Minutes of the Ordinary Meeting of the Council held on Monday 10th November 2025 at 7:30pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

Present:

1.Welcome

The Chair welcomed everyone to the meeting. He thanked all who attended the Remembrance Service on Sunday with a good crowd in attendance. He thanked Reverand Carwyn Arthur for leading the Service and to all associations who came forward to present a wreath at the War Memorial. He also thanked the YFC for their recent fireworks evening showing the benefit of supporting a local event which had a bigger crowd than in previous years.

3.Personal Matters.

Congratulate CJ on being nominated for an award.

Congratulate Mared Lloyd-Jones on being elected Vice Chairperson of the Competitions group of Wales YFC.

Congratulate Llanddewi-Brefi WI in winning the Co-operative Cup in the Ceredigion WI Winter Rally.

A member of the public in attendance wished to thank Dr James and his children and two YFC volunteers for assisting a WI member who had tripped on the evening of the Fireworks.

To extend condolences to PP.

7.Matters arising from the minutes.

Need to ensure a response is received regarding the email sent to local AM’s regarding the petition.

A thank you letter had been sent to Llywela Thomas Bookkeeping and Payroll Services thanking them for their work in appealing the HMRC appeal.

An issue has been found in paying staff wages. To be discussed under financial matters.

An e mail has been sent to local community council and local councillors noted in the Memorandum of Agreement. A majority had replied noting that the preferred date was Monday, November 17th. It was resolved to hold an informal meeting on Monday, November 17th at Llanddewi Brefi Community Centre. An invitation would be sent to all local councillors. It was also resolved for it to be a closed meeting and not open to members of the public.

An e-mail had been sent and received from Eifion Jones, Ceredigion County Council Coast and Path officer to look at paths around the village. Dates had been sent to him to confirm when was convenient for him to attend. Discussion had regarding which paths he needed to look at.

A meeting had been held with a local builder regarding the car park wall. However, due to inclement weather he did note that he had many jobs to complete when the weather was good. Ask another builder to see their availability. It was resolved to keep the wall as it is and replace the stones which had moved.

8. Financial Report

a) Approve the bank reconciliation for the period ending 30th September 2025

b)Authorisation of payments staff and confidential payments. :£563.80( Clerk’s Wages September and October; Cleaners wages July, August, September and October)  Local Government Act 1972,s112/(Misc.Provisions) Act 1976 s.19Due to a bank issue, it was resolved to pay staff wages by cheque.

c)Reimbursement of Clerk’s expenses – Flag, ink, envelopes, postage stamps – £75.79 Local Governmant Act 1972 s.111

d)Recurring payments – confirmation of ongoing variable direct debit instructions

BT hall telephone and broadband :£52.74    LG (Misc. Provisions) Act 1976 s.19.

Bank commissions 13/08 – 14/09 – £8.50  LGA 1972s.111

e)Authorisation of Payments – Members resolved to pay the reimbursement for the Poppy Wreaths and pay for Grass Cutting.

f)Payments received –  Ceredigion CC Percept 3rd  instalment – £6,000.00

                                                       Warm Spaces Grant – £900.00

9.To receive the annual accounts for the Fuel Allotment (Charity Number 500142)

It was resolved to receive the annual accounts for the Fuel Allotment.

10. To review the contract for grass cutting 2026 and 2027 and issue an invitation to tender.

A contract had been created for two years –  2026 and 2027. Members read the document ensuring the schedule of works and specification was correct. Ensure overhanging branches are cut on and around paths. Dewi Stars are responsible for cutting the football field but would like the community council to cut the furthest ends around the pitch. It was resolved to alter the wording to state that 3m surrounding the pitch. Also ensure that all paths are cleared of any overhanging branches to a width of 1m and a height of 1.8m

11. Welsh Government St David’s Day Grant

The Chairperson thanked the people who attended a meeting to discuss ideas and to assist with the wording of the form. It was resolved to look at the form again and to return it by the closing date of November 14th.

12. Safeguarding Policy

In order to comply with the policy,  it was resolved to review and adopt the Safeguarding policy with EJ being the Safeguarding lead for the Community Council. It will be reviewed next in November 2026.

13. Section 6 Biodiversity Report.

Clerk had attended a training session provided by One Voice Wales on behalf of the Community Council. In order to be compliant, the Report needs to be completed by December 31st and published on the community council website. However, if the report has not been presented and passed in December’s meeting it can be done in January and sent immediately to One Voice Wales. The report should include work done on biodiversity between 2022 and 2025. It was resolved to ask advice from the Biodiversity Working Group – RE and EJ – to assist in completing the form. A further training session organised by One Voice Wales will take place in January to assist in preparing the 2026-2028 action plan.

