Minutes of the Ordinary Meeting of the Council held on Monday 8th December 2025 at 7:30pm in the Community Centre.

Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.

Present:

Cllrs :  Rhodri Evans(Chair), Dafydd Lloyd Jones, Eirwen James,  Gareth Jones, John Griffiths, Pat Parry, PCSO John Evans

1.Welcome

The Chair welcomed everyone to the meeting. Firstly, he thanked everyone who assisted in putting up the Christmas Tree on the square on Friday, December 5th. He also thanked Richard Elliott for supplying the tree. Next, he thanked Shelagh Yeomans for planting a variety of plants around the hall during the year.  

2. To receive apologies.

As PCSO John Evans was in attendance it was agreed to bring forward his report for the Community Council.

19. PCSO Report

He was pleased to inform the community council that very little had happened crime wise since the previous meeting. However, an antisocial and harassment report was made on November 11th and at the beginning of December with the victim reporting neighbour issues which included a dog had jumped over a fence with an alleged threat to harm the dog being made. No evidence could be gathered therefore the case was closed. The houses involved are managed by Barcud Housing Association. No burglary had been reported however a burglary occurred further up the road near Tregaron where the owner reported that a vehicle had entered the yard. The owner moved their vehicle to block the other vehicle from leaving however they forced their way through an damaged the owner’s vehicle in the process driving into a field and went stuck in the mud. The  people fled the vehicle but has been recovered by the police to gather any DNA evidence. Around the same period the owner of Hendrewen Caravan park reported that a caravan’s window had been broken with the police looking at are there any connections between the two. No thefts, assaults have been reported. Scam Fraud are continuing with a resident in Llangeitho being attempted to be frauded. Also Argos Card Scam – some details have been hacked and people are being asked to change their password if they have an Argos Card. Another scam doing it’s round is the Mobile Phone Upgrade scam. If anyone think they have been scammed please report to the Police A reminder about the App was made from the previous meeting. Also National Safeguarding Week and Herbert Camapign. Members reminded the PCSO of the Tractor Run taking place on Sunday, December 21st. The Chairperson thanked him for his report.  

3.Personal Matters.

Birthday wishes to JG in celebrating a significant birthday later in the month.

Members of the public were present.

Due to the members of the public present, it was resolved to bring forward agenda items 14 and 17.

14. Tree Preservation Order

The Community Council had received seven letters objecting to the Tree Preservation Order (TPO) around Prynfarch on six trees. Members had been sent copies of these letters in advance of the meeting. All letters had also been sent in to Cyngor Sir Ceredigion. All objections to the proposed Tree Preservation Order must be received by Cyngor Sir Ceredigion by December 16th. Members present made the following comments:-

Quite a few of the trees are in a bad state.

A member present has to move their car from their driveway in windy/stormy weather as in the past branches have fallen onto the car and damaged the windscreen.

A member wanted to lop the tree to make it safer but with the restriction of the TPO it will cost  a lot of money.

People use the footpath and need to be safe.

Where would we stand if a tree was to fall ? Landowners’ responsibility.

Another member present stated that two trees had overgrown and are pushing the wall out to the road and is partially blocking the road.

TPO notices were put up in the night. Do council workers work at night ?

A member was informed that Cyngor Sir Ceredigion have a purge at the moment in checking trees.

3 of the Ash trees look dead. 5 out of the 6 trees on the order are Ash Trees

The map that had been given in the order was misleading.

Who had instigated the TPO ? The member of the public present had asked the department but was unable to name the person. It was explained due to GDPR it may not be possible to find out who instigated the TPO.

The Chairperson on behalf of the Community Council stated that they are well written letters. The Community Council resolved to write a letter to object the proposed TPO.

17. Waun Maenllwyd/Lan Fawr/Bryn Rhudd Energy Developments

Firstly, letters from residents in Cwm Brefi were read stating their opposition to the planned Energy developments. The Chairperson explained that an informal meeting took place on Monday, November 17th with other community councils involved  in the Memorandum of Understanding(MOU). It was resolved during the meeting not to sign any agreement and wait for further correspondence as the main point discussed was that the current MOU has the word Draft on the front page.

