(18). Questions to the Chair.
Regarding Caffi Dewi not being included on the Ceredigion Warm Spaces list: Councillor Evans confirmed this matter had been taken up with Ceredigion Council to look into the matter.
Regarding reported Flooding damage by Ysgoldy Gogoyan down from Penllwyn Councillor Evans also confirmed that the sweeper had been out clear stones following on from the recent flooding.

Typo to be corrected on minutes, Pont trilais to Pontrilas regarding point made regarding correspondence to be passed from Chair to the Clerk to file.

7. Financial report

Council approved the reconciliation to 31/01/2024 noted the following bank balances:

8. Update on Fit for Future Facilities Programme application.
Cllr Kincaid reported that he had met with Clr Evans and John Jones( Dewi Stars Chair) with a representative of the programme at teams meeting 2 weeks prior main points as follows:
It was queried if some of the conditions of the grant to be satisfied could be relaxed in the light of the project proposed not being a new build development.
Regarding the storage shed element, EK confirmed that he has revised the Schedule of Works and drawings for planning permission but cannot progress further with this part of the application before receiving confirmation if the programme organisers will consider this as permissible to be included as part of the proposal.
A site meeting has been arranged for EK to meet with the Technical Lead with the Fit for Future Programme in 2 weeks’ time to discuss the above and allow completion of necessary elements for the application to be submitted before the deadline of the 28/03/23 .

10. To receive a report from the PCSO
PCSO Evans reported it had been another quiet period in Llanddewi Brefi, but reported the following:
On 25/01/2024 a Public Order harassment incident was reported, by BT engineers working in the area that they had been approached and harassed by a woman who made accusations that the engineers were putting up 5G masts.
29/01/2024, a low-level burglary was reported in the Llanio area from a premises located on the roadside:fuel siphoned from vehicle.
30/01/2024 in the same are it was also reported that tools from a nearby shed and the contents of a caravan had also been taken. A person had been observed on CCTV and the footage being used to make further enquiries.
He also reported that he was following up on residents in the areas who had sustained large losses from fraud scams, the attention here to check in and advise on preventative measures against sustaining losses from criminals potentially retargeting victims in the future.
PCSO Evans also reported that officers during January and February 2024 would be carrying out more community policing activities via their ‘Meet the Street’ initiative, focussing on housing estates within the local areas, to distribute information leaflets about Cannabis factories/production.
He also confirmed that he will be present in the village every Wednesday, between 1:45 pm and 2:30 pm and calling in on the Tuesday sessions of Caffi Dewi at the Llanddewi Brefi Village Hall.

11. County Councillor’s report on matters arising from Ceredigion
Cllr Evans reported that the Budget had now been reviewed within the Scrutiny Committee, with a further review planned to be held on the 20/02/24 to finalise proposals to be amended or left as proposed, with final agreement to take place (alongside proposed rates for Council tax) at the end of the month (29/02/2024).

13. To receive a report from the Village Hall and Recreation Grounds committee.
Cllr Kincaid reported he had recently met with a representative from Severn Wye with regards to the Energy Audit service recently undertaken at the Village Hall; the following points were raised:
A draft report should be prepared within 2 weeks of the site visit.
The representative agreed that a replacement oil-fired boiler would be a better solution than an air source heat pump for the village hall.
Loft insulation in the middle room, and internal insulation to the hall is likely to be the most cost-effective upgrade, together with more efficient infra-red and radiator heating for the Hall, and battery storage for power generated by the solar panels.
14. Questions to the Chair.
a) It was noted that the bench near to Hyfrydle is in a bad state of repair. Cllr Griffiths to inspect and report back at next meeting.
b) A tree has been reported to be floating in the Brefi near Pont Llanio. Clerk to report to NRW incident line.
c) Wreaths for Remembrance: There was a brief discussion to consider making a donation in place of buying wreaths each year, to reduce waste, however it was agreed to revisit this matter later in the year.

