to be returned by 30 November 2022.
The content of the application form was agreed by all present, and the Council authorised the Chair to sign the declaration and accept the conditions of grant.

Members were thanked for their contributions to the Cynnal Llanddewi Brefi Grant application, which is being submitted as a result of a meeting of Hall users convened at the Community Centre on 9 February 2022.
Cllr Rhodri Evans was asked to thank the Cynnal y Cardi Team for their support.
5. AOB.
Councillors were informed by Cllr Rhodri Evans that CAVO is still willing to accept applications for the Ceredigion Small Grants. Some progress has been made with the application, and costs have been established for a keyboard/piano/organ for use in the Hall.
6. Date of next meeting.
A special meeting will be held on 3rd March 2022.
