Minutes of the Ordinary Meeting of the Council held on Friday July 17th 2026 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

1.Welcome
The Chairperson welcomed everyone to the meeting.
2. To receive apologies.

3.Personal Matters.
To wish Rhian Griffiths the best of luck in receiving the Student of the Year’ prize from Aberystwyth University at the Royal Welsh Show.
4.Declarations of interest.
No declarations of interest were made. However, members were reminded if anything came up during the meeting then to ensure they do declare an interest.

7.Matters arising from the minutes.
With the Community Council not meeting in August and with the Church Hall being on the market, it was noted whether the Community Council would state the amount to be contributed towards the cost of producing the Community Share Offer booklet. As noted in the minutes of the previous meeting the community council seek assurance that the building has been bought by SiopNi before making a contribution. If required an extra ordinary meeting would take place in August to discuss the matter.
The community Council had sent a letter to Ceredigion County Council regarding the Tree Preservation Order.
The Community Council had sent a condolence card to Councillor PP.
A member of the public was present and wanted to an item included in the Correspondence specifically the minutes Bute Energy – Lan Fawr Community Liaison Group. It was agreed to discuss the matter at this point. There is no further information regarding where the energy would enter the grid or how. Also, information was given regarding visits to farms happening in August and data regarding the impact of vibrations for each turbine.
An update was given regarding the Community Garden:-
- Volunteers are regularly weeding the path within the garden;
- Need to assess the plastic holding the gravel – take it out or put additional gravel to cover the plastic ?
- Assess what has grown in the garden
- Consider planting mint and sage to introduce plants people can smell.

8. Police Report
PCSO John Evans was unable to attend the meeting however, a report had been sent to the Clerk. It noted that no burglary, criminal damage offence, violence or fraud incidents had occurred since the previous meeting. Following our previous meeting were members noted that cars are parking on pavements around the village the report noted that the police are monitoring the situation and registration numbers had been recorded.
A member of the community council noted that e-scooters were continuing to be ridden around the village with little regard to other road users.
9. Financial Report
a) Approve the bank reconciliation for the period ending June 30th 2026.
b)Authorisation of payments staff and confidential payments. :
£399.70 Local Government Act 1972,s112/(Misc.Provisions) Act 1976 s.19.
Members authorised payment of £103.93 to PAYE .
c)Recurring payments – confirmation of ongoing variable direct debit instructions
BT hall telephone and broadband :£57.54 LG (Misc. Provisions) Act 1976 s.19. The discount of £11.18 had not been deducted from the bill following a complaint to BT regarding no telephone or internet for a week at the beginning of May. Need to contact BT regarding the matter.

10. Audit Wales – Basic Audit 2025-2026
Following approval of the account on 09/07/26, all relevant information had been sent to Audit Wales. The Notice of appointment of the date for the exercise of electors’ rights had been placed in the noticeboard and on the website. It was noted following recent events regarding a former minister of parliament and advice form Ceredigion County Council, it was agreed that the clerk should not meet electors alone but rather arrange a time when a community councillor can be in attendance.
11. Discussion regarding Community Boundary Reviews
The letter of response received by Ceredigion County Council Chief Executive was read following a letter being sent on behalf of Llangeitho and Llanddewi-Brefi community councils asking for advice on the way forward. Also a letter was read which was received by Llandysiliogogo Community Council regarding the changes. The Community Council agreed to write a letter to Sian Gwenllian, the minister in charge of Local Government. A joint meeting with Llanddewi-Brefi and Llangeitho community councils will take place on Monday, July 29th at 8:00pm at Llangeitho Jubilee hall.
12. Defibrillator
The box was currently out of stock. Cost of new box £594 including VAT. Applications to British Heart Foundation has opened. Clerk to complete the relevant forms

15. Any other business
Cadnocomms had been in further contact but at the moment no date had been agreed for meeting. Postpone until September.
Pot hole in the road near Gogoyan – make a request through Clic to fix the road.
Grass cutting – large growth in the Cemetery and it was noted that not all areas had been cut yet. It was resolved for the Clerk and Chairperson to meet with the contractor to outline the schedule of works.
Need to repair the bench at Hyfrydle.
Pynfarch footpath – posts are ready but need to arrange people to put in place.
Chairperson had been to ask for a quote for No Dogs sign but had not received confirmation of a price yet.
