Notice of appointment of the date for the exercise of electors’ rights

Financial year ending 31 March 2021

  1. Date of announcement: 21 June 2021
  2. Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc. relating to them for 20 working days on reasonable notice. For the year ended 31 March 2021, these documents will be available on reasonable notice on application to:

between the hours of   12:00  and 16:00  on Monday to Friday

commencing on                  20 August 2021

and ending on                    17 September 2021

  1. From 20 September 2021 until the audit has been completed, Local Government Electors and their representatives also have:
  • the right to question the Auditor General about the accounts.
  • and the right to attend before the Auditor General and make objections to the accounts or any item in them. Written notice of an objection must first be given to the Auditor General. A copy of the written notice must also be given to the council.

  1. The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit Practice.

Minutes of the Community Council Meeting held on 12th April 2021 on Zoom
Present:-

Councillors John Ll Griffiths (Chair), Caryl H Jones (vice-chair) Emmanuel Kincaid, Rhodri Evans, Beth Anthony, Lynet Pugh, Eirwen James, Enfys H Davies.

1. Apologies:- 
Councillor Dafydd Lloyd-Jones apologised for his inability to attend.

2. Personal Matters.
Sympathy was extended to Cllr Enfys H Davies on the death of her grandmother.

3. Declaration of Interest
Councillor Emmanuel Kincaid declared interest on Planning permission A210245 Shepherds hut at Tyncornel Llanddewi Brefi.

4. Minutes
On the proposition of Councillor Emmanuel Kincaid and seconded by Cllr Eirwen James the Council passed the minutes for 8th March 2021.

5. Matters arising from the minutes

  1. Ceredigion have sent the notice of Casual Vacancy out again. Any ten electors may give notice to request an election by 27th April 2021.
  2. Bridlepath by Felin has been reported and the bridge will be repaired.

6.1 Roads
a. Road widening Pant and Nantdderwen.
b. Work to be done on Quar Road. Divert surface water towards stream, and trenches need to be cleared.
c. White lines on junction by Ardwyn.
d. Road needs resurfacing between Bear House and Bethesda Chapel.

6.2 Tree and Boundary Maintenance.
a. Fencing right hand side of Pont Llanio Hill.

  1. A request for a donation towards planting Cherry Trees at Hyfrydle by Mrs Jennings. The Council said they would donate up to £200 on receipt of an invoice. Mrs Jennings wanted to know if there would be any interest to have a seed/book exchange the council decided to leave for the time being and will consider in the future.
  2. PCSO John Evans sent a report of what has been under Police matters in the village in the last month.

Application no A210245 Tyncornel Shepherds Hut. No Objections. Cllr Kincaid declared his interest.

11. Village Hall and Community Centre Trustees Committee
The Council looked at the financial report. Fire risk assessment done prior to election day May 6th. Electric repairs (Emergency Lighting) and external lights being repaired.

Results of the virtual eisteddfod will be released in the next 2 weeks.

13. Cemetery
Nothing new.

14. Any other matter.

  1. Easter Egg Hunt was successful in the village over Easter period.
  2. Sign Cwmbrefi on Pont Carfan is cracked and replenish the lettering on the plaque by Hyfrydle. Cllr Caryl Jones will ask Sue Ryder for advice on these two matters.
  3. The Council were asked to send a letter to confirm to Ceredigion County Council that Llanddewi Brefi school which is under offer was of no interest to the community of Llanddewi Brefi.

There have been some footpath issues which have been resolved.

Risk assessments have been carried out to allow the election to be held.
A Fire Risk Assessment has been carried out.

13. Cemetery
The Council asked Mr D Benjamin who has the grass cutting contract for this year to cut back a small piece of the hedge on the Church side of the Cemetery as machinery cannot get to it.

14. Any other matter.

  1. Pot Hole on Prysg Lane , Foelallt Road and Pont Llanio need repairing.
  2. Dairy sign in hedge on top of Pont Llanio Hill.
  3. A car has been left in Layby Glasdir entrance for a couple of months. The Council will inform PCSO John Evans.
  4. Council were informed that the footpath from Felin Llanio needs repairing in several places The Council will inform Ceredigion County Council.
  5. Christmas Tree lights transformer has gone to be repaired.
  6. Complaints were received that a person is living up by Carreg Samson. The Council will inform PCSO John Evans.
  7. There is a tree down in the river at Pont Llanio.

Minutes of the Community Council Meeting held on 8th February 2021 on Zoom
Present:-

  1. Several problems regarding pot holes have been reported to Highways department at Ceredigion and also trouble with flooding in certain areas.
  2. Vacant Seat. Ceredigion suggested that we wait until May regarding the vacant seat.

We will update the community nearer the time.

Economic Resilience Fund Business Support grant

The Economic Resilience Fund Business Support grant has opened at 12:00 today.  Businesses with less than £85,000 turnover can now apply for this grant now. 

The grants will help meet operating costs (excluding staff wages) for the period 1 May 2021 to 30 June 2021.

Specifically, the ERF will support businesses that are either:

  1. Forced to remain closed by regulations between 1 May 2021 and 30 June 2021
  2. Unable to open indoors between 1 May 2021 and 17 May 2021
  3. A venue which caters exclusively for weddings and events with a regulatory restriction capacity of 30 guests
  4. A supply chain business that generates 60% or more of its sales revenue from businesses falling into categories 1), 2) and/or 3)

And (applies to all):

Have experienced a material negative impact through reduced turnover of 60% or more in May 2021 and June 2021 as compared to May 2019 and June 2019 caused directly by on-going COVID-19 restrictions.

Following on from the message sent on the 12th May –

The Economic Resilience Fund (ERF) grant will be available from today for businesses with a turnover of more than £85,000 per annum. This grant is administered via Business Wales.

The grant will help to meet operating costs (excl staff wages) for the period 1 May 2021 to 30 June 2021.

Specifically, the ERF will support businesses that are either:

a) Forced to remain closed by regulations between 1 May 2021 and 30 June 2021
b) Unable to open indoors between 1 May 2021 and 17 May 2021
c) A venue which caters exclusively for weddings and events with a regulatory restriction capacity of 30 guests
d) A supply chain business that generates 60% or more of its sales revenue from businesses falling into categories a), b) and/or c)

The grant closes at 5pm on 7 June, therefore there isn’t much time to apply. Businesses should check their eligibility here: COVID-19 Support for Business | Business Wales (gov.wales)

For businesses with a turnover of less than £85,000 a local Discretionary fund administered by the Local Authorities will open in a few weeks’ time. We have not received information regarding this scheme yet.
