Minutes of the Ordinary Meeting of the Council held on Monday April 13th  2026 at 7:30pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

Present:

1.Welcome

The Chairperson welcomed everyone to the meeting.  

2. To receive apologies.

3.Personal Matters.

To wish the Chairperson Rhodri Evans a happy birthday on a significant birthday and to Gareth Jones on celebrating his birthday on the day of the meeting. Also wish John and Menna Griffiths the best of luck following their nomination as Best Campsite and Best Glamping Site.

4.Declarations of interest.

Gareth Jones declared an interest in Point 15 section 3.

5.Public participation.

Members of the public were present.

7.Matters arising from the minutes.

Further communication was received by Ceredigion County Council Monitoring Officer requesting a statement from the Community Council regarding the Tree Preservation Order. An e-mail was sent back on 07/04/2026 stating that an e-mail had been sent on 16/03/26 at 06:35.

New Defibrillator form has been put in the case beside the Foelallt Arms.

Potholes continue by entrance to Ystrad Dewi ac and on the road to Gogoyan.

Ochrdewi planning application was successful.

A council member noted the need to publish planning applications on the Community Council website.

8. Police Report

PCSO John Evans was unable to attend the meeting, however, he had sent a report beforehand. He noted that a burglary had occurred in the Llanio area with a large quantity of oil being taken.

No burglary, criminal damage, violence or fraud incidents had occurred.

Dyfed Powys Police Economic Crime Team (ECT) are aware of a number of courier fraud attempts within Dyfed Powys in recent months. (There have been none reported in our area). An elderly resident has recently lost a large amount of money to fraudsters impersonating police.

The Economic Crime Team Newsletter included information regarding:- AI Voice Cloning; Call spoofing and the  Use of AI in scams.

Members of the public had approached different councillors regarding children continuing to ride bikes/scooters very fast through the village. Residents are concerned about their speed noting it’s an accident waiting to happen.

One Councillor had received a home visit from a resident regarding the sheep on the road on the B4343 which nearly caused the service bus to have an accident recently. They also noted the condition of the sheep.

Clerk to inform PCSO John Evans regarding the matters above.

A councillor noted a van that has been parked in the entrance of a field on the B4343 and also noted the old caravans in the field. Members noted that the van is parked on private land. It was resolved to send an e-mail to Tregaron Town Council  regarding the matter.

9. Financial Report

a) Approve the bank reconciliation for the period ending March 31st 2026.

b)Authorisation of payments staff and confidential payments. :

£325.77  Local Government Act 1972,s112/(Misc.Provisions) Act 1976 s.19.

Members authorised payment of £74.34 to PAYE .

c)Recurring payments – confirmation of ongoing variable direct debit instructions

BT hall telephone and broadband :£52.74    LG (Misc. Provisions) Act 1976 s.19.

Bank commissions 13/02 – 12/03 – £15.10  LGA 1972s.111

d)Authorisation of Payments – Members resolved to pay

 Clerk – Reimbursement payment for Krystal Hosting Ltd – £98.39  LG (Misc. Provisions) Act 1976 s.19

The council went through the 2025-26 budget to note any significant difference between the planned budget and actual budget spent. 

10.SiopNi Update

Representatives from SiopNi were present in the meeting. A community consultation had taken place recently. The consultation has been extended to April 23rd. 67 responses have been received so far. Of the first 46 responses received which represented around 108 people noted strong support to the plan. As yet the Church Hall has not been advertised as being for sale. Fundraising  events will take place soon with proceeds from Caffi Dewi going towards SiopNi. A quiz will take place at the beginning of May.  The committee are working on a logo for SiopNi. SiopNi committee have asked for a letter of support from the Community Council. Clerk to draft a letter and send to the Committee.

11. Audit Wales – Basic Audit 2025-2026

Llanddewi-Brefi Community Council will receive a basic audit for the 2025-26 accounts. The clerk will attend an online presentation by One Voice Wales on April 29th to receive the latest guidance on how to complete the process.

12. Llanddewi-Brefi Community Council Annual Report  2025-2026

The clerk had already prepared a draft Annual Report which had been sent to members beforehand. In order to complete the report, the April bank statements need to be received to complete financial matters to 31/03/26.

13. Biodiversity Action Plan 2026-28

Members had received a copy beforehand. It was resolved to accept the Biodiversity Action Plan. Clerk to upload the document on the Community Council website and send a copy to the Biodiversity Department at One Voice Wales. The clerk had contacted the One Voice Wales Biodiversity Officer on March 15th to receive further advice on what actions to include. However, the Officer was on holiday until April 7th and no further messages had been received.

14. Discussion regarding Community Boundary Reviews

The Clerk had been in contact with Llangeitho Community Council. Llangeitho Community Council had already sent an e-mail to One Voice Wales requesting a further presentation with the two community council to clarify specific issues regarding the Community Boundary Review. Unfortunately, One Voice

Wales were unable to arrange a meeting and suggested to contact the Local Authority for guidance. Send an e-mail to Lowri Edwards.

15. Planning Application – A260107 – Land southwest of Nant y Maes, Tregaron, SY25 6NW

The community council do not usually respond to this kind of planning application.

Planning Application – A260055 – Land East of Nant Y Maen, Tregaron, SY25 6NW  

The community council do not usually respond to this kind of planning application. However, a member of the public present noted that these planning applications did not take into account the bird life of the Elennydd; no peat survey had taken pace or any health and well being impact. 

Planning Application A260173 – Land Adj. Llwyndewi,  Llanddewi Brefi, Tregaron, SY25 6RR

Councillor Gareth Jones left the meeting. He had already completed a Declaration of Interest Form. The members looked at and discussed the plan. It was resolved to postpone a decision until the next meeting. Members felt it would be useful to receive a Drainage Plan from Highways Department.

 Following the conclusion to the discussion Councillor Gareth Jones returned to the meeting.

16. Defibrillator

No further information has been received so far.  It was resolved to put this as an agenda item in the next meeting.

19. Any other business

Query regarding the Cambrian Mountain Petition and whether the community council had received any further communication.

Need to repair the bench at Hyfrydle.

Need to look at the flag outside the cemetery.

Cemetery Bins – bins were fixed by Palm Sunday but a new bin is required.

Hall telephone – need to read the terms and conditions to see whether it’s possible to make outgoing telephone calls. Also need to put up the number for emergencies. Also check telephone in the telephone box.

Pynfarch footpath – posts are ready but need to arrange people to put in place.

Enforcement Team – the county council have increased the number of people in the Enforcement team to undertake investigations and ensure compliance.
