Minutes of the Community Council Meeting held on 14th March 2016 at the Community Centre

Present:-
Councillors Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid, Eirwen James, Rhodri Evans, Mary Pearce, Gwynne Davies, Ann Jones, John Ll Griffiths.

Apologies:- 
1. None.

2. Personal 
The Council sent Mr R Evans a sympathy card on the passing away of Mrs Beryl Evans, also they sympathised with Maureen Davies on the loss of her brother in law.

3. Declaration of Interest
Cllr Mary Pearce and Emmanuel Kincaid declared their interest regarding request for financial assistance for Ras Gwyl Dewi.

4. Minutes
On the proposition of Councillor Ann Jones and seconded by Cllr Emmanuel Kincaid the Council authorised the Chairman to sign the minutes of Community Council meeting held on11th January 2016.

5. Matters arising from the minutes
1. There was one name that applied for the Vacant seat the Council passed to accept and co-opt Mrs Caryl Haf Jones.
2. The Council have purchased a defibrillator and cabinet at a cost of £745. Donations to date are £220 00 from Mr. Calvin Davies Foelallt in Memory of Mrs Shirley Davies.

6.1 Highways

6.1.1 Roads
A number of drainage issues were referred to Ceredigion Highways through Cllr Rhodri Evans following a number of complaints received.
a. Road widening Pant and Nantdderwen.
b. Road by Bethesda Chapel to Bear House

6.1.2 Tree and Boundary Maintenance.
a. Fencing right hand side of Pont Llanio Hill.
b. Tree on Pont Llanio Hill.

6.2 Website
The Website is up and running The Councilwould like to thank Cllr Emmanuel Kincaid and Cllr Eirwen James for doing such a good job on the Website.

6.3 Car Park By-laws.
1. The Council will now be placing Car park signs at appropriate places.

6.4 The Pound Garden
Nothing new.

6.5 Standing Orders.
Chair will decide what is appropriate for the Council. Still ongoing.

6.6 Financial Regulations.
A new project and commitment cost and financial project has been made for 2016/17.

6.7 Defibrillator
It was decided to ask other organisations in the Village for one Member from their committee to go on a steering committee for the upkeep and administration of the Defibrillator. Donations so far £150 in memory of Mrs Shirley Davies and £70 raffle from the Foelallt.

1. Cllr Mary Pearce reported on the Sarn Helen 50+ Forum. It has been decided to finish with it. It was decided to split the assets between Clwb Ffrindiau Llanddewi Brefi and Tregaron Lunch Club.
2. The Council were informed that Cylch Caron Meetings keep getting postponed or cancelled for the last 9 months.

10. Matters arising from Ceredigion
None

No A160161 Erection of a single storey extension Blaenplwyf Tregaron.

11. Village Hall and Community Centre Trustees Committee.
The Council were informed that the Snooker Club opened on the 11th March.

12. Ysgol Henry Richard 3-16 
Short listing for Head Teacher at Ysgol Henry Richard.
It is proposed to introduce a 20 m.p.h. going down on the road by the school.
The Council were informed that a charge of £390 a year would be made to travel on a bus to a post 16 School. Ceredigon had promised free bus travels.

13. Cemetery
1.We are still having trouble with our mole in the Cemetery. Will ask William Edwards if he can deal with it.
2. It was decided to ask PCSO John Evans if it would be possible to have parking cones when there is a funeral at the Church.

14. Any other matter
14.1 The Council were informed that the footbridge on Felin Path had collapsed.
14.2 The Council were informed that Mr Rob Cutter would tidy up around the site at Cysgod Y Llan.
14.3 The Council were informed that a Memorial for Moc Morgan was placed by Pont Llanio bridge by the Angling Association.
14.4 The Council decided to write to Tregaron Council regarding water on road by Abercoed.
14.5 It was decided that the soil at the Cemetery be removed in the near future.

TENDER 1 — Footpaths – Pebyll, Vicarage. Bronberllan, Gilfach and Pound garden, Pynfach and path by the river to be cut and removed twice and trimming hanging trees on footpaths.

TENDER 2 — Church cemetery and Parish Cemetery – Area to be strimmed three times in both cemetries between the grave stones and also the hedge banks to be cleared and removed throughout the growing season.

