Minutes of the Community Council Meeting held on 8^th April 2019 at the Community Centre

Present:-
Councillors Emmanuel Kincaid (Chairman), Rhodri Evans, Eirwen James, Dafydd Lloyd-Jones, Lynet Pugh, Lisa Jones.

1. Apologies:- 
Councillor Enfys H Davies, and Cllr Caryl H Jones apologised for their inability to attend.

2. Personal 
The Council congratulated Cllr Caryl H. Jones on the success of the Triathalon held at Llanddewi Brefi recently.

3. Declaration of Interest
None.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Rhodri Evans the Council authorised the Chairman to sign the minutes of Community Council meeting held on 11th March 2019.
5. Matters arising from the minutes
The Council have discussed the leasing of the Football Pitch and it is up to Ser Dewi and the Hall Committee to sort it out.
The Council also discussed the path by the vicarage. Trees need trimming back and the problem with dog fouling.

b. Work to be done on Quar Road.
c. New Grit Bins.

2. A request from Cambrian Mountains regarding a new signage that they want people to support. Cllr E Kincaid will look into the cost of the signs.

The Council were informed that Ceredigion County Council have been discussing the Music situation in schools.

11. Village Hall and Community Centre Trustees Committee
The Village Hall Committee will be discussing at their next meeting the leasing of the field to Ser Dewi.

12. Ysgol Henry Richard 3-16

Congratulations was given to all the children who were involved with Eisteddfod Urdd Cylch Ceredigion and the ones going forward to Cardiff.
The P.T.A. are holding a Master Chef ‘Swper Olaf’ on the 26th April.

13. Cemetery
The Council will update the War Memorial record on line.

14 Eisteddfod 2020
‘Sgen ti Dalent’ will be held on 4th May 2019 in the village Hall.

15. Any other matter
1. The Council were informed that the Street lights need to be brighter.
2. The Logging lorries have been going through the village with their load not tied down The Council will look into this matter further.

Minutes of the Annual General Meeting of the Community Council held on Monday 14th May 2018 at 7.00 pm at the Community Centre.

1. Apologies
Councillors Rhodri Evans, Lisa Jones, Caryl Haf Jones and Enfys H Davies apologised for their inability to attend.

2. Personal
The Council congratulated Cllr Enfys H Davies and her husband Emyr on the birth of their son Trefor.

3. Matters arising from the minutes of the A.G.M. 2017/2018
None.

4. On the proposition of Councillor John Ll.Griffiths and seconded by Cllr Dafydd Lloyd-Jones the Council authorised the Chairman to sign the A.G.M. minutes for May 2018..

7. Appointment of Chairman and Vice Chairman

Councillor Emmanuel Kincaid was appointed Chairman and Councillor John Ll. Griffiths was appointed Vice-Chair it was an unanimous decision.

8. Appointment of Treasurer
It was resolved that Mr Gareth Jones be re-appointed as treasurer.

9. Representative on the Playing Field Committee and Community Centre.
Councillor Lynet Pugh was appointed to represent the Council on this Committee.

10. Chairmans Allowance
It was resolved that the Chairman’s allowance stayed the same £50.00

Minutes of the Community Council Meeting held on 11^th March 2019 at the Community Centre

Present:-
Councillors Emmanuel Kincaid (Chairman), Rhodri Evans, Caryl Haf Jones , Eirwen James, Enfys H Davies.

1. Apologies:- 
Councillor John Ll Griffiths, Cllr Dafydd Lloyd-Jones, Cllr Lynet Pugh, Cllr Lisa Jones, and Cllr Beth Anthony apologised for their inability to attend.

2. Personal 
The Council congratulated Llanddewi Brefi Y.F.C. on their success in coming second in the ‘Haner awr adloniant’ held at Felinfach and also 2nd for best script and 1st for best producer, and Gwion Owen won best actor under 16 .

3. Declaration of Interest
Councillor Emmanuel Kincaid declared his interest regarding planning A190054 and left the building.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Enfys Davies the Council authorised the Chairman to sign the minutes of Community Council meeting held on 11th February 2019.

1. A letter regarding The National Eisteddfod 2020 which will be held at Tregaron requesting support and a donation as the fund raising target for Llanddewi Brefi is £5000. The Council donated £300.00.
2. A request for a donation from Ser Dewi Football team to help reseed the pitch The Council decided to donate £250 this was from the previous request we had because we received the statement and budget we asked for.
3. Renewal of One Voice Wales Membership. The Council decided to renew.
4. A thank you card from Llanddewi Brefi Womens Institute for the donation.