4) Materion yn codi/ Matters arising:

a. Adborthi Belltown Power ynghylch ail gam yr ymgynghoriad/ Feedback to Belltown Power regarding second phase consultation.

It was resolved to submit the feedback draft as prepared to Belltown Power, emphasising it should include that responses to the 2nd phase consultation regarding community benefit should only be collated from within the proposed area of that benefit, in order to reach a more representative conclusion.

5. Ystyried y Cynnig Arbennig a ganlyn o dan Reol Sefydlog 7a. Cyfwynwyd y rhybudd o gynnig gan bedwar cynghorwyr yn unol â Rheol Sefydlog 9b: Adolygu penderfyniad y Cyngor i gymeradwyo’r gyllideb a’r praesept yn y cyfarfod a gynhaliwyd ar 08/01/2024 ac ystyried cyllideb ddiwygiedig a praesept yn wyneb derbyniad hwyr costau etholiad gan Gyngor Sir Ceredigion ar 18/01/2024.
To consider the following Special Motion under Standing Order 7a, for which notice has been given by 4 councillors in accordance with Standing Order 9b: To review the Council’s resolution to approve the budget and precept in the meeting held on 08/01/2024 and consider a revised budget and precept demand in view of the late receipt of election costs from Ceredigion County Council on 18/01/2024.

After consideration Council resolved to approve the revised budget and precept demand for £14,400, following recent invoice for the July by-election costs of £3,041. The Clerk to request a breakdown of election costs from Ceredigion County Council, according to the schedule of charges.

6. Ystyried opsiynau ar gyfer cyllid pontio mewn perthynas â phrosiectau sy’n derbyn cymorth grant/ To consider options for bridging finance in relation to grant aided projects.

Following on from the agreement in principle of the Llanddewi Brefi Hall Charity to make a charitable loan to the Council to fund interim payments pending receipt of grant, it was agreed that Council should consult with Cymru Football Association and Dewi Stars for further clarification of grant eligibility and payment schedules.

It was agreed that the current Youth provision should continue as arranged. 8-15 yr olds meeting monthly. 6 volunteers currently, one still awaiting DBA check. An exemplar partnership. Dropping the age range was the correct thing to do.

9. Fit for Future Facilities Programme – Cymru Football Foundation.

a. To consider budget and cashflow implications of grant application.
Proposals for an extension off the back of the football stand were discussed as part of the Cymru Football Foundation (CFF), Fit For Future Facilities application.
Payment of grant would be after completion of works – funding interim payments would be a decision for the Hall committee. Deadline for application 29 March. The WG guidance on borrowing money was read.
After much discussion Rhodri Evans agreed to source three bins (not dog waste bins) for the Mill Street area, on the road towards Cwmdulas and off Penuwch Street, near the grit bin.
The Youth Club intend to create posters. Information warning about the implications of dog fouling on health will be added to the Website.

There was great concern that the referee had stopped the football match three times and issued a last warning to Ser Dewi regarding dog fouling on the football field. Dogs are not allowed in the playing field, but this rule is being ignored.
It was agreed to purchase metal signs.

10. Consider budget proposals and approve the precept for 2024-2025.
The budget proposal sent to councillors prior to the meeting was discussed. It was noted that election costs have still not been issued and an estimate was included in the budget. The proposal was prepared on the basis of 9% inflation of recurring costs. The £240 allowance for the Youth Club was agreed. The budget proposal was approved and it was agreed to set the Precept at £13,400.

11. To approve the annual Return of Revenue Expenditure on the Provision of Burial Grounds and Cemetery Services for the year ended 31 March 2023.

It is noted that the Llanddewi Brefi Hall Charity Committee have provided funding for the Conservation Garden on their grounds, to which the Council has lent support and guidance as part of its commitment to Section 6 duties as outlined in The Biodiversity and Resilience of Ecosystems Duty Report (2022). A press release on behalf of the

Llanddewi Brefi Hall Charity Committee outlining current progress being made on the garden will be released for sharing with groups and the press within the coming month to describe current progress and further planned developments to continue enhancing biodiversity measures within the Hall Charity grounds.

