Views sought on Replacement Local Development Plan

A consultation on the preferred strategy for a Replacement Local Development Plan (LDP2) started on 28 June 2019.

Ceredigion County Council welcomes comments or observations regarding these documents from members of the public and anyone with an interest or a stake in the development and impacts of development in Ceredigion. 

In parallel with the consultation on the preferred strategy for LDP2, the Council is issuing a second invitation for landowners to submit details of sites (‘Candidate Sites’) for consideration as allocated development land in the next plan period. In particular, the Council would welcome sites related to the proposed Service Centres listed in the Preferred Strategy. Information on the procedure for submitting Candidate Sites is explained on the council’s website.

Minutes of the Community Council Meeting held on 10th June 2019 at the Community Centre

Present:-
Councillors John Ll Griffiths(Chairman), Caryl Haf Jones (Vice-Chair), Rhodri Evans, Eirwen James, Emmanuel Kincaid, Dafydd Lloyd-Jones.
Also present was PCSO John Evans.

1. Apologies:- 
Councillor Enfys H. Davies and Cllr Lynet Pugh apologised for their inability to attend.

2. Personal 
The Council congratulated Mared Lloyd-Jones on being Deputy Ambassador for the Ceredigion Y.F.C. Congratulations was also given to recital group from Tregaron school for winning in the Urdd National Eisteddfod they were taught by Cllr Enfys H Davies. Also John and Menna Griffiths attended a garden party at Buckingham Palace.
Congratulations was given to Ser Dewi on winning the South Cards Cup.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Emmanuel Kincaid the Council authorised the Chairman to sign the minutes of Community Council meeting held on 13th May 2019.
5. Matters arising from the minutes

  1. It was decided that a payment of £50. 00 would be made to Mr Gareth Jones for the Audit for 2108/19.
  2. Cllr Dafydd Lloyd Jones complained about the letter that was received by the Hall Committee requesting the Financial Audit of the Hall, as most of the Councillors are on the Hall Committee.

The Council were informed that Llangeitho and Llanddewi brefi remain in the same Ward. Cllr Peter Davies is the new Chair of  Ceredigion County Council  and Cllr Gareth Davies is Vice-chair .

11. Village Hall and Community Centre Trustees Committee

The Council have been in discussion with B.T. for the Hall Phone and Broadband in regarding taking over the line.

Hall Committee will speak to CAVO regarding getting a lease for the Football pitch for Ser Dewi.

Clear Soil in Cemetery.

  1. Bush needs cutting back at 2 Heol y Gorwydd..
  2. Energy workshop 2-7 in the village hall on 18th June..
  3. The Council will have to sign the licence for cutting the trees  down behind the Hall.

It was decided that the Chair, Vice-chair, Emmanuel Kincaid and  Eirwen James be on the committee group.

2. To apply for Grant for Ser Dewi

The Council agreed to apply for a 100% Grant Funding for Ser Dewi  through Sport Wales Place for Sport Fund.

The application had to be in by Friday 28th June with 3 tenders for the work.

The Grant is needed for improvement to the changing  facilities and referee room.

It was proposed as a motion and all Councillors were unanimous .

Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc. relating to them for 20 working days on reasonable notice. For the year ended 31 March 2019, these documents will be available on reasonable notice on application to:

Minutes of the Community Council Meeting held on 13th May 2019 at the Community Centre

Present:-
Councillors John Ll Griffiths(Chairman),  Caryl Haf Jones (Vice-Chair), Rhodri Evans,  Eirwen James,  Enfys H. Davies, Emmanuel Kincaid,  Lynet Pugh.

1. Apologies:- 
Councillor Dafydd Lloyd-Jones ,Cllr Lisa Jones, and Cllr Beth Anthony apologised for their inability to attend.

