Minutes of the Ordinary Meeting of the Council held on Monday February 9th  2026 at 7:30pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

Present:

1.Welcome

The Chairperson welcomed everyone to the meeting.

To extend condolence to the family of the late Wynne Davies who served on the Community Council.

7.Matters arising from the minutes.

Mis spelling –  Pynfarch not Prynfarch

In the process of changing the Mandate for Community Council bank accounts.

The Precept form and the annual Return of Revenue Expenditure on the Provision of Burial Grounds and Cemetery Services for the year ended March 31st 2025 form had been sent to Ceredigion County Council by January 31st .

Following an e-mail sent to Natural Resource Wales regarding replanting the tree in the area behind the goalposts no further communications has been received.

Pot holes between Pant and Nantydderwen has been reported.

Following a report regarding water between Hyfrydle and Bronhelem, the County Council has cleaned the road however the drains continue to be blocked with mud. Also, the County Council has cleaned Rhiw Cwar but not the drains which are full of mud with water running down the hill in heavy rain.

An e-mail was sent to Tregaron Town Council regarding water on the road between Abercoed and Forest. No further communication has been received.

Defib – the current form runs until the end of March. A new form will be created for April.

The Section 6 Bio-diversity Report has been sent to One Voice Wales. It was also published on the Community Council website.

Continuing to investigate why the telephone is not working in the telephone box on the square.

Have not been in contact with people regarding fixing the poles on the footpath by Pynfarch.

On Monday, February 16th between 6:00pm and 7:30pm, a One Voice Wales presentation training course will take place regarding the proposed changes in Community Council boundaries. The clerk has booked the council to the online meeting.

Following publishing the December Community Council minutes on the website, the Ceredigion County Council Monitoring Officer received and e-mail from a member of the community regarding the discussion and comments made about the proposed Tree Preservation Order. Following further e-mail communication, it was noted that no members of the Community Council made any comments during the discussion until all agreed to write a letter to oppose the proposed plan. The Community Council member referred to in the e-mail did leave the room before the discussion took place and had completed the Declaration of Interest before the meeting began. Only the members of the  public present made any comments. Following on from this matter, the minutes will distinguish between Community Council members and members of the public and note when a Community Councillor has left the meeting. Clerk to send a further e-mail to the Monitoring Officer to explain what had happened and attach the Declaration of Interest form. EJ proposed to change the minutes to reflect clearer what had happened. Seconded by CJ.

8. Police Report

Unfortunately, PCSO John Evans was unable to attend the meeting. However, he had sent a report to the meeting Nothing had been reported since the previous meeting.

However, a member of the public had approached one of the Councillors to note that cars are travelling at a speed faster than 20mph in the 20mph area. During one incident the member of the public was travelling at a speed of 20mph when it was passed by another car. Clerk to send this information to PCSO John Evans.  

A member of the public present in the meeting noted that while travelling between Lampeter and Llanddewi-Brefi on the B4343 she had met a timber lorry which she feels is not suitable to travel on the B4343. It was noted that the Community Council was unable to do anything regarding this matter.

9. Financial Report

a) Approve the bank reconciliation for the period ending 31st  January 2026

c)Recurring payments – confirmation of ongoing variable direct debit instructions

d)Authorisation of Payments – Members resolved to pay A Tuncay – reimbursement for the Mulled Wine on Carol Singing Evening – £35.00; J M Y Edwards – Reimbursement for non-alcoholic Mulled Wine on Carol Singing Evening –  £25.00; C.H. Jones Reimbursement for Mince Pies on Carol Singing Evening – £15.94 (Local Government Act –  1972 s.144);   

e)Payments received – Cyngor Sir Ceredigion – Additional Warm Spaces Grant – £100.00

It was resolved to authorise the clerk to pay I.A. Griffiths when he receives bills from the Cemetery Clerk.

RE noted that he had received information that the Community Council world set the precept for three months between April and June 2027 before the new Community Council would set the precept for the rest of the 2027-28 financial year.

10. To receive the Audit Certificate 2024-25 – Audit Wales

It was resolved to accept the Audit Certificate 2024-25 by Audit Wales. The Notice form for the members of the public to inspect the certificate was completed. Times suitable for the Clerk were agreed including an option for members of the public to make prior appointments to inspect the certificate. It was resolved to charge £1.00 per certificate.

11.Tree Preservation Order Update

Councillor PP left the meeting at this point. She had already completed the Declaration of Interest form. An e-mail was read from Ceredigion County Council which was received on 18/01/26, stating that the County Council would not continue with the Preservation Order. However, it was noted that the village does come under the Article 4 Conservation Area. A member of the public present asked which part of the village is included in the conservation area. It was noted that a map of the conservation area would be useful on the community council website. The Conservation Area encompasses the area from the bridge by the old school to Bethlehem Chapel an up to the hall including Penuwch Street.  Councillor PP returned back to the meeting at the end of the discussion of this point.

12. St David’s Day Event – March 1st 2026.

Firstly, BG was thanked for creating and printing the posters and tickets. Need to sell the tickets by February 25th to have an idea of how many people would attend the event. BG had sent letters to supermarkets and local companies asking for donations of vegetables and items to serve with the cawl.  Ask Yvonne, who will cook and serve the cawl which meat she would like to use in the cawl. No leeks or cabbages are required. It was noted that we required gluten free bread. Caffi Dewi will not run on this day. Caffi Dewi members would assist in serving teas and coffees. WI to donate Welsh cakes and the YFC to donate Bara Brith. Prepare the hall on Saturday, February 28th at 10:00am. PP to supply daffodils. Raffle – community council members to donate prizes with PP organising people to sell the raffle. Need to look at changing the time of the Service from 10:00am to 10:30am with the cawl ready at 12:00noon. Clerk to speak with Church Warden regarding changing the time of the Service. RE has asked Ysgol Henry Richard to perform on the day but is awaiting confirmation if they are able to attend. Send a message on Whatsapp to confirm.

13.Biodiversity Plan 2026-2028

The clerk had attended a One Voice Wales training event on behalf of the Community Council on January 22nd. A template had been received and good practice which could be included. Start to collate the required information for the plan.

14.Welsh Government Community Facilities Programme

To be included on next meeting’s agenda.

Information was received regarding three ewes roaming around the Cemetery.