Ceredigon County Council are currently discussing budgets. They have a saving of £20 million to find and a Settlement must be found by the end of February.

• The manhole/BT cover by Tŷ Hir is still causing problems with surface water on the road and water bubbling up through the cover.
• Flooding damage by Ysgoldy Gogoyan down from Penllwyn.
• NRW to be informed that there is a sawn tree making its way down river near Pont Llanio Bridge.
• Caffi Dewi is still not included on the Ceredigion Warm Spaces list. Clr Evans will continue to press for this.

5. To confirm the minutes of the meeting held on 13 November 2023

One amendment was proposed, to correct the proposer for accuracy of the minutes. Following approval of this amendment, Council resolved to approve the minutes as an accurate record. Proposed by Cllr. Dafydd Lloyd Jones, seconded by Cllr. Pat Parry.

6. Matters arising from the minutes.

a. Cllr. Kincaid confirmed that the feedback documents from Belltown Power had been posted on the community website and presented the webpages for both the Waun Maenllwyd and Bryn Cadwgan proposals to Council and members of the public. These pages include the scoping direction requests and reports from PEDW and will be updated as new information is available Council thanked Cllr. Kincaid for the work to the website and for collating information.

b. Members of the public expressed concern that many people do not have internet access and are not aware of the proposals. The Chair responded that hard copies of letters and questionnaires had been sent by post to all households in the area.

c. A member of the public reported attending a public meeting about the wind turbine proposals held in Pumsaint, which was well attended, and asked if a similar open meeting could be held here. A member of the council confirmed that the meeting was informative and well conducted. It had been set up independently of the local Community Council, and members agreed that anyone interested in conducting an independent public meeting would be welcome to hire Llanddewi Brefi hall. Cllr. Evans confirmed that he would be happy to take part as local County Council member for the ward, but wondered whether this would be better to be held in the next period of public consultation. Members asked for suggestions as to how to advertise meetings more effectively than at present (notices in shop, pub, village hall, noticeboard, and website posts), to reach a wider audience, given the concerns about a lack of awareness.

d. On the proposition of Cllr. Kincaid, Council approved a motion to bring forward item 11 on the agenda.

8. Consideration of tenders for the grass cutting 2024.

One tender was received, and the contract was awarded. Costs have increased, but the contract now includes maintenance to an additional footpath, and the price is fixed for 2 years.

9. To review the budget for 2023-2024 and consider budget proposals for 2024-2025.

A projected outturn for the year ending March 2024 and indicative budget for 2024-2025 was presented, based on 9% increase in recurring costs and the addition of costs for the by-election in July. Election costs have been requested but not yet received from CCC, so these have been estimated. Members to discuss and agree proposals for approval in the January meeting.

10. To consider the following motions under Standing Order 9b:

a. Proposal for a donation to Gogerddan Hunt. – Council approved a donation of £80 towards the costs of the annual display on Boxing Day. Proposed by Cllr. Caryl Jones, seconded by Cllr. Dafydd Lloyd Jones.

b. Motion to support the Climate and Ecology Bill. – Council resolved to (1) support the Climate and Ecology Bill, (2) to publish the decision on the community website and (3) write to Ben Lake to inform him that this motion has been passed, and to thank him for supporting it. (4) write to the campaign organisers Zero Hour expressing the Council’s support. Proposed by Cllr. Kincaid, seconded by Cllr. Gareth Jones.

