Minutes of the Ordinary Meeting of the Council held on Monday January 12th 2026 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

1.Welcome
The Chairperson wished everyone a Happy New Year. He thanked everyone who assisted in taking the Christmas tree down earlier in the evening and for putting up the tree at the beginning of December. He thanked Richard Elliott for supplying the tree. He noted December had been a busy month with a successful Carol Singing around the tree on December 18th and for the Hound exhibition by Gogerddan Hunt on Boxing Day. It was nice to see the support for the Tractor Run with over £7000 being raised for Wales Air Ambulance. Also, he thanked, Damelza, Malen and Gwilym for assisting with Santa’s Grotto.

7.Matters arising from the minutes.
PC Liz Jenkins explained that the incident that occurred at a yard close to Tregaron is ongoing as they are still waiting for any forensics taken from air bag which was released as a result of a crash.
Bus Shelters – an e-mail was sent to Ceredigion County Council stating that there are no shelters in the locations noted on the spreadsheet. Hyfrydle Bus stop was added to the list.
The clerk had informed the successful Tender for Grass Cutting.
The Community Council had received an e-mail from Gogerddan Hunt thanking the donation given for the Hound exhibition on Boxing Day.
An e-mail was sent to Barcud Housing Association on 14/12/25 regarding the overgrown hedge 9 Heol y Gorwydd with the work being completed on 17/12/25.
The Community Council had been unsuccessful in receiving the Welsh Government St Davids Day Grant.
Looked at reason as to why the telephone is not working in the kiosk on the square.

The Community Council had sent a letter to Cyngor Ceredigion regarding the Tree Preservation Order. No further communication had been received.
The winner of the Best Decorated House at Christmas was Tŷ Mawr, Llanddewi-Brefi.
A wonderful evening was had for the Annual Dinner at Cegin Gareth.
8. Police Report
PC Liz Jenkins was welcomed to the meeting. It was noted on 19/12/25 two young people had knocked on a resident’s door and ran away. The person contacted the police with an officer making contact with the two young people in the company of their parents.
On 11/12 a report was received regarding an Enforcement Officer clamping a car as a result of a Penalty Charge Notice not being paid. On the following day the Enforcement Officer returned but the car had gone. As a result, it was reported as a theft.
Reports have been received of a young man walking around Olmarch, Llwynygroes and Rhattal. He wears dark clothing and it appears that he is looking into the entrances of properties. The Police are keen to talk to the person to ensure he is not a vulnerable person and may need support.
On 11/01 a report of lamping was received in the Swyddffynnon area. Police urge landowners to be vigilant.
A reminder was given of the app that was discussed in November’s meeting.
One Councillor had received information regarding different cars being in the village during the Christmas period. Pc Lizz Jenkins encouraged the complainant to keep records of the type of cars and timings. This information could be given to the police by telephone or by telephoning Crimestoppers.
A question was raised regarding the presence of three marked police cars and one unmarked police car on the Square on Christmas Eve. PC Liz Jenkins was unaware of the incident but would contact the Community Council with further information. She also noted if the Community Council have any concerns, they could contact her at any time and not to wait for the monthly meetings.
9. Financial Report
It was not possible to prepare the report beforehand as the Clerk had not received the statements until the evening of the meeting.
EJ had been in contact with Barclays Bank and a mandate form had been sent to the clerk to complete in order to change the correspondence address.

10.Consider budget proposals and approve percept for 2026-2027
Following a discussion regarding the 2026-27 budget, it was resolved to keep the percept at £18,000.

11.To approve the annual Return of Revenue Expenditure on the Provision of Burial Grounds and Cemetery Services for the year ended March 31st 2025.
The councillors looked at the Financial Report for 2024-2025 and it was resolved to claim £2,240.30. Proposed by EJ. Seconded by PP.
12.Section 6 Biodiversity Report / Biodiversity Action Plan 2026-2028
The Section 6 Biodiversity Report was presented to the Community Council. The report will be forwarded to One Voice Wales Biodiversity Officers and published on the community council website. The Council will need to create a Biodiversity Action Plan for 2026-2028. The Clerck will attend an online training event on behalf of the council on Thursday, January 22nd to receive guidance and good practice. Following the training, the council will begin the process of collating information to be included on the Action Plan.
13.Correspondence from Natural Resources Wales
The Clerk had received an e-mail from Natural Resources Wales on Friday, December 19th, noting the council would receive a further extension to plant the trees at the back of the football field. However, the council had arranged to plant the trees as they had been bought in November. On Monday, December 22nd an e-mail was sent to the Officer with pictures as evidence that the trees had been planted. As yet, no further communication has been received.
14.Update on fundraising ideas for Ann Jones, the High Sheriff of Dyfed’s nominated charity.
As noted at the beginning of the meeting the event had been very successful.
15.Welsh Government Community Facilities Programme

16. Waun Maenllwyd/Lan Fawr/Bryn Rhudd Energy Developments
An e-mail had been received on 06/01/26 outlining what Bute had done regarding the Lan Fawr and Bryn Rhudd Energy Developments.

18. Any other business
CJ had received appreciative feedback from members of the public regarding the Community Council replying to residents’ concerns regarding proposed Wind Energy Developments.
The Cemetery Clerk currently does not require any further resources.
Despite the Community Council not receiving the Welsh Government St Davids Day Grant there was strong support in holding an event to celebrate St Davids Day. Following a discussion, it was resolved to hold a Cawl event on Sunday, March 1st. Members to send messages in the next fortnight to confirm time. It was resolved to create a Save the Date poster. It was also discussed to invite Ysgol Henry Richard to entertain the audience.
Pot holes on the road between Pant and Nantydderwen have worsened since the recent cold weather.
Water on the road near Forest. As the County Council do not grit the Pont Llanio road, an increase can be seen in the number of people using the B4343. However often there is water across the road between Abercoed and Forest. It was resolved to write an e-mail to Tregaron Town Council outlining residents’ concerns.
Need to put up posts at Prynfarch footpath.
Need to amend the Defibrillator monitoring list. Need to secure a new Defibrillator for the Community Hall.
Due to blocked drains water is collecting between Bronhelem and Llety Poeth.
