Minutes of the Community Council Meeting held on 13^th September 2021 on Zoom. 
Present:-

Councillors Eirwen James (Chair), Emmanuel Kincaid, Beth Anthony, Lynet Pugh, Dafydd Lloyd- Jones, Rhodri Evans, John Ll Griffiths.

1. Apologies:- 
Councillors Caryl Haf Jones and Cllr Enfys H Davies apologise for their inability to attend.

2. Personal Matters.
The Council congratulated Teleri Griffiths on being appointed prefect in year 11.

3. Declaration of Interest
Cllr Emmanuel Kincaid declared interest regarding the vacant seat.

4. Minutes
On the proposition of Councillor Dafydd Lloyd-Jones and seconded by Cllr Beth Anthony the Council passed the minutes for 12th July 2021.

5. Matters arising from the minutes
It was decided to hold a meeting with the applicants for the Vacant seat on the 27^th September 2021.

6. Matters to discuss.
(a) There were no applicants for the post of Clerk. It was decided to advertise again.

6.1 Roads
a. Road widening Pant and Nantdderwen.
b. Work to be done on Quar Road. Trenches need to be cleared. Top of  bridlepath meets Quarry road Gully.
c. White lines on junction by Ardwyn.
d. Road needs resurfacing between Bear House and Bethesda Chapel.

a. Fencing right hand side of Pont Llanio Hill.

6.3 Website
a. Covid risk assessment for Hall, plus Hirer’s documentation to be put on the website.

Forestry road has been passed.

11. Village Hall and Community Centre Trustees Committee
Hall has re-opened. Measures put in place for safe use of the hall. Associations can reconvene, but all hirer’s will have to accept the new conditions of hire and carry out a COVID risk assessment for their events.

12. Ysgol Henry Richard 3-16
Nothing new.

13. Cemetery
It was decided to hold the Remembrance Day service by the monument as usual.

14. Any other matter.

1. It was decided to have our Christmas dinner and the Clerk’s retirement dinner at the end of November.
2. Flag needs to be replaced on the pole in the village.

(a) Notice for co-option advertised.
(b) The Clerk informed the Council that she was retiring. The Clerk vacancy was discussed. Maureen Davies was thanked by the Chairman and Councillors for her 25 years of service as Clerk to Llanddewi Brefi Community Council.

10. Matters arising from Ceredigion
It was reported that the phosphate directive is causing big issues when it comes to determining planning applications within the river Teifi catchment area.

11. Village Hall and Community Centre Trustees Committee
Work is ongoing to try and open up in September, in accordance with Covid restrictions.

12. Ysgol Henry Richard 3-16
The Cylch Meithrin development is a ‘wrap around’ facility attached to Ysgol Henry Richard. It was reported that numbers of pupils at the school were increasing.
The school are putting on a video of Peter Pan on School YouTube on Thursday.

13. Cemetery
The Chain around the Monument needs repairing.

14. Any other matter.

1. Dog fouling around the village.
2. Goal posts at Hyfrydle and up by the Hall.
3. Logging lorries speeding through the village and need to secure their load.
4. Recycling bin needs emptying

He has also volunteered to meet any Councillor or officer seeking further clarification.
Cllr Rhodri Evans has been copied into this correspondence.

Present:-

The Council hope Daniel Evans’s arm will be better soon.

(a) Application no A210349 Ysgoldy Gogoyan  The Council had concerns regarding parking and also Soakaway facilities and Septic Tank issues. Cllr John Griffiths declared his interest.
(b) Application no A210352 Llanio Fawr Yard covering no objections.
(c) Application no A210167 A210373.Pant Farm. No Objections.

11. Village Hall and Community Centre Trustees Committee
It was decided to look into other options of insurance for the Hall.  A quote from Zurich before the next meeting. A request was also made from Dewi Stars regarding the use of the showers and changing facilities. The planting of trees will be kept on the Agenda for the Hall until Autumn.

12. Ysgol Henry Richard 3-16
Nothing new.

13. Cemetery
Nothing new.

14. Any other matter.

1. Rhysgog road needs repairing.
2. The Council were informed that Ceredigion County Council were the only Council to man doors at the election in May.
3. A resident has raised issues regarding the entrance up to Glanydon. New gate to Glanydon has been placed across the existing access to the former mill leet.
