Minutes of the Ordinary Meeting of the Council held on Monday May 11th 2026 at 8:00pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

1.Welcome
The Chairperson welcomed everyone to the meeting.

3.Personal Matters.
Congratulate Dewi Stars football team for winning Division 3 in the football league on Saturday, May 9th. The council wished the team the best of luck in the season in Division 2.
Congratulate Rhian Griffiths Gogoyan on winning ‘The Farmers Club Pinnacle Awards for Excellence in Business Management’.
To thank everyone who has assisted in any way in maintain the recreation ground and football field.

7.Matters arising from the minutes.
Mis-mutation in Welsh minutes – ei penblwydd not ei benblwydd
Following sending an e-mail to Ceredigion County Council Monitoring Officer regarding the proposed Tree Preservation Order in December’s meeting on April 7th no further communication has been received.
Planning applications are now on the Community Council website.
Telephone in the telephone box on the square is now working.
8. Police Report
PCSO John Evans was unable to attend the meeting, however, he had sent a report beforehand. On 27/04/26 police received a report from Till Hill Forestry that on 08/04/26 there was an uncontrolled Hill Fire in the Llanddewi Brefi to Tyn Cornel Mountain area. Till Hill report that there were no fire safety considerations. The fire spread into forestry managed by Till Hill causing damage to trees. A Criminal damage offence has been recorded. No oil thefts have taken place since the previous incident at the beginning of April. No burglary, violence or fraud incidents had occurred.
Following sending an e-mail regarding the sheep roaming on the B4343, the police are continuing to monitor the matter. Also, the police have not seen any children travelling at speed through the village on bikes or scooters.
One member noted, following downloading the Dyfed Powys Connect app, that more notice of events such as Police Surgeries are required.

9. Financial Report
a) Approve the bank reconciliation for the period ending April 30th 2026.

Members authorised payment of £59.20 to PAYE .
c)Recurring payments – confirmation of ongoing variable direct debit instructions

Requirement to pay Marc Jones for undertaking the work to dig out the tree stumps and roots from the field behind the football field
Requirement to review the Cleaners and Burial Secretary job description.
Agenda point for next meeting – additional hours for the clerk in preparing the Audit Wales Documents.
10. Audit Wales – Basic Audit 2025-2026
The Clerk had attended an online training session provided by One Voice Wales on April 29th to received information and guidance on the Basic Audit 2025-2026. The members went through the accounts for the year and completed the Annual Return for the year ended March 31st 2026 as well as the Annual Governance Statement; complete the covering letter and explain variances between this years’ total compared to last year. It was resolved to ask Gareth Jones to audit the accounts and to complete the Terms of Reference before doing so.
11. Discussion regarding Community Boundary Reviews
It was discussed to arrange a meeting with Llangeitho Community Council to discuss the next steps. However, firstly there is a need to look at the constitution of the Hall Committee. To include this matter as an agenda point in the next meeting.
12. Planning Application A260173 – Land Adj. Llwyndewi, Llanddewi Brefi, Tregaron, SY25 6RR
Councillor Gareth Jones left the meeting. He had already completed a Declaration of Interest Form. The members looked at and discussed the proposed plan. The Drainage Plan had been accepted by the Highways Department. Following a long discussion, it was resolved to note that the councillors would like a greater percentage of affordable housing in the plan. It was resolved to postpone a decision until the next meeting. Members felt it would be useful to receive a Drainage Plan from Highways Department.
Following the conclusion to the discussion Councillor Gareth Jones returned to the meeting.
Planning Application A260173 – Crug, Llanddewi Brefi, Tregaron, SY25 6PE
Members looked at the content of the proposed plan. The plan comes under LU09, however members noted not much of the ruin is left.
13. Defibrillator
No further information has been received so far. It was resolved to put this as an agenda item in the next meeting.

16. Any other business
Communication had been received from Lan Fawr Energy development inviting members to a meeting at Llanfair Clydogau hall on May 12th . Unfortunately, no members were able to attend the meeting.
On the day of the meeting, communication was received by Cadnocomms requesting a meeting with members through TEAMS on May 12th or 13th. Members noted that the notice given was very short and asked the clerk to reply by requesting further dates for the meeting.
Dog fouling around the village – need to erect signs around the village to remind dog owners to pick up their mess.
Need to repair the bench at Hyfrydle.
Need to look at the flag outside the cemetery.
Need a new bin in the cemetery.
Pynfarch footpath – posts are ready but need to arrange people to put in place.