2. Personal 
The Council congratulated themselves on winning the Talent Competition which was held to raise money for the 2020 Eisteddfod. The Council donated the prize back to the Eisteddfod.  The Council also hope Steffan Evans will soon be better after breaking his arm. Congratulations  was also given to Ser Dewi on their promotion to the 1st division..

The Council were informed that Ceredigion County Council have been looking at recommendations regarding the Music situation in schools.

11. Village Hall and Community Centre Trustees Committee
As custodian Trustees of the Hall Committee it is expected to receive yearly audited accounts. Also the Council would like the Phone Bills for the whole year so that the V.A.T. can be claimed back.

12. Ysgol Henry Richard 3-16

Ready Steady Cook was held at the School and it was a big success.

13. Cemetery
Nothing new to report.

14 Eisteddfod 2020
‘Sgen ti Dalent’ was a very successful night.

15. New Policy
Concerns and Complaints Policy is being looked at by the Councillors

16. Any other matter

  1. The Plaque by Hyfrydle needs repainting.
  2. Footpath up by Bronberllan needs trimming . The Council needs to ask Ceredigion County Council for new signs.
  3. A complaint was received regarding the overgrown grass at the field by Y Ddol. The Council decided to send a letter to the owner Mr. D Benjamin.

17. Flood resilience Group
It was decided that the Chair, Vice-chair, Emmanuel Kincaid and  Eirwen James be on the committee group.

Annual Report 2017-2018

The following report of the Council’s work during the year 2017/2018 was presented by the clerk:-
Eleven meetings of the Community Council were held during the year, and two extra meetings one for co-opting new Councillors, and one to deal with the boundaries commission.
PCSO Evans also attended several meetings regarding the village.
The Council co-opted 3 new Councillors Cllr Lynet Pugh, Enfys H. Davies and Beth Anthony.
Representatives attended the following meetings during the year:-

  • Fuel allotments Committee,
  • Hall Committee,
  • Tyn Cornel Open Day,
  • Ysgol Henry Richard,
  • Boundaries Commission meeting at Tregaron.
  • Conflict of interest Meeting.

Several matters have been discussed with the Highway Department. There is still a problem with water on the Pont Llanio Road and Quar road. We are looking into purchasing new Grit boxes ready for next Winter. There is still problems with the wrong stone placed back on Pont Llanio bridge. The Council have made sure that all paths are passable. The Council also decided to look into widening the entrance to the car park, and tyding up the bus shelter at Hyfrydle.

The Street lights have been switched back on.

We are also looking into placing the Old School bell in a small tower above the tap on the square. The Council also discussed the matter of Yellow lines around the village.

The Council asked for quotes for putting safe the stones in the Cemetery, this was done by James Memorials.

The Grass at both Cemeteries were cut as usual and the hedge trimmed. The playing field was also cut. The usual footpaths Vicarage, Pebyll, Bronberllan, Gilfach and the footpath by the bridge were cleared and the pound garden was cut and cleared during the summer.

Flowers were planted at the War Memorial and Remembrance Day Service was held as usual The Rev Dafydd Aeron conducted the Service and the Chairman of the Council placed a wreath. We are still ongoing with the application to restore the War Memorial.

It was resolved to Precept for £8000.00 and the Cemetery grant of £3207.00 was forthcoming from Ceredigion County Council. The Council also completed a budget review 2017/18.

The Audit of the Council Accounts for financial year 2016 was completed and passed in October.

The Council renewed their One Voice Wales membership and we had insurance cover from Zurich as their quote was cheaper.

Several request for donations were given Ras Gwyl Dewi, Young Farmers Club, and Gogerddan Hunt.

Several planning applications were looked at and the Council voiced their opinions on some.

The Hall Committee held their Carnival again this year as it was a big success last year.

The Christmas tree was placed on the square over the Christmas period and new lights were bought.

This year there was a competition for the best decorated House or Business in the village and it was very successful also the Fox Hounds display on the Square on Boxing Day like usual.

Christmas dinner was held at Cilgwyn Golf Club.