11. Waun Maenllwyd Wind Energy Hub – to discuss feedback.

a. Cllr. Kincaid presented an analysis of the public feedback issued by Belltown Power following the initial consultation.
b. 67% of responders were in favour of an energy discount scheme as community benefit. This should be seen in the context of the low number of responses: 160 in total, 48 of which were anonymous. 125 respondents provided location details.
c. In Llanddewi Brefi CC area, 19 were in favour of the proposed wind farm location, and 14 opposed. 21 Llanddewi Brefi responders were in favour of an energy discount scheme, out of an estimated 400 households.
d. Belltown Power have initially suggested an area of benefit of 6km radius, which includes the majority of Llanddewi Brefi, and parts of Llanfair Clydogau/ Cellan and Cynwyl Gaeo. From the feedback received, although the total number of respondents in favour of an energy discount scheme was 107, a maximum of 53 of these would be within the proposed area of benefit.
e. Belltown Power proposing to replicate the consultation method in the 2nd phase, but the Community Council is of the opinion that responses regarding community benefit should be restricted to the area of benefit, and it was resolved to feed this back to Belltown Power before the second phase of consultation begins. As the greatest impact would be perceived within a 6km radius, there is a need to ensure benefit is proportionate to impact. Members stressed the importance of increasing the number of responses to the next phase of consultation to give a more statistically relevant and representative view of opinion.
f. The Council does not consider its role is either to support or oppose at this stage, but to try and facilitate an outcome with the greatest community benefit.
g. Members of the public queried whether the community benefit would be retained in the event of transfer of ownership. Belltown power’s position is that continuity of community benefit would be protected in the event of company sale or transfer.
h. The Council advised members of the public to email concerns direct to both Belltown Power and Galileo and send copies to the Clerk. Concerns should also be forwarded to the local Senedd Member, as they can make representations at a national level. The final decision will be made by WG but Ceredigion County Council and Community Councils are only statutory consultees in this process.
i. A recent petition organised by CPRW was discussed and members clarified that the leaflet delivered locally had not been issued or sanctioned by the Community Council. The petition did not reach the threshold for debate in the senedd, with only 272 signatures in Ceredigion. The scale of local feedback to date was not necessarily representative but did not demonstrate a clear majority objecting to the proposals.
j. One attendee of the public meeting in Pumsaint presented an analysis of green energy production in Wales by a Ffarmers resident, querying the need for any more green energy projects at all, but promoting solar energy installation on commercial property as an alternative to onshore wind.

a. PCSO John Evans reported 1 incident of scam calls – a resident reported a fraud where having decided on a purchase a deposit of £500 was forwarded to the seller. Since making the payment the purchaser has been unable to make any further contact with the seller. DDP ECT (Economic Crime Team) have made contact to provide advice and guidance and Action Fraud reference provided.
Current campaigns:-
b. Ceredigion NPT (Neighbourhood Policing Team) are in the run up to Christmas running a local campaign highlighting Loneliness.
Various short safety messages are posted daily on our website and the Team are visiting locations where people meet to give advice and signpost people to relevant agencies. Therefore, if you can spread the message of making an effort of taking time to visit / talk to persons who live alone.
c. DPP also has a force-wide campaign raising awareness regarding Domestic abuse and VAWG (Violence Against Women and Girls).

14. County Councillor’s report on matters arising from Ceredigion

a. Two budget workshops had been held – to break even on existing basis would need 25% council tax rise. £6.5M would need to be found to limit rise to 10%. Further budget workshops to be held in the New Year.
b. At a recent Overview & Scrutiny committee the lack of foodbank provision in Llanddewi Brefi area was mentioned, but there is provision nearby. CAVO cited Caffi Dewi and the youth club

as examples of what can be achieved by communities. It was noted that Caffi Dewi is not listed under the Ceredigion Warm Welcome Spaces Winter 2023-24 map – Cllr Evans to follow up.

b. Carol singing will raise funds for the Fire service this year.
c. A replacement Llanddewi Brefi village sign has been re-ordered.
d. Cemetery topsoil – need to arrange removal of spoil heap.
e. 2 potholes reported in the village – Cllr. Rh Evans to follow up.
f. Food waste is not being removed from the hall by some users.