TENDER 3 — Open area of Parish Cemetery –   To mow and maintain in a presentable condition throughout the growing season and to clear the area.

TENDER 4 — Community Centre Field – 6 Cuts minimum and cleared in order to maintain in a presentable condition throughout the growing season. Also Children’s Play area to mow and clear the area and maintain in a presentable condition throughout the growing season.

Minutes of the Community Council Meeting held on 11th January 2016 at the Community Centre

Present:-
Councillors Maria Tofani (Chairman), Dafydd Lloyd-Jones (Vice Chairman) Emanuel Kincaid, Eirwen James, Rhodri Evans, Mary Pearce, Gwynne Davies, Ann Jones, John Ll Griffiths.

2. Personal
The Council wished Mr. Lloyd Jones a speedy recovery after his stay in hospital.

3. Declaration of Interest
Cllr Ann Jones and Cllr Rhodri Evans declared their interest regarding planning No A150808 Rheidol Hydro System at Tyncornel.

4. Minutes
On the proposition of Councillor Eirwen James and seconded by Cllr Rhodri Evans the Council authorised the Chairman to sign the minutes of Community Council meeting held on 14th December 2015.

5. Matters arising from the minutes
1. It was decided that the Precept for 2016/17 should be raise to £8000 00 in anticipation of increased costs in 2016/17.
2. The Council informed Ceredigion that there was as vacant seat as Cllr T. Wynne Davies had not attended a Council meeting for over 6 months and no apologies were received from Mr Davies, a letter was sent to him to inform him of the procedure.

Doctor S James attended the meeting and the Council have agreed to purchase the defibrillator using a match funding Grant from British Heart Foundation and fund raising from the Carol singing. It was agreed to send a letter to the Mawndiroedd Committee to ask for a donation towards this.
Councillor Maria Tofani and Cllr Dafydd Lloyd-Jones will make enquiries as a possible location at centre of village. A steering group will be set up and training will be provided.

14.1 The Council were informed that the footpath by Gilfach/Bronberllan is blocked.
14.2 The Council were informed that the W.I. will be having an open meeting on 20th January on Dementia Friendly awareness.

14.4 There is a house empty at Hyfrydle.
14.5 The Council were asked to consider closing the road for a around 20 mins on Boxing Day whilst the Hunt is on the square

Llanddewi Brefi WI – 03/2016

An action packed programme has kept members busy . We all completed a Dementia Friendly Awareness session with villager Sally Corlett, now WI member, delivering a friendly and constructive presentation. Paul White our local postman shared with us his photos of Welsh Ruins, mainly “lost”mansion houses of Wales taken using a vintage camera, a beautiful item in itself. Steve and Shelagh Yeomans, Yr Efail Gardens, showed slides of their garden past , present and their aspirations for future development of their property, which is part of the Open Garden scheme. Our long standing member, Ann Jones, Chair of the Federations of Wales, told her story and experience of the Centenary Year at our Cawl Gwyl Ddewi at the New Inn, Llanddewi Brefi and had prepared beautiful flower arrangements for raffle.
We have started on our Embroidered Tablecloth Project and will unveil in September. Two teams were entered in the Book Quiz competition. The team reading the Welsh book, Veritas by Mari Lisa, came first in this Ceredigion Federation competition. As you see, such a varied programme ensures something to everyone’s taste. Meetings are held every 1st and 3rd Wednesday at the Community Centre at 7.30pm.. Why not give WI a go!

Post-16 and Spare Seat Provision
 – Home to School/College Transport Review

Overview

All councils in Wales continue to be affected by significant reductions to their funding as a result of the austerity measures put in place by the UK Government.

Ceredigion County Council needs to make savings of around £25 million over the next three years meaning fundamental changes will have to take place across services.

To deal with this budget gap the Council is reviewing all services and considering options to reduce expenditure and/or increase income by reconfiguring, cutting or reducing the services we provide.

The purpose of this consultation is to invite views on potential changes to school pupils’ travel to and from school/college and the introduction of a charge of £390 per annum for all post 16 students and pupils benefitting from spare seat provision and how the suggested changes to the policy will affect you and your family.
