Minutes of the ordinary meeting held on Monday 9th May 2022 at 7:45pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021, and are subject to approval at the next ordinary meeting of the Community Council.

Present:

Councillors: Caryl Jones (Chair), Beth Anthony (vice chair), Rhodri Evans, Emmanuel Kincaid, Dafydd Lloyd Jones, Eirwen James, Pat Parry, John Lloyd Griffiths, Enfys Hatcher Davies.

2. Personal Matters

Congratulations to Cllr. Beth Anthony  and Siôn Griffiths for their forthcoming marriage on Saturday 14th May.

3. Declarations of interest

None

4. To confirm the minutes of the meetings held on 28 March, and 25 April 2022

a.     On the proposition of Cllr. Enfys Hatcher-Davies and seconded by Cllr. Dafydd Lloyd Jones the Council authorised the Chair to accept and sign the minutes of the Community Council meeting held on the 28th March 2022.

b.     On the proposition of Cllr. Pat Parry and seconded by Cllr. John Lloyd Griffiths the Council authorised the Chair to accept and sign the minutes of the Community Council meeting held on the 25th April 2022.

5.     Matters arising from the minutes

a.     28th March 2022:                                                

i.         Item 13a; Sutcliffe Play were sent a reminder regarding repairs to the playground see-saw on 29th March, but no response was received. A further request for repair date will be sent.

b.     25th April 2022:                                                

i.         Item 10; Concerns regarding the proposed location were raised following consultation, and members agreed to consider a proposal for installation in the village hall, with ideas to be discussed at the next meeting.                                              

ii.         Item 19a; The damaged cherry tree has been replaced. Members thanked Sharon and Jason for co-ordinating and carrying out the work, and for registering the trees as part of the Queen’s Canopy project.                                             

iii.         Item 18a; Members were reminded that all hall users need to sign in and out, and remove all waste and place it in the outside bins.

6.     Cynnal Llanddewi Brefi LEADER Grant project 

A revised claim form was received from Cynnal y Cardi and signed by Cllr. Evans. Members discussed that a list of volunteers was needed in connection with the project, and that IT and safeguarding training would be arranged. DBS checks for volunteers needed to be arranged ASAP following review and adoption of necessary policies. Agreed that the Chair should contact all stakeholder groups and ask them to nominate volunteers.  Members were advised that the final delivery of equipment in connection with the project would be delivered on 10th May.

7. Financial report 

a.     The following payments were authorised:                                 

i.         E Kincaid –reimbursement of payments for Zoom subscription 06/03/2022-06/05/2022 (Local Government Act 1972, s.111) – £43.17                                 

ii.         Roberts Garden Centre – Replacement tree and stakes – (Local Government Act 2000, s.2) – £93.00

b.     Recurring payments noted:                                      

i.       BT – Hall telephone & broadband (Local Government (Miscellaneous Provisions) Act 1976 s.19) – £47.94                                      

ii.       Bank charges for the period 14/03/2022-12/04/2022 (Local Government Act 1972, s.111) – £16.60

c.     Payments received:                                       

i.       Precept (1st instalment) – £2,833.34                                     

ii.       Burial ground maintenance grant (2020/21) – £1,250.98

d.     Members were advised by the RFO that the amount of VAT to reclaim for the period 01/04/2020-31/03/2022 was £296.60. 

Payments due to the Burial clerk will be considered at the next meeting.   

8. Correspondence (copies forwarded to members prior to the meeting)

a.     Code of Conduct Training resources have been received from Ceredigion County Council. Training sessions will be arranged once the new IT equipment is installed. 

b.     A link to the Audit Wales Survey was shared.  

9. Report from the PCSO.

Cllr Evans had not received a response to requests to attend the meeting from the PSCO, but apologies had been received by Cllr. James (as Chair) and the following report was sent to the clerk’s email address, noting that he would be unable to attend as this was his rest day.

·      Theft of heating oil from a property located on Llanio Road, Tregaron, whilst the occupants were away.

·      Fraud / Scam calls

·    Delivery scam  – subject  received a text message to effect that a parcel had not been delivered and directing subject to a link which subject followed where personal details along with card details were completed and paid £1-25. Subject becomes suspicious contacts the Bank and cards are cancelled. Matter referred to ECT 

·   Cold call made to subject claiming money having been taken out of account. Subject recognised this was a scam and hung up.

·   Subject has been contacted by persons claiming to be from HMRC. Personal details have been provided and two large debits made from subject’s bank account. Action-Fraud referral made. Cards cancelled and bank has placed block on the account.

Llanddewi Brefi police surgery is held on the first Wednesday of every month. The PCSO is present at the same time as the mobile post office and usually there between 1330 and 1430 (near Hyfrydle and also on the square). In addition to this,  the PCSO usually visits the same location every Wednesday at the same time.

No speeding complaints had been made to the PCSO, and details were requested to be forwarded.

Members again expressed concerns that the PCSO was not sufficiently visible or accessible in the community, and suggested that the surgeries should be held in the hall rather than in a car next to the mobile post office.

Council agreed that the PCSO would be invited to attend the next meeting, and that he should be consulted regarding a poster to advertise the surgery, as it was imperative that the community was made aware and able to access this service.   

10. Report from the Village Hall and Recreation Grounds Committee.

a.     Work on replacing the windows and doors has commenced, and will be ongoing for the next week.

11. A.O.B.

a.     Members discussed that no further response had been received following previous consultations regarding woodland creation and wind farm proposals. Agreed that the Chair should forward a request for an update through the acting clerk.  

b.     Concerns were raised regarding the condition of roads near Llanio and Aberdauddwr, and the excessive speed of traffic on the latter.

c.     The Community Centre noticeboard needs updating and the key will be passed to Cllr. Parry.

d.     Highway signs in the village still need replacing.

e.     Outstanding reimbursement of payments for Remembrance Day wreaths was noted. 

f.      Concerns were raised regarding an abandoned caravan in the lay-by near Coxhead – information to be forwarded to the PCSO.

g.     Jubilee celebrations – a suggestion box has been placed in the village shop and New Inn. A meeting will be held on 11/05/2022 to review suggestions and discuss preparation for the celebrations.
