It was resolved for the Clerk to have a pay appraisal meeting with the Chair and Vice Chair as the clerk had been in post for a year.
Due to these changes the Burial Clerk contract needs to be amended and signed.
Also, the Community Council received Procurement Advice which was read in the meeting.
10. Model Standing Orders 2026
At the beginning of September, the Community Council had received Model Standing Order 2026 guidelines by One Voice Wales. The guidelines were changed to reflect the status of Llanddewi-Brefi Community Council.
PCSO John Evans had arrived and it was resolved to go back to point 8 of the agenda.
8. Police Report
During the Summer months there was one case of theft from a vehicle with the case still active. During July and August, reports of courier scams were received where a person on the telephones was stating for a person to pass information regarding their bank details or the telephone caller was impersonating a Met Police Officer. One report of Public Order was made where two parties disagreed following making an online bid for items. No criminal damage, robbery, antisocial behaviour, violence or deceit offences had been reported since the previous meeting.
Following concerns raised in the previous meetings regarding bikes and scooters travelling at speed through the village with no regard to other road users, PCSO John Evans noted that regular patrols had taken place including several in one day, with bikes only being seen once and at that time they were causing no concern. Another Community Council member noted that a member of the public had nearly been struck down following leaving a public house within the village as the rider was on the pavement. These young riders are using the pavements as ramps. It was asked whether it was possible for the Road Safety Team to visit local schools.
Also, following the previous meeting where concerns were raised regarding vehicles parking on pavements, it was noted that the situation is being monitored. It was noted due to the pavement from Foelallt Arms garden to Graigwen not going to a specific area that these vehicles were of no danger.
One Community Councillor noted a problem about cars travelling at speed through the village between 9:00 and 11:00pm at night. The councillor did not have any information about the car or cars but it had happened on more than one occasion.

12. Discussion regarding Community Boundary Reviews
All members who attended the joint meeting with Llangeitho Community Council on July 27th were thanked for their attendance. A letter had been sent to Sian Gwenllian, Minister with responsibility for Local Government and all Senedd Members for Ceredigion Pembrokeshire. A letter was received by Sian Gwenllian on August 27th. Following the meeting on July 27th a second letter was sent to Ceredigion County Council Chief Executive with further questions. At this point no reply had been received. It was resolved on July 27th to meet again on September 21st at 8:00pm at Llanddewi-Brefi Community Centre.
In the meantime, two members had attended the meeting ‘Ymwrthod â’r newidiadau i Gynghorau Cymuned a Thref Ceredigion’ arranged by Cymdeithas yr Iaith. Points for the changes were read – it was noted that the changes were requested by Ceredigion County Council, that many community councils had vacant seats and there was no full attendance in a majority of meetings. At this point it was noted that the Community Council had informed Ceredigion County Council of a vacant seat in November 2025 but no further information had been received. It was resolved to send an e-mail for an update.
It was noted that a further meeting could be arranged for September 24th, with all members being requested to attend as the meetings are being held to a high standard with plenty of opportunities to talk and express views. It was also noted that a motion is being put forward in full council on September 24th by the Independent Group asking the council to re-consider the decision. The meeting will begin at 2:00pm.
13. Defibrillator
Due to Llanddewi-Brefi Community Council creating a successful application for a defibrillator from British Heart Foundation in 2016 it is not possible to make a further application. However, further work took place during the summer to find different prices. A message was received by Calon Hearts, offering a defibrillator and case for £950 excluding postage and VAT. It was noted that a cabinet is £550 by itself. Following a discussion it was resolved to buy 2 new defibrillators – one to replace the one at Foelallt Arms and another for the Community Centre using money raised during the 2024 Carol Singing Fundraiser. It was also resolved to ask Calon Hearts if they could facilitate a training evening to train members of the public. By replacing the defibrillator at the Foelallt Arms to was discussed whether it was possible to relocate the box to Hyfrydle bus shelter.

Following wildfires over the Summer, EJ asked if there is sufficient water pressure within the hydrants if a fire was to occur as previously there wasn’t and the fire brigade had to collect water from the river. It was noted whether it would be possible for the local Fire Brigade to check the water pressure.
During August a representative from ‘Tir Natur’ contacted the Community Council asking for an opportunity to present the work they have carried on land above the village. It was resolved to invite the representative to the next meeting and to include this as an agenda item.
