Minutes of the Ordinary Meeting of the Council held on Monday March 9th 2026 at 7:30pm in the Community Centre.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

1.Welcome
The Chairperson welcomed everyone to the meeting.
2. To receive apologies.

3.Personal Matters.
Congratulate Llanddewi-Brefi YFC in producing their excellent Half an Hour Entertainment in the Ceredigion YFC Half an Hour Entertainment competition. Also congratulate the YFC on their evening which was held on March 5th. During the competition Daniel Evans was named amongst the Best Actor in the competition.
4.Declarations of interest.
There were no declarations of interest, however council members were remined to do this if anything was raised during the meeting.

7.Matters arising from the minutes.
A sympathy card on behalf of the community council was sent to the family of the late Ex Councillor Wynne Davies.
Llanddewi-Brefi Community Council had received a response from Tregaron town Council regarding the water on the road between Abercoed and Fforest. Tregaron Town Council noted they had complained to Ceredigion County Council and asked Llanddewi Brefi Community Council to do the same. A form was completed to the relevant department through CLIC on February 16th.
A further five forms were completed on CLIC regarding the following matters:-
Pot holes on the road between Pant and Nantydderwen – Ceredigion County Council message – work completed. The Community Council appreciated the work done by Ceredigion County Council however the work is not of a high standard.
Pot holes near Ystrad Dewi entrance – County Council Officers still investigating the matter.
Branch overhanging wires near Nantydderwen – Council Officer has investigated the matter with no further action required.
Drains between Hyfrydle and Bronhelem – Council Officer still investigating the matter.
Quarry Road Drains – Council Officer still investigating the matter.
Barclays Bank mandate had been completed for the Community Council Accounts.

Further communication was received from Ceredigion County Council Monitoring Officer regarding the discussion held about the Tree Preservation Order in December. The minutes have been amended to reflect those only members of the public made any comments during the discussion and to note that the Community Councillor had completed the Declaration of Interest form before the meeting and had left the meeting during the discussion. The e-mail requested a reply from the Community Council and it was resolved to send the following reply ‘Please find the amended minutes and the Councillor declared did not partake in the discussion and left the meeting’ and the amended minutes.
The Chairperson thanked everyone who co-operated to make the St Davids Day event a success. Thank you to Yvone, New Inn for preparing and serving the cawl, to members of Caffi Dewi for serving the teas and coffees and to members of the WI for preparing the Welsh cakes and members of the YFC for preparing the Bara Brith. It was resolved to send an e-mail to all to thank their contribution. Thank BG for collecting the vegetables and all the other food at Aberystwyth and Tregaron and to EJ for selling a great number of tickets. EJ has sent a letter of thanks to Rev Carwyn Arthur and Sandra Jones for holding the service.
Audit Wales Audit Certificate 2024-25 had been displayed in Community Council display boards and website.
PC Liz Jenkins had not arrived therefore it was resolved to move Point 8 further down the agenda.
9. Financial Report
a) As the Bank Mandate had not been completed before the February Statements post date, the clerk had not received the most recent statements and as a consequence it was not able to approve the bank reconciliation for the period ending 28th February 2026. The Clerk will collect the statements from the previous clerk following their return from holidays.
b)Authorisation of payments staff and confidential payments. :

10. Biodiversity Action Plan 2026-28
Everyone had the opportunity to read through the Draft Action Plan which included the Community Council’s aims for the next three years. Need to amend some points before sending to Councillors to pass in the next meeting.
11.SiopNi Update
Representatives from SiopNi were present. It was noted that it had not been possible to follow Plan A which was to buy the local shop. Therefore, they are concentrating on Plan B which is to buy the Church

Hall. The Church Hall will be for sale soon with Evans Bros. A structural assessment has taken place and a valuation given. A meeting is planned for stakeholders on Thursday, March 26th at 7:30pm at New Inn. It planned to launch the website and hold a community consultation.
PC Liz Jenkins arrived at the meeting at this point and it was resolved to discuss Point 8 here.
8. Police Report
Nothing much had happened since the previous meeting. PC Jenkins had received the e-mail from the previous meeting regarding the speed of vehicles travelling through the village. PC Jenkins had spoken to Go Safe to see if it was possible for them to come to Llanddewi-Brefi. She had not received a reply so far. A member of the public noted an accident had happened the previous week where a parcel delivery van had hit another vehicle. Another member of the public noted she had to move on the verge recently to avoid two cars which were driven quickly through the village.
A Neighbourhood Issue had occurred with the Police working with Barcud Housing Association to resolve the issue.
Everyone was reminded of the Dyfed Powys Police app and encouraged everyone to download it.
A member of the Community Council asked whether the quad bike marking was still happening with PC Jenkins noting the scheme is still running as long as there is stock.
A member of the Community Council had received a complaint about children riding their scooters at speed through the village putting car drivers in danger.
PC Jenkins noted further information will be given regarding grass fires by the end of the month due to the high number of fires last year. Also, messages regarding 4×4 travelling off road on mountains will be given.
12. Discussion following One Voice Wales Presentation – What you need to know about Community Boundary Reviews
Following attending the presentation on Monday, February 16th it was resolved to contact One Voice Wales for a meeting with Llangeitho Community Council to further clarify the impact of the change. The Hall Committee Structure was also discussed following the community boundary change.
13. Planning Application – A260072 – Ochrdewi, Llanddewi-Brefi, SY25 6NZ
The owners of Ochrdewi were present in the meeting and gave an outline of their plans. It was resolved to support the plan with no objections and give the following response – The Community Council is supportive of the application to ensure a viable business.
14. Defibrillator
A discussion was held regarding a new defibrillator at the Community Centre. Enquires had been made with AED to seek prices. CJ noted that the British Heart Foundation will open applications in June for free community defibrillator. Also, a new cabinet is required for the defibrillator in the village. It was resolved to put this as an agenda item in the next meeting.

17. Any other business
An e-mail had been received by a member of the public asking the Community Council to hold an event to explain the impact of Wind Farms like the meeting arranged by Cellan and Llanfair Clydogau Community councils. It was resolved to seek further information about the aim of the meeting keeping in mind the requirement to be neutral during an election period.
Further pot holes on the road between Pant and Nantydderwen
Pot holes on the road between Gogoyan and Glanrhocca.
A question was received by Ser Dewi regarding grass cutting. It was noted according to the 2026 grass cutting schedule that Dewi Stars has the responsibility to cut the football field and three metres around the pitch. The contractor will do the remainder of the work.
It was noted that the council tax will rise 4.75% for 2026-27.
