Minutes of the Extraordinary meeting held on Monday 22nd January 2024 at 8:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

4) Materion yn codi/ Matters arising:

a. Adborthi Belltown Power ynghylch ail gam yr ymgynghoriad/ Feedback to Belltown Power regarding second phase consultation.

It was resolved to submit the feedback draft as prepared to Belltown Power, emphasising it should include that responses to the 2nd phase consultation regarding community benefit should only be collated from within the proposed area of that benefit, in order to reach a more representative conclusion.

5. Ystyried y Cynnig Arbennig a ganlyn o dan Reol Sefydlog 7a. Cyfwynwyd y rhybudd o gynnig gan bedwar cynghorwyr yn unol â Rheol Sefydlog 9b: Adolygu penderfyniad y Cyngor i gymeradwyo’r gyllideb a’r praesept yn y cyfarfod a gynhaliwyd ar 08/01/2024 ac ystyried cyllideb ddiwygiedig a praesept yn wyneb derbyniad hwyr costau etholiad gan Gyngor Sir Ceredigion ar 18/01/2024.
To consider the following Special Motion under Standing Order 7a, for which notice has been given by 4 councillors in accordance with Standing Order 9b: To review the Council’s resolution to approve the budget and precept in the meeting held on 08/01/2024 and consider a revised budget and precept demand in view of the late receipt of election costs from Ceredigion County Council on 18/01/2024.

After consideration Council resolved to approve the revised budget and precept demand for £14,400, following recent invoice for the July by-election costs of £3,041. The Clerk to request a breakdown of election costs from Ceredigion County Council, according to the schedule of charges.

6. Ystyried opsiynau ar gyfer cyllid pontio mewn perthynas â phrosiectau sy’n derbyn cymorth grant/ To consider options for bridging finance in relation to grant aided projects.

Following on from the agreement in principle of the Llanddewi Brefi Hall Charity to make a charitable loan to the Council to fund interim payments pending receipt of grant, it was agreed that Council should consult with Cymru Football Association and Dewi Stars for further clarification of grant eligibility and payment schedules.
