Minutes of the meeting held on the 13th of December 2021 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021, and are subject to approval at the next ordinary meeting of the Community Council.
Present:-
Councillors: Eirwen James (Chair), Caryl H Jones (Vice Chair), Emmanuel Kincaid, Lynet Pugh, Dafydd Lloyd-Jones, Rhodri Evans, John Ll Griffiths, and Pat Parry.

1. Apologies:-
Apologies were received from Cllr. Enfys Davies and Cllr. Beth Anthony.
2. Personal Matters.
Mr and Mrs Morlais Pugh and family were congratulated for their recent appearance on Cefn Gwlad. It was an excellent programme and truly did put Llanddewi Brefi on the map.
Cllr Lynet Pugh and Cllr Enfys Davies were also thanked for organising the Council dinner.

4. To confirm the minutes of the meetings held on November 8th 2021.

5. Matters arising from the minutes.
- Item 7(a)(ii) – Relevant spending power is the Public Health Act 1936.
- Item 14 – The council thanked Rev Carwyn Arthur for leading the Remembrance Service at the memorial.
- Item 16(c) – The Police and Crime Commissioner for Dyfed Powys Police have replied that it isn’t their remit to comment on the logging lorries going through the village or on lorry drivers not strapping down their loads.
6. Discuss the re-advertising of the Clerk’s post.
There has been no interest following the latest advertisement for the post. It was decided that the Council would now advertise the vacancy with One Voice Wales and the Society of Local Council Clerks (SLCC).

7. Consideration of tenders for the Grass Cutting contract 2022
One tender was received and this was accepted.
8. Financial report
a) The bank reconciliation report for the period ending 30 November 2021 was approved.

9. Budget proposals for 2022-2023.
Council considered a budget proposal for 2022-2023 in the meeting. It was decided that the old School Bell project on the square was to proceed and the Council would submit a planning application. The precept for 2022-2023 will be confirmed in the January meeting.
10. Risk Assessment
The risk management assessment schedule was reviewed and approved by the Council.
It was decided that the Council would use the free HMRC Basic PAYE software for the prospective Clerk’s wages.
The VAT return at present is submitted annually and it was decided it should be submitted quarterly from now on to improve the Council’s cashflow.
11. Asset Register
The asset register was reviewed and the Council’s chain of office and the defibrillator was added to the list.

12. Correspondence (copies previously forwarded to members).
a) Request for financial contribution towards Urdd Eisteddfod May 2022.
Resolved – to consider at a later date.
b) Information re National Garden Scheme Community Gardens Award
Resolved – to place this information on the notice board.
c) Wales Air Ambulance – Community Council Appeal 2021
d) Letter from WG confirming the Council’s Discretionary Expenditure Limit for 2022-23 – information noted.
e) Ceredigion CC – Tiroedd Claddu 2020-21 Burial Grounds – application form.
– information noted.
f) Invitation from Llanddewi Brefi WI to their meeting on the 19th of January 2022. The purpose of the meeting is to find out more about the Community Council, its role and projects.
The Community Council were in favour of meeting the WI, but the suggested date could not be accommodated and it was decided to ask the WI for other available dates for this meeting.
g) Hywel Dda Community Health Council (CHC) – Planning Questionnaire 2022-2023.
h) Ofcom Public Policy team – Consultation on changes to the telephony universal service obligation.
i) Email from Cambrian Mountains Society- proposal to seek designation of the Cambrian Mountains as an Area of Outstanding Natural Beauty.
j) Ceredigion County Council – Survey to identify local Community Venues which could act as Rest Centres during an emergency.
Resolved – to register the Llanddewi Brefi Community Centre.
k) Pwyllgor y Mawndiroedd/ Fuel Allotments charity.
A letter was received from the Clerk of the Fuel Allotments charity to advise the Community Council that she was retiring after 32 years of service. It was proposed that a letter would be sent to Mrs. Anwen Thomas to thank her for all the hard work and service she had given to the charity and the community over the years.

14. Matters arising from Ceredigion
a) Planning
i. A210950 – Land adj. to Bethlehem Chapel; temporary siting of a caravan for habitation whilst building a dwelling.
The Community Council resolved to send a letter of support to the Planning Authority.
ii. A210984 – Land at Garth Lane, Llanddewi Brefi, SY25 6RW; Proposed construction of a new detached dwelling and garage

15. Short report on the Hall and Recreation Grounds.
An application for grant funding to replace external doors and windows has been submitted, and a decision is expected this month.
16. Christmas Lights Competition and Festive arrangements.
The Christmas lights would be turned on, on the 16th December. The YFC and WI will also be carol singing on this night.
On the 20th December, Father Christmas will be visiting Llanddewi Brefi and will be going around the village on a sleigh. A risk assessment for the event was approved.
The results of the best Christmas decorated house competition would also be announced on the 20th. The winner will be presented with the usual Christmas hamper that has been donated by all the community councillors.
17. Ysgol Henry Richard.
The school was congratulated for a successful Christmas fayre that was held on the 9th December. An excellent attendance and very well organised.
18. AOB.
It was noted that some branches needed cutting on the Cysgod y Llan footpath. Cllr Rhodri Evans would ask the Council’s footpath warden to come out to inspect. Also to insect the Pynfarch – ranch fencing and overhanging branches.
19. Date of next meeting.
Next meeting will be held on the 17th of January 2022.
