Notice of Co-Option

NOTICE IS HEREBY GIVEN that the LLANDDEWI BREFI Community Council intends to Co-opt ONE member to fill the vacancy that exist in the office of Councillor for the LLANDDEWI BREFI Community.

Expressions of interest are being sought from members of the public who meet the following qualifications and are interested in representing their community on the aforementioned Community Council. You must be a British, Commonwealth, Irish or a European Union citizen and be 18 years of age or over; and meet at least one of the following criteria:

  • registered as a local government elector for the area named above; or
  • during the whole of the last 12 months occupied as owner or tenant land or other premises in the community named above; or
  • your principal or only place of work during the last 12 months has been in the community named above; or
  • you have during the whole of the last 12 months resided in the Commuinity or with 4.8 kilometres of it.[1]

If you wish to be considered for co-option for the vacant seat or want more information regarding the role of a Community Councillor please contact Clerk to the Council Community at Brynderwen, Llandewi Brefi, Tregaron, Ceredigion SY25 6UU by (deadline) 29th August, 2016.

Minutes of the Community Council Meeting held on 13th June 2016 at the Community Centre

Present:-
Councillors Dafydd Lloyd-Jones (Chairman), Eirwen James (Vice Chairman) Emmanuel Kincaid, Maria Tofani, Rhodri Evans, John Ll Griffiths, Ann Jones.

Apologies:- 
1. Councillor Mary Pearce, Cllr Gwynne Davies, and Cllr Caryl Haf Jones apologised for their inability to attend.

2. Personal 
The Council congratulated Cllr Ann Jones on being made Vice Chairman of N.F.W.I., also congratulations are extended to the Y.F.C. in the Ceredigion Rally.

4. Minutes
On the proposition of Councillor Ann Jones and seconded by Cllr Rhodri Evans the Council authorised the Chairman to sign the minutes of Community Council meeting held on 9th May 2016.

5. Matters arising from the minutes
1. The Council decided that Zurich was the best option for Insurance this year.

A number of drainage issues were referred to Ceredigion Highways through Cllr Rhodri Evans following a number of complaints received.
a. Road widening Pant and Nantdderwen.

2. A letter from One Voice Wales asking for one or two Councillors to represent Llanddewi Brefi Council on their quarterly Area Committee Meetings it was decided that Chair and Vice-Chair would be going.
3. A letter was received from Cllr Mary Pearce tendering her resignation as Cllr Pearce is moving from the area. The Council will inform Ceredigion of our vacant seat.
4. An Email was received from Mr. Douglas North by the Council regarding the state of the Cemetery. The Council did reply to Mr North but we have not heard from him since.

1. Cllr Dafydd Lloyd-Jones attended the installation of Councillor D Mason as chairman of Ceredigion County Council.

1. It has been decided that next year we will advertise for Tenders in February.
2. A letter was sent to Dyfed Gardening Services to inform them that we had received complaints and in future if they could cut and clear per area.

1. The Council have decided to write to Ceredigion County Council regarding the rubbish left on the road by Llyn y Gwaith.

2. The Council have reported to the Police about the car left in the lay-by on Pont Llanio Road.
3. The Council have decided to meet up on the 21st June to paint the seats at Llwyn Dewi, Cemetery, Lon Garth, and Hyfrydle.

Minutes of the Community Council Meeting held on 9th May 2016 at the Community Centre

Present:-

The Council congratulated Emyr Lloyd Jones and Ellen on their wedding.

3. Declaration of Interest
Councillors Rhodri Evans declared his interest on a request from Splash and the Tenders and Cllr Caryl Haf Jones for request from Splash Committee for a donation.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Caryl Haf Jones the Council authorised the Chairman to sign the minutes of Community Council meeting held on11th April 2016.

5. Matters arising from the minutes
1. The Council decided that it was best to stay a member of One Voice Wales after looking into other options.
2. The Council would like to thank the Hall Committee for not charging for the night of the Defibrillator launching.

An invitation was given to the Chairman to attend the Annual General Meeting at Ceredigion County Council.

a. Planning
No 160327 is for Re instatement of abandoned dwelling at Allt Ddu Pont Llanio. The Council supported this.
No A160270 is for demolition of single storey annex and porch and construction of a 2 storey rear extension at Tynllwyn Llanddewi Brefi. There were no objections.

11. Village Hall and Community Centre Trustees Committee.
The Council were informed that the kitchen and showers are still going to be upgraded. The Hall Committee are going to have a Carnival and Fun day on July 9th.

12. Ysgol Henry Richard 3-16 
Nothing.

13. Cemetery
1. Two Tender were received for the Cemetery grass cutting. The Council decided to go with Dyfed Gardening Services.

1. The Council have decided to paint the seats located in different areas in the village.
2. The Council were informed that there were trees in the river by Pont Llanio which had fallen during a storm have now been cleared.

