Minutes of the Community Council Meeting held on 14th December 2015 at the Community Centre

Present:-
Councillors Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emmanuel Kincaid, Eirwen James, Rhodri Evans, Mary Pearce, Gwynne Davies, Ann Jones, John Ll Griffiths.

Apologies:-
1. P.C.S.O. John Evans apologised for not attending the meeting.

2. Personal
The Council congratulated Cllr Gwynne Davies and Linda Weston on their success at the Winter Fair.

3. Declaration of Interest
Cllr Dafydd Lloyd-Jones regarding planning No A150775.

4. Minutes
On the proposition of Councillor Dafydd Lloyd-Jones and seconded by Cllr Mary Pearce the Council authorised the Chairman to sign the minutes of Community Council meeting held on 9th November 2015.

5. Matters arising from the minutes
1. It was decided that the planning number should be put on the Agenda and minutes when someone has applied for planning in section 10 (a).
2. Clwb Ffrindiau decided that they would prefer not to have a Christmas Tea this year.

6.1 Highways
6.1.1 Roads.
a. Road widening Pant and Nantdderwen.
b. Road by Bethesda Chapel to Bear House needs attending to.

6.1 2 Tree and Boundary Maintenance.

The Website is up and running The Council aim to Launch the Website on St. David’s Day.

a. The Council will now be placing Car park signs at appropriate places.

Chair will decide what is appropriate for the Council.
Still ongoing.

6.7 Financial Regulations
The Council will decide the precept at the next meeting. A budget actual was looked at for 2015/16.

1. Cllr Emmanuel Kincaid gave a report on the Traws Link Cymru scoping study (regarding re-opening the railway from Aberystwyth to Carmarthen).

10. Matters arising from Ceredigion
Cllr Rhodri Evans informed us that a draft budget had been announced.
a. Planning
No A150775 Retention of an agricultural general purpose building at Pistyll Gwyn Farm Llanddewi Brefi Tregaron, there were no objections.

11. Village Hall and Community Centre Trustees Committee.
Sue Ryder was made secretary everybody else stayed the same.

Nothing to report.

13. Cemetery
1. Nothing at present.

14. Any other matter
14.1 The Council were informed that there is water by Maescapel and Ysgoldy Llanio also blocked drains on Quar road.
14.2 The Council would like to thank Mr E Biddulph for the Xmas tree on the square again this year and how nice it looks.
14.3 The Carol singing will be held on Dec 21st money raised will go towards Hospice in the home and the defibrillator for the Village.

Minutes of the Community Council Meeting held on 9^th November 2015 at the Community Centre

Present:-

1. The kissing gate has been repaired at the end of the vicarage footpath.
2. Letters have been sent regarding the reclassification of some Public rights of way. Paths no 48/7, 48/14, 48/16, 48/32.

1. The Council decided that a steering group would be best to deal with setting up of the defribrillator.
2. Councillor Rhodri Evans attended a meeting regarding the Old School building in Tregaron.
3. A Public meeting is being held at Tregaron regarding the closure of the Leisure Centre.

10. Matters arising from Ceredigion
Mr Eifion Jones is in charge of making sure all signs and bridle paths are in good order.

Meeting Tuesday 10^th November.

13. Cemetery
1. A quote has been received for cleaning and conserving the War memorial.
2. Cllr Maria Tofani will look at the chain around the War memorial to see if it can be removed temporarily.
3. There is an issue with the mole in the Cemetery which will be looked at.

14. Any other matter
14.1 The Council were informed that the hedge needs cutting back down by the footpath entrance by Llwyndewi.
14.2 The Council were informed that trees were overhanging the Street light by Brynvilla. Cllr Maria Tofani will contact them.
14.3 The Council were informed that the road from the Chapel to the Toilets was very rough Cllr Rhodri Evans will report it to Ceredigion.
14.4 The Council wish to thank Rob and May Turnell for doing the flowers round the monument.

Minutes of the Community Council Meeting held on 12^th October 2015 at the Community Centre

Present:-
Councillors Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid, Eirwen James, John Ll Griffiths, Ann Jones, Rhodri Evans, Mary Pearce.
Also present were PCSO John Evans and Mr Ben Lake.

2. Personal
The Council send their condolences to Cllr Mary Pearce and family on the passing away of her mother. Also the family of Mr Cledwyn Davies on the passing away of Mrs Rita Davies.

4. Minutes
On the proposition of Councillor Dafydd Lloyd-Jones and seconded by Cllr Ann Jones the Council authorised the Chairman to sign the minutes of Community Council meeting held on September 14^th 2015.

5. Matters arising from the minutes
1. The Council thanked Cllr Maria Tofani and family for clearing and tidying the pound before winter.
2. Cllr Emmanuel Kincaid was looking into the reclassifications of Public rights of way.

The Audit for 2014/15 has been completed with 1 issue arising and that was the internal auditor was not independent. The matter has been discussed in October meeting and dealt with appropriately.

9. Reports
1. The Council were informed that there would be a need to raise £400 towards the defribrillator.
2. In response to the Auditors report we have been advised to follow the guidelines of the financial regulations.

10. Matters arising from Ceredigion
None.

a. Planning
Nothing at present.

11. Village Hall and Community Centre Trustees Committee.
Village Hall had a successful Coffee evening and a successful Wedding held in the Hall. The Council decided to give a letter of support to the Hall Committee for a Grant scheme for the Play area when needed.

12. Ysgol Henry Richard 3-16
Nothing new to report.

13. Cemetery
The Council have paid for the Cemetery to be cut. The Armistice Day Service will be held as usual by the War Memorial on Sunday 8th November at 11 o clock.

14. Any other matter
14.1. The Council were informed that boundary maps can be found in Archive Ceredigion.
14.2. The Council were informed that there is an advert in the Barcud for Funds available for associations.
14.3. The Council decided to ask Tai Ceredigion regarding the cutting back of the Cherry trees by Hyfrydle.

14.4. The Council were asked if it was possible to have a Grit bin by the pound garden.
14.5. Councillor Rhodri Evans is going to speak to Ceredigion Highways regarding the Kissing gate that is broken and other gates that need renewing.
14.6. It was decided that there would be a Christmas tree on the square as usual, and that the Fox Hounds will be on the square on Boxing day.
14.7. Christmas Dinner will be at the New Inn on Tuesday 8th December at 7.30 pm.

The Website is now running. Mary Emmanuel and Maria are going to meet up to proceed with the Website Policy. It was decided to launch the website during half term in the Hall.

Ceredigion County Council need to do more cut backs. There is a consultation tool on the Ceredigion Website to see what cut backs can be made.

The Council were told that an advert was out for Headteacher.

13. Cemetery
The Council decided to ask Richard Evans to cut the hedge again this year.

14. Any other matter
14.1. It was asked if we could ask Tregaron Council to cut back trees at Abercoed.
14.2. The Council were asked if it was possible to have bigger bottle bank in the village.
14.3. The Council decided to hold their Christmas dinner in the New Inn Llanddewi Brefi beginning of December.
14.4. The Council decided to walk the footpaths on rotation.
14.5. There have been reports of vandalism outside the Church.
14.6. It was decided to raise the price of placing an advert in the Notice Board to 50 pence a week.
14.7. The bins in the playground all need to have liners in.
14.8. Street lighting is still an issue.
14.9. The Council were informed that the Kissing gate was broken on the path from Llwyndewi to the Hall.
14.10. The style at Prysg on footpath is unsafe.
14.11. There will be more information regarding the defibrillator.
