Minutes of the Community Council Meeting held on 13th March 2017 at the Community Centre

Present:-
Councillors Dafydd Lloyd-Jones (Chairman), Eirwen James (Vice- Chairman), Emanuel Kincaid, Rhodri Evans, Lisa Jones. Ann M Jones.

Apologies:- 
1. Councillor D.S.Gwynne Davies, Cllr John Griffiths, and Cllr Maria

The Council congratulated Ras Gwyl Dewi on being such a success and also to all those who did well at the Henry Richard Eisteddfod.

On the proposition of Councillor Emanuel Kincaid and seconded by Cllr Lisa Jones the Council authorised the Chairman to sign the minutes of Community Council meeting held on 13th February 2017.

5. Matters arising from the minutes
1. The Street lights will be discussed in the next meeting. It was resolved that the street lights would be reinstated . The number to be discussed at the next meeting.

2. Notification of Installation of a 20m lattice mast accommodating three no. antennas and two no. dishes with two no. ground based cabinets within a fenced compound. At Bronhelem Llanddewi Brefi. The Council have sent their observations on this matter, and other correspondence they have received from Villagers.

11. Village Hall and Community Centre Trustees Committee

Nothing new.

13. Cemetery
1. 3 Tenders were forthcoming for the grass cutting this year but after discussion the Council decided to accept Mr D. Benjamin.

1. The Council have been informed that there is a lot of graffiti in the playground.
2. The Council were informed that a car is still being parked on the pavement outside Disgwylfa.

Notice of Co-Option

NOTICE IS HEREBY GIVEN that 3 vacancies have occurred in the office of Councillor for the above mentioned Community, and the Community Council intends to co-opt.

Expressions of interest are being sought from members of the public who meet the following qualifications and are interested in representing their community on the aforementioned Community Council. You must be a British, Commonwealth, Irish or a European Union citizen and be 18 years of age or over; and meet at least one of the following criteria:

  • registered as a local government elector for the area named above; or
  • during the whole of the last 12 months occupied as owner or tenant land or other premises in the community named above; or
  • your principal or only place of work during the last 12 months has been in the community named above; or
  • you have during the whole of the last 12 months resided in the Commuinity or with 4.8 kilometres of it.[1]

The following report of the Council’s work during the year 2015/2016 was presented by the clerk:-

Ten meetings of the Community Council were held during the year, and one meeting to deal with matters relating to the Cemetry Also one Finance meeting . There were also meetings held regarding getting a defibrillator for the village. PCSO Evans also has been attending several meeting regarding the village.
Cllr Wynne Davies finished with the Council due to no attendance for 6 meetings. Mrs Caryl Haf Jones was co-opted as Councillor asthere was no names put forward to have an election.
The Young Farmers Club held the Ceredigion Rally at Prysg Farm in Llanddewi Brefi and it was very successful. All Council Members were willing and ready to help in any way they could.

Representatives attended the following meetings during the year.
Cllr Maria Tofani – Llanddewi School Harvest Festival.
Chrisdingle Service.
Cllr Mary Pearce Meetings regarding Bronglais Hospital.
Sarn Helen50+
Cllr D S.Gwynne Davies – Fuel allotments Committee.
Cllr Emmanuel Kincaid – Reported regarding Traws Link Cymru Group to reopen the Railway line from Aberystwyth to Carmarthen.
Cllr Maria Tofani and Cllr Kincaid have been involved with the reclassifications of several footpaths.
Cllr Rhodri Evans has been reporting on matters from Ceredigion and also the closing of the Leisure Centre at Tregaron meetings.
Also several Councillors have attended meetings regarding the Ysgol Henry Richard .

Several matters have been discussed with the Highways Department. There is still a problem with water on the Pont Llanio Road
The Council have bought a defibrillator for the village with the help of match funding from the British Heart Foundation and also the Carol singing in the village over the Xmas period and donations.
The Council set up a Car park Policy and the Web site policy as the Web
Site is now up and running. Thanks to Cllrs,Maria Tofani, Emmanuel Kincaid, Mary Pearce and Cllr Eirwen James for doing the translations.
The grass at both Cemetries was cut as usual and the hedge trimmed. The Playing field was also cut. The usual footpaths Vicarage ,Pebyll, Bronberllan, Gilfach and the footpath by the bridge were cleared during the summer.
Also the Councillors cleared and tidied up the pound garden and placed the seat back there.

Flowers were planted at the War Memorial and Remembrance Day Service was held as usual and a Wreath was placed by the Chairman. Rev S. Morgan conducted the Service.

It was resolved to precept for £7,000.00 and a Cemetery Grant of £2,697.96 was forthcoming from Ceredigion County Council. The Council have also done a budget review for 2016/17.

The Audit of the Council Accounts for financial year 2015 was completed in October.

The Council renewed their One Voice Wales membership, and we renewed insurance cover with AON

Several Request for donations were given Ras Gwyl Dewi, Young Farmers Club and YFC. Ceredigion.

Minutes of the Annual General Meeting of the Community Council held on Monday 9th May 2016 at 7.30 pm at the Community Centre.

8. Appointment of Treasurer
It was resolved that Mr Gareth Jones be re-appointed as treasurer.

9. Representative on the Playing Field Committee and Community Centre.
Councillor Eirwen James was appointed to represent the Council on this Committee.

10. Chairmans Allowance
It was resolved that the Chairman’s allowance stayed the same £50.00

1. The Council discussed the new format for the tenders and it was decided the tenders will be available in Llanddewi Brefi shop in envelopes and the return date will be 5p.m. on 10th March.
2. Also the Council discussed getting a grant for the monument in the cemetery and to talk to Sue Ryder regarding this before the next meeting.

14. Any other matter
1. The Council have been informed that there are paper towels and toilet rolls thrown into peoples gardens from the village toilets.
2. The Council were informed that Vestry wall has been damaged.
3. The Council have decided to make enquiries regarding getting the street lights back on.
4. The footpath from Pebyll to Rhiw Quar is very muddy.
5. There is a lot of dog mess on the path by the vicarage. Cllr Rhodri Evans will look into the cost of having dog fouling bins.
6. The Council have asked the Chair and Vice-Chair to walk the footpath behind Ash Street

7. The Council were informed that there was broken glass on hall grounds and skate park.
8. The Christmas tree will be taken down tomorrow night and the Council have decided to get new lights for next year. Cllr Maria Tofani will look on line and get back to us.

1. Councillors are looking in to the cost of having some of the Street lights on. Based on cost from 2014/15 it would cost to keep 18 lights to run them £250. 00 and to switch on £575. Councillors will decide at the next meeting.

A meeting was held on Jan 18th, it was agreed to keep a rota in the shop. Yearly training would be given alternate between DVD and professional trainer. Next meeting June.

2. The Council have asked Sue Ryder to look into what financial assistance is available to do with War Memorials.

1. The Council have been informed that there is a lot of rubbish being thrown on the roads leading into Llanddewi Brefi.
2. The Council were informed that there is a Blue Car speeding through the Village every night.
3. There has been a B.T phone box Consultation period.