9. Reports
The New Inn held a Welsh Tea on the Saturday afternoon 2nd of March which was very successful.

10. Matters arising from Ceredigion
The Council were informed that Ceredigion County Council passed a budget of 7% in Council tax.

a. Planning
A190084 Y Ddol Llanddewi Brefi Change of Outhouse to form extension to dwelling. There were no objections
New Building No A190054. New dwelling reserved matters.
Lletypoeth Llanddewi Brefi. No Objections. Cllr E. Kincaid declared interest and left the building.

11. Village Hall and Community Centre Trustees Committee
The Village Hall Committee held their A.G.M. last month. A triathalon will be held on 6th April starting from the village hall.

12. Ysgol Henry Richard 3-16

Highlights of the School Eisteddfod was held end of February.

13. Cemetery
The Council are going to review having a Complaints Policy for the Cemetery.

14 Eisteddfod 2020
A public meeting will be held on the 9th April.

15. Any other matter
1. A Coffee evening and concert will be held in Llanddewi Brefi on the 5th April held by papur bro Y Barcud.
2. The Mast still not active by Cefn Garth.

Minutes of the Community Council Meeting held on 11^th February 2019 at the Community Centre

Present:-
Councillors Emmanuel Kincaid (Chairman), John. Ll Griffiths(Vice-Chairman), Dafydd Lloyd-Jones, Rhodri Evans, Eirwen James, Enfys H Davies.

1. Apologies:- 
Councillors Lynet Pugh, Caryl H Jones, and Lisa Jones apologised for their inability to attend.

The Council wished Mr Alwyn Jones Penlanwen a full and speedy recovery.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Rhodri Evans the Council authorised the Chairman to sign the minutes of Community Council meeting held on 14th January 2019.
5. Matters arising from the minutes
1. Public Meeting Regarding Flooding
A public meeting was held where Rhodri Llwyd and Annette Birkett attended from Ceredigion County Council to discuss the way forward. It was suggested that a Flood resilience Group be set up, and sand bags be stored in the village in case of flooding again.
6.1.1 Roads
a. Road widening Pant and Nantdderwen.
b. Work to be done on Quar Road.
c. New Grit Bins. Will give 3 weeks for delivery.
d. Llanio Drain blocked.

3. A request from the International Sheep dog Society for a donation for the Internationals that are to be held at Rhydyfelin September 2020. The Council will discuss at end of financial year.

The Clerk attended a meeting at Aberaeron to do with Audit.

The Council were informed that the Council tax was the main point of discussion at Ceredigion County Council.

A181193 Brynambor Llanddewi Brefi Extension to house, safe room. There were no objections.

11. Village Hall and Community Centre Trustees Committee
Nothing to report.

12. Ysgol Henry Richard 3-16

The school eisteddfod will be held on Friday 22nd February.

13. Cemetery
A further letter was received from Mr. E. Davies and this has been forwarded to our insurers and One Voice Wales for advice.

14 Eisteddfod 2020
On the 4th of May a local talent event will be held in the hall.

15. Any other matter
1. Requests for no HGVsigns by Pentre Richard.
2. Cover has been replaced on BT manhole and signs up at Cefn Llanio corner.

1. Public Meeting Regarding Flooding
A public meeting has been arranged in February for villagers to meet with Ceredigion County Council officers in the Hall. Only questions that the Council received by the 17th December will be discussed.

The Council were informed that there is a meeting for the clerks at Ceredigion County Council.

There are several events being held in the Village Hall in the near future.

12. Ysgol Henry Richard 3-16

The school concert was excellent. The building of Llanddewi Brefi school will be going on the market in the near future.

13. Cemetery
Council has been advised by One Voice Wales/NALC that insurers should deal with all correspondence relating to the damaged grave. Insurers have confirmed that they do not believe council has acted negligently, but proposed a ‘without admission of liability’ offer in settlement of the claim for damage as it would not be financially viable to defend if litigated. Council agreed to accept the insurers proposal ‘ to settle this matter on best possible terms due to lack of evidence and potentially seek recovery from either one or both of the contractors as it would not be financially viable to defend this matter if litigated’.
One Voice Wales guidance regarding complaints policy was discussed- Council will review whether a formal policy should be adopted.

14 Eisteddfod 2020
Matters will be discussed at next meeting. A letter was received.

15. Any other matter
1. Complaints have been received regarding the Bottle bank overflowing.
2. Fire Hydrant leaking up by the old Vicarage.
3.Renew the Welsh Flag on the Pole by Hyfrydle.
4. There will be a concert in the village in April held by the Barcud local paper.
