Minutes of the Community Council Meeting held on 12^th October 2015 at the Community Centre

Present:-
Councillors Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid, Eirwen James, John Ll Griffiths, Ann Jones, Rhodri Evans, Mary Pearce.
Also present were PCSO John Evans and Mr Ben Lake.

Apologies:-
1. Councillor Gwynne Davies apologised for his inability to attend.
2. Personal
The Council send their condolences to Cllr Mary Pearce and family on the passing away of her mother. Also the family of Mr Cledwyn Davies on the passing away of Mrs Rita Davies.

3. Declaration of Interest
None.

4. Minutes
On the proposition of Councillor Dafydd Lloyd-Jones and seconded by Cllr Ann Jones the Council authorised the Chairman to sign the minutes of Community Council meeting held on September 14^th 2015.

5. Matters arising from the minutes
1. The Council thanked Cllr Maria Tofani and family for clearing and tidying the pound before winter.
2. Cllr Emmanuel Kincaid was looking into the reclassifications of Public rights of way.

a. Fencing right hand side of Pont Llanio Hill.

The Website is now running. The Website Policy is now complete.

a. We now have a Community Car park Policy.

Work done.

6.6 Standing Orders.
Chair will decide what is appropriate for the Council. Still ongoing.

The Audit for 2014/15 has been completed with 1 issue arising and that was the internal auditor was not independent. The matter has been discussed in October meeting and dealt with appropriately.

9. Reports
1. The Council were informed that there would be a need to raise £400 towards the defribrillator.
2. In response to the Auditors report we have been advised to follow the guidelines of the financial regulations.

10. Matters arising from Ceredigion
None.

a. Planning
Nothing at present.

11. Village Hall and Community Centre Trustees Committee.
Village Hall had a successful Coffee evening and a successful Wedding held in the Hall. The Council decided to give a letter of support to the Hall Committee for a Grant scheme for the Play area when needed.

12. Ysgol Henry Richard 3-16
Nothing new to report.

13. Cemetery
The Council have paid for the Cemetery to be cut. The Armistice Day Service will be held as usual by the War Memorial on Sunday 8th November at 11 o clock.

14. Any other matter
14.1. The Council were informed that boundary maps can be found in Archive Ceredigion.
14.2. The Council were informed that there is an advert in the Barcud for Funds available for associations.
14.3. The Council decided to ask Tai Ceredigion regarding the cutting back of the Cherry trees by Hyfrydle.

14.4. The Council were asked if it was possible to have a Grit bin by the pound garden.
14.5. Councillor Rhodri Evans is going to speak to Ceredigion Highways regarding the Kissing gate that is broken and other gates that need renewing.
14.6. It was decided that there would be a Christmas tree on the square as usual, and that the Fox Hounds will be on the square on Boxing day.
14.7. Christmas Dinner will be at the New Inn on Tuesday 8th December at 7.30 pm.

Minutes of the Community Council Meeting held on 14^th September 2015 at the Community Centre

Present:-

5. Matters arising from the minutes
1. It was decided that the Pound Garden be strimmed and cleared before winter sets in.

a. Road giving way at Ysgoldy Gogoyan.
b. Road widening Pant and Nantdderwen.
c. 30m.p.h sign missing by Pantvilla.

6.1.2 Tree and Boundary Maintenance.

6.3 Website
The Website is now running. Mary Emmanuel and Maria are going to meet up to proceed with the Website Policy. It was decided to launch the website during half term in the Hall.

6.4 Car Park By-laws.
a. It was decided that the Council would look into a Community Car park Policy.

6.5 The Pound Garden
Area to be strimmed and cleared before winter.

Chair will decide what is appropriate for the Council. Still ongoing.

10. Matters arising from Ceredigion
Ceredigion County Council need to do more cut backs. There is a consultation tool on the Ceredigion Website to see what cut backs can be made.

a. Planning
Nothing at present.

11. Village Hall and Community Centre Trustees Committee.
Nothing at present.

12. Ysgol Henry Richard 3-16
The Council were told that an advert was out for Headteacher.

13. Cemetery
The Council decided to ask Richard Evans to cut the hedge again this year.

14. Any other matter
14.1. It was asked if we could ask Tregaron Council to cut back trees at Abercoed.
14.2. The Council were asked if it was possible to have bigger bottle bank in the village.
14.3. The Council decided to hold their Christmas dinner in the New Inn Llanddewi Brefi beginning of December.
14.4. The Council decided to walk the footpaths on rotation.
14.5. There have been reports of vandalism outside the Church.
14.6. It was decided to raise the price of placing an advert in the Notice Board to 50 pence a week.
14.7. The bins in the playground all need to have liners in.
14.8. Street lighting is still an issue.
14.9. The Council were informed that the Kissing gate was broken on the path from Llwyndewi to the Hall.
14.10. The style at Prysg on footpath is unsafe.
14.11. There will be more information regarding the defibrillator.