14. Update on fundraising ideas for Ann Jones, the High Sheriff of Dyfed’s nominated charity.

GJ declared an interest with this point. A meeting took place on October 26th with the event taking place on Sunday December 21st. Posters have been created and displayed around the village and on the community council website. A number of events will take place during the day with the annual Santa Grotto taking place on the same evening.   A discussion was had regarding possible presents with a consideration of buying a few more this year due to a higher number of people in attendance.  A discussion was had regarding the Community Council contribution was to the event. It was resolved to donate £500 towards the event. Proposed by EJ Seconded by JG.

15. Welsh Government Community Facilities Programme

A further meeting to take place to discuss the programme. It was resolved to put this item on the next agenda.

16. Waun Maenllwyd/Lan Fawr/Bryn Rhudd Energy Developments

The Waun Maenllwyd Development consultation date has been extended to December 4th. On November 6th the consultations for Lan Fawr and Bryn Rhudd Developments opened and will close on December 18th 2025. As noted earlier in the meeting, the community council has communicated with other stakeholders noted in the Memorandum of Agreement with a meeting being held on Monday, November 17th. A letter had been sent by a member of a public about these energy developments; however, it was clarified by the writer that the council had received the letter in the previous meeting was being copied into an email being sent to local AM’s.

Members of the public present made the following comments:

Members are worried about how much people understand the impact of these developments. Lots of people don’t know anything about it. Bute Energy have been looking at land around Pontrhydfendigaid and Strata Florida. The project is being described as a Significant Infrastructure Project which would mean less scrutiny. The date of the Waun Maenllwyd development may have been extended due to information about peat being omitted within the papers. Powys and Carmarthenshire County Councils have asked for a pause in these developments. 300 landowners are taking Green Gen to court due to pressure being put on them to allow Green Gen to enter their land. How does Llanddewi-Brefi feel about these developments ? Is a Local Impact Report being prepared  ? Members were informed of a Drop in session being held at Tregaron Memorial Hall on Saturday, November 22nd between 2:00pm and 8:00pm.

17. PCSO Report

PCSO John Evans was unable to attend but had sent an e-mail. *Antisocial behaviour / Harassment : 0 Burglary : 0; Criminal Damage : 0; Theft :0; Violence/ Assault : 0; Fraud : 0. For information on 16/10/25 police received a report from a resident in Tregaron to what amounts to an attempt Courier type Fraud. There were several reports of this type of fraud sometime ago and it may be doing the rounds again. Dyfed Powys Police have introduced a new messaging app known as  “Dyfed-Powys Connects” to bring information about policing, crime, and anti-social behaviour directly to the email inbox of those living and working in the force area. National Safeguarding Week is taking place 10/11/2025 – 16/11/2025

18. Bus Shelters

The Community Council had received a letter from Ceredigion County Council requesting information about the responsibility of bus shelters in the village. Only two bus shelters were noted on the form. It was resolved to ask for clarification with a map being provided of bus shelters within the village.

19. Christmas Competition

A tree has already been sourced for the village. Erect the tree on Friday, December 5th with carol singing around the tree taking place on the evening of the YFC and WI Carol singing evening – Thursday, December 18th at 5:45pm. It was resolved to ask the new owners of the Foelallt Arms to prepare the mulled wine and ask their permission to use their electricity to light the tree. The Community Council will reimburse the cost of the electricity used. The chosen  Carol singing charity for this year is Wales Air Ambulance.

Best Decorated House competition – names to be received by 9:00pm Friday, December 12th. Judging to take place on the weekend December 13th and 14th by last year’s winners – Gareth and Victoria. It was resolved to include houses within the village which had not entered. Prize Hamper. All councillors to donate money towards the cost of the hamper. CJ to organise the mince pies.

20. Correspondence

All members had received correspondence regarding the following matters

  1. Consultation: Statement of Licensing Policy 2026-2031 – Statement of Licensing Policy 2026-2031 – Ceredigion County Council.

  3. Meeting between representatives of the County Council and Town and Community Councils – November 2025 – It was resolved that GJ and EJ would represent the community council on Thursday, November 27th at Aberaaeron.

21. Any other business

The Community council Chairperson had received a resignation e-mail from EK following the previous meeting. It was resolved to send a letter of thank you to EK for his work during the past 12 years and ask him and his wife as the previous clerk to attend the Christmas Dinner. It was also resolved to include the appointment of a Vice Chairperson as an agenda item in the next meeting.

Earlier in the day, the Clerk had received a letter from Natural Resources Wales, regarding the felling licence for the trees at the top of the football field. It was resolved for the Clerk to contact Natural Resources Wales and discuss the matter to resolve any issues.

The road between Nantydderwen and Abercarfan is beginning to give way in places.

Pot holes appearing between Abercoed and Forest.

The road leading up to Gwyngoedfawr is in need of repair.

Overhanging branches around Pentrebrain.

Need to sort out a Defib from the money raised in last year’s Carol Singing event.

Community Council Website – despite the correct number for the clerk being displayed on the website it will take you to a different member of the council.

To thank Stephen and Liam for cutting the hedge around the hall field.
