Motion submitted by Cllr. Emmanuel Kincaid, seconded by Cllr. Eirwen James, and supported by Cllrs. Dafydd Lloyd-Jones and Rhodri Evans.
a) To amend the Standing Orders relating to the advertisement of contracts and opening of tenders as follows:
ii) Substitute the words “on the Council noticeboard and website” for “in a local newspaper” in Standing Order 18.d.iii.
iii) Substitute the words “two councillors” for “one councillor” in Standing Order 18.d.v.
6.6 Financial Regulations.
To consider the following Motion on Notice under Standing Order 9(b):

INVITATION TO TENDER

Llanddewi Brefi Community Council hereby invites tenders for the carrying out of the service of grass cutting and footpath maintenance on land managed by the Council.

Tenders are to be received by the Clerk by 5pm on Monday 13th March 2017 in accordance with instructions, conditions, specification and schedule of works (“the Contract Documents”), copies of which will be supplied on request to the Clerk to the Council:

Minutes of the Community Council Meeting held on 12th December 2016 at the Community Centre

Present:-
Councillors Dafydd Lloyd-Jones (Chairman), Eirwen James (Vice-Chairman), Emanuel Kincaid, Maria Tofani, Rhodri Evans, John Ll Griffiths, Caryl Haf Jones, Ann Jones, Gwynne Davies.

Apologies:- 
1. Councillor Lisa Jones apologised for her inability to attend.

2. Personal 
The Council congratulated Gareth and Victoria on their engagement. We wished a speedy recovery to Mrs Elin Jones, and congratulated Cllr Gwynne Davies and Cllr Caryl Haf Jones on doing so well in the Winter Fair.

3. Declaration of Interest
None.

4. Minutes
On the proposition of Councillor Rhodri Evans and seconded by Cllr John Ll Griffiths the Council authorised the Chairman to sign the minutes of Community Council meeting held on 14th November 2016.

5. Matters arising from the minutes
1. Cllr Emmanuel Kincaid drew up a draft copy for Grass Cutting contract Invitation for Tender for Councillors to look at before the next meeting.

Discussion has been made regarding splitting the precept in future to pay in April and October.

11. Village Hall and Community Centre Trustees Committee
The Christmas Fair was very successful. The Committee have received a grant for £8000.00 from Tesco. Also a grant for refurbishing Showers and Toilets.

12. Ysgol Henry Richard 3-16
Congratulations to the School on giving an excellent Christmas Concert.

13. Cemetery
1. The Council will discuss the new format for the tenders at next meeting.

14. Any other matter
1. The Council have been informed that there is a car left in the Lay-by at Glasdir.
2. The Council will clean any mess left on the square by the horses on Boxing Day after the display.
3. The Council were informed that the Dog Warden has been out in the village.

Minutes of the Community Council Meeting held on 14th November 2016 at the Community Centre

Present:-
Councillors Dafydd Lloyd-Jones (Chairman), Emanuel Kincaid, Maria Tofani, Rhodri Evans, John Ll Griffiths, Caryl Haf Jones, Lisa Jones.

Apologies:- 
1. Councillor Ann Jones apologised for her inability to attend.

2. Personal 
The Council send their condolences to Cllr Ann Jones and family on the loss of her father. The Council would like to congratulate the Llanddewi Brefi Y.F.C. on their success in the Cardiganshire Y.F.C. Eisteddfod and good luck in Swansea where the Wales Y.F.C. Eisteddfod will be held, also well done on the Firework display on Bonfire night.

4. Minutes
On the proposition of Councillor Maria Tofani and seconded by Cllr Caryl Haf Jones the Council authorised the Chairman to sign the minutes of Community Council meeting held on 10th October 2016.

1. The matter regarding the footpaths with the next tenders to be discussed at this meeting. And do we ask for a 2 year tender.
2.The matter of standing water by Alltddu has been reported to Ceredigion.

Extension time for Business plan for Leisure Centre.

11. Village Hall and Community Centre Trustees Committee
The Committee have applied for a Celebration grant for next years Carnival.
There will be a Christmas Fair held in the hall on December 11th.

12. Ysgol Henry Richard 3-16
Energy Center contracts to be signed by the end of the month.
Tenders for the new Primary School wing due to be returned end of January 2017. Completion due for June 2018.
A.G.M. Sandra Morris Jones has stepped down from Chair due to ill health Catherine Hughes has taken it on.

13. Cemetery
1. The Council are looking into having a 2 year contract for Tenders for the grass cutting . Price as 1 tender. Council need to have a break off clause and we need to draft a contract.

14. Any other matter
1. The Council have been informed that there is dog fouling in the village.
2. The Council were informed that Ras Gwyl Dewi will be held on 12th March 2017.
3. The Council were informed that the Rail Link campaign are doing a feasibility study.
4. The Council were informed that there are a lot wine bottles being thrown over the hedges on the Pont Llanio road.
5. The Council are placing the Christmas Tree on the square on Friday 2nd December.
