Minutes of the Ordinary meeting held on Monday 13th February 2023 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

Present:
Councillors: Caryl Jones (Chair) Beth Anthony (Vice-Chair), Rhodri Evans, Emmanuel Kincaid, Eirwen James, Pat Parry and Lynet Pugh.
1) To receive apologies:
Apologies were received from Cllrs Enfys Hatcher, Cllr Dafydd Lloyd Jones, Cllr John Lloyd Griffiths.
2) Personal Matters.
None noted.
3) Declarations of interest.
None noted.
4) Public participation
No members of the public were in attendance, and no specific items were submitted for discussion prior to the meeting.
5) To approve the minutes of the meeting held on 09/01/2023.

6) Matters arising from the minutes
Date to correct from 10/01/2023 to 09/01/2023, also list ordering under matters arising section.

iv. One councillor raised the issue of having both council and hall meetings on the same night, with respect to administration and set up arrangements needing to be put in place prior to meetings. Another councillor also felt it could also result in some agenda items not having sufficient time allotted for due consideration. Vice Chair (BG) agreed for this point to be monitored and reviewed at a later date.

7) Financial report.
a. To approve the bank reconciliation for the period ending 12th February 2023

8) To review documentation concerning current environmental consultations.
i. Review West Wales River Trust report received concerning Blaendoethie Woodland Creation plan.
Agreed on review that Clerk will send on Council comments from approved minutes together with other relevant consultation responses received from residents and West Wales Rivers Trust.
ii. Correspondence concerning Brynglas Woodland Creation plan.
Agreed that Clerk will write to Agent to clarify when the Council can expect to receive the planting plan.
9) Receive feedback received regarding current bus service provision (585)
One Councillor reported feedback from residents in the community about the current provision of services, with concerns expressed regarding limited times and infrequency of service. These responses will be passed onto the local County Councillor for the next Cabinet session.
A reply was received from B. Lake MP and E. Jones AM, in response to a letter regarding the current changes proposed for the 585 Bus service. (Correspondence to be forwarded onto the Clerk).
10) Review opportunity of First Aid Course provision for community groups in the area.
One Councillor reported that the WI were looking to include community groups to participate in First Aid training, as part of inclusion of a scheme funded by a grant secured earlier, pending confirmation of training providers.

v) Clerk to forward dates for training from April 2023 onwards to all members.
13)To receive a report from the PCSO.
PCSO report was reviewed and contents noted.

14)County Councillor’s report on matters arising from Ceredigion:
Reporting this month included that Council Tax is due to rise by 7.3%, to ensure adequate funding for education.
There will also to be a scrutiny meeting taking place (21/03/2023) with the Department responsible for Refuse collection within the county, to answer queries raised in earlier meetings regarding collections over the winter period (2022)

15)Planning Applications.
None received.
16)To receive a report from the Village Hall and Recreation Grounds committee.
None received.
17)Questions to the Chair.
i) One Councillor proposed that matters pertaining to the Conservation Area in Llanddewi Brefi be included on the agenda for the next meeting and suggested that information regarding the Conservation Area and article 4 direction be published on the Community Council Website.
ii) One Councillor noted that some residents had reported concerns about recent incidents of cars speeding through the top end of the village.
iii)One Councillor raised a separate issue of complaints from concerning residents parking on pavements near Ash Street.
Agreed to pass concerns raised in points ii) and iii) respectively to the PCSO.

iv) One Councillor reported that lorries and larger vehicles are continuing to come into the village past Siop Brefi. New Ceredigion County Council signage (Highways Department) will shortly be installed to divert lorries away from the centre of the village.