1. It was decided that a letter be sent to Mr Blair Tanybryn regarding the Pound Garden explaining the situation.

A new budget has been drawn up by Chair and Clerk.

10. Matters arising from Cerdigion

Nothing at present.

11. Village Hall and Community Centre Trustees Committee.

The new secretary for the Hall committee is Sue Ryder. A request to use the Hall for a wedding in September. And there is a coffee evening to be held on 9^th October.

14. Any other matter

14.1. It was decided to report that there is a pothole by Glenydd.

14.2. The Council have decided to buy a new lanyard for the Flag pole.

14.3. The Council have been informed that there are rats on Y Ddol field and Japanese knot weed. Request Ceredigion Environmental Health to deal with it.

14.4. The Council were informed that Organic waste has been tipped into the river.

14.5. The Chairman’s Chain has gone in to Rhiannon’s to be engraved with Chairperson name up to date.

Minutes of the Community Council Meeting held on 8^th June 2015 at the Community Centre

Present:-

Councillors  Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid,  Eirwen James,  Rhodri Evans, Mary Pearce, Ann Jones, John Ll Griffiths, Gwynne Davies.

Apologies:-

1. Councillor Wynne Davies apologised for his inability to attend.

2. Personal  

The Councillors congratulated Llanddewi Brefi Y.F.C on a very successful Rally and ‘Gymanfa Ganu’. Also congratulations was given to Cllr and Mrs Dafydd Lloyd – Jones on the birth of their granddaughter. Cllr Ann Jones was congratulated on being appointed on the W.I. Enterprise board as Vice Chairman.

4. Minutes

On the proposition of Councillor Ann Jones  and seconded by Cllr Mary Pearce the Council authorised the Chairman to sign the minutes of Community Council meeting held on 11^th May  2015.

5. Matters arising from the minutes

1. The Council are not placing a sign at Pont Llanio due to insufficient funds this year.

2. Llais Brefi have decided to close the account transferring the money that they had to the Council if a Newspaper or electronic form of communication is set up in the village the Council will give a donation of £100 00.

1. Cllr Mary Pearce attended a meeting in Aberystwyth ‘Talking Health’ by the Health Board.

2. Cylch Caron stake holders meeting.

10. Matters arising from Cerdigion

The Council were informed that Cllr Gill Hopley was appointed Chair and Vice- chair was given to Dai Mason. There will also be some Budget cuts in the future.

Nothing at present.

The Hall will be painted inside and out soon.

13.1 It was decided to report that the B.T. cables are hanging on Pont Llanio hill.

13.2 The Council have been informed that the Asda delivery van is speeding around the village.

13.3 The Council have been informed that the caps need replacing on posts by Shop Brefi.

13.4 The footpath by Cysgod Y Llan needs clearing.

Minutes of the Community Council Meeting held on 11^th May 2015 at the Community Centre

Present:-

8. Matters from Ceredigion

1. The Council were informed that the road from Soar y Mynydd to Tyncornel is still under discussion.

9. Correspondence.

1. The Council received a copy of the description road used as a Public path 48/7 Plas Newydd to NE Pistyll Gwyn as bridleway. The Council wanted confirmation whether it was  Plas Newydd or Felin Bridge as there is a sign Not suitable for Horses there.

2. A letter requesting a donation from Y Barcud the Council will discuss later on in the year.

3. A letter of request for a financial donation from Tregaron Carnival Committee. It will be discussed at a later date.

11.1 It was decided to respond by letter to Miss Yvonne Edwards regarding the Street lighting being switched off at midnight.

11.2  The Council looked into the possibility of getting a sign for Pont Llanio but the Community Council would have to pay.

11.3 The Council received 2 Tenders for the Grass Cuttings . Mr D Benjamin was successful.

11.4 There is a Grant available of 70% for doing up War Memorials.

11.5 The Council would like to wish the Llanddewi Brefi Y.F.C Good Luck with the Rally.

11.6 It was asked if the Council would consider what to do about Llais Brefi Magazine.