At the heart of Llanddewi Brefi community

DefibrillatorOver a 100 villagers and members of the wider community came together to Llanddewi Brefi village hall to launch the local defibrillator positioned on the wall of the Foelallt Arms near the phone kiosk on the square. The Community Council started the ball rolling. The formal application was completed by Dr. Siôn James, Tregaron Surgery, who did the paperwork and worked alongside the British Heart Foundation to secure pound for pound match funding for the machine. Villagers were very keen to receive life saving First Aid provided by Gerrard Rothwell from the Ambulance Service.

Cllr Rowland Jones and representatives from the BHF presented the defibrillator to the community. Adam Martin, electrician, positioned the machine and the local YFC and WI presented a cheque for £745 – part of the money raised during carol singing efforts last Christmas. A cheque for £772 was donated by Ann and Phillip Davies, Caryl and Gary in memory of the late Sally Rees, Awelon. Calvin Davies, Glesni and Neil Driver, Foelallt Arms presented £220 in memory of Mrs. Shirley Davies. £100 was received from the Fuel Allotment Trust. A specific account has been opened for money remaining after the purchase of the defibrillator and a committee will be set up to deal with matters to do with the upkeep of the machine.

We wish to thank everyone for their support to this appeal. The machine itself provides simple instructions to those using it and can be easily operated by anyone in the community. The following report of the Council’s work during the year 2014/15 was presented by the clerk:-

Eleven meetings of the Community Council were held during the year, and one meeting to deal with matters relating to the Cemetery also one meeting with the Chair and Clerk relating to drawing up a Financial budget for the year. There was also a meeting held regarding getting a defibrillator for the village. Solvig Frykman Lloyd also had a meeting regarding the work she does with Coleg Ceredigion and the performances she does with students.
The Forest enterprise held an open meeting regarding their future plans. PCSO John Evans has attended several of the Council Meetings.

Cllr Emmanuel Kincaid – Reported regarding Traws Link Cymru Group to reopen the railway line from Aberystwyth to Carmarthen.
Also several Councillors attended meetings regarding Ysgol Henry Richard.

Several matters have been discussed with the Highways Department. The drainage on Pont Llanio Road has been done. New signs have been placed in the village, the pillar on Pont Llanio bridge has been repaired New bollards at the end of Garth Lane, and Farmers Road has been resurfaced.
Other matters relating to Llanddewi Brefi is that the Council decided to turn the Street Lights off after midnight. The Council were informed that Ysgol Feithryn had closed. We now have Superfast Broadband , and the Website has been set up for Llanddewi Brefi Community.

The Council decided to apply to register the land opposite Tanybryn but were unsuccessful but were advised to continue maintaining the land, also the Council enquired into getting Bylaws for the car park.
The Council are looking in to placing the old school bell on the square.
The grass at both Cemeteries was cut as usual and the hedge trimmed. The playing filed was also cut and the usual footpaths were cleared during the summer.
A notice board was placed in the Cemetery.

Flowers were planted at the War Memorial and Remembrance Day Service was held as usual and a wreath was placed by the Chairman. Rev David Aeron and S Morgan conducted the Service.

It was resolved to precept for £6500.00 and a Cemetery grant of £3100 was forthcoming from Ceredigion County Council.

The Audit of the Council Accounts for financial year 2014 was completed in September.

The Council renewed their One Voice Wales Membership, and we renewed insurance cover with AON.

Several requests for donations were given Ras Gwyl Dewi, Young Farmers Club, Hall Committee, Henry Richard School P.T.A Llanddewi Brefi.

Several Planning application were granted.

The Christmas tree was placed on the square over the Christmas period, and the fox hounds displayed on the square on Boxing Day.
Christmas dinner was held at the New Inn.

On May the 3rd 2016 at 6.30 the Defibrillator launch will Take place in the Hall. A letter of thanks was sent to Adam Martin for setting it up on the Foelallt Wall and thanks to the British Heart Foundation for match funding, and also the Young Farmers Club and W.I. for their donation from the Carol Singing which was £745.00.

1. Cllr Eirwen James attended a meeting with Cylch Caron which was a visit from Minister of Health and Social Services Mark Drakeford announced the purchase of the land for the Cylch Caron project. The development led by Ceredigion Local Service Board, represents a total investment of £8.1m by Ceredigion County Council, Hywel Dda University Health Board and Welsh Government to deliver the vision of sustainable services in one of the most rural parts of Wales.

11. Village Hall and Community Centre Trustees Committee.
The Council were informed that the Snooker Club opened on the 11th March. And a £1000 grant was available for the pool table, and also match funding has been received for playground.

13. Cemetery
1. The Council decided to ask Mr Richard Evans if he would cut the hedge in the Cemetery in June.
2. Tender Notices have gone out for the Cemetery grass cutting which will close on Friday the 6th of May 2016.

It was resolved that Mr Gareth Jones be re-appointed as treasurer.

Councillor Eirwen James was appointed to represent the Council on this Committee.

10. Chairmans Allowance
It was resolved that the Chairman’s allowance stayed the same £50.00