Members of the public present made the following points –

The accumulative proposed plans mean there will be a number of wind turbines in the area.

The company are currently taking to landowners in Cwm Berwyn and Pontrhydfendigaid.

They are putting up Noise monitors in different areas.

What would the effect be on Dark Skies ?

What could be the effect on Tourism ?

The consultation for Lan Fawr and Bryn Rhudd Energy Developments will close on December 18th.

A drop in session held by Belltown was held on 26/11/25 with over 50 people in attendance. It was stated that another consultation will take place.

JG had attended an online meeting regarding the developments on December 3rd.

7.Matters arising from the minutes.

Bus Shelters – an e-mail was sent following the previous meeting. However, the Council could not provide a map to show the location of the bus shelters on the spreadsheet. It was resolved to say No on the spreadsheet and include Hyfrydle Bus stop on the spreadsheet.

It was resolved to publish the Safeguarding Policy on the Community Council website.

A letter of thanks was sent to EK on behalf of the Community Council thanking him for his work with an invitation being extended to him and Lisa as the previous Clerk to the annual dinner.

Members were appreciative of the minutes being in Welsh and English in accordance with the Community Council language principles.

8. Appoint a new Vice Chairperson

Following the resignation of EK the appointment of a new Vice Chairperson was required. Firstly, EJ proposed seconded by JG, for RE to remain Chairperson for the 2026-27 as the final year of Llanddewi-Brefi Community Council before it’s amalgamation with Llangeitho Community Council. DLlJ proposed JG as Vice Chairperson seconded by RE. JG was appointed Vice Chairperson.  

9. Financial Report

a) Approve the bank reconciliation for the period ending 30th  November 2025

b)Authorisation of payments staff and confidential payments. :£249.00  Local Government Act 1972,s112/(Misc.Provisions) Act 1976 s.19.

c)Recurring payments – confirmation of ongoing variable direct debit instructions

d)Authorisation of Payments – Members resolved to pay Fferm Pant Ltd – Hedgecutting £177.60; G Jones Are-imbursement for trees £338.07;

I.A Griffiths Beddfeini Hafod – Burials £600.00(Local Government Act 1972, s.214)
 

e)Payments received –  Re-imbursement for Poppy Wreaths

It was resolved to check previous Community Council and Hall Committee bank statements and put this as an agenda item in the next meeting. 

New Burial prices were received. Change the prices on the Community Council Website.

10. To review Clerk’s Probationary period.

The Clerk left the meeting at this point. On his return, the members were appreciative of his work during the previous three months and recognised the work required during the handover especially in preparing invoices and in ensuring the correspondence contact detail were changed for different companies.

11.Consideration of tenders for the grass cutting 2026 & 2027

One tender had been received by the closing date of 5:00pm on Monday, December 8th. Members looked through the schedule and decided to accept the Tender. Clerk to inform relevant people regarding the tender.

12. Section 6 Biodiversity Report.

Discussion had taken place with different association to gain information regarding biodiversity matters within the village with the report being ready by the end of the month. It was resolved to pass the report in the next meeting before sending to One Voice Wales.

13.Correspondence from Natural Resources Wales

Following the Non compliance letter from Natural Resources Wales, the Clerk had been in contact with the relevant person. This person was appreciative of the community council prompt reply and was looking at another extension with a clear timeline of work to be carried out. We wait further clarification from the Management team. A further e-mail had been sent earlier in the day to ensure that the Community Council had not missed any communication. GJ had ordered 10 trees ready to be planted in the area – the trees were 8 apple trees, 1 crab apple tree and 1 cherry blossom tree.

15. Update on fundraising ideas for Ann Jones, the High Sheriff of Dyfed’s nominated charity.

The event will take place on Sunday December 21st. Arrangements were made to prepare the Grotto and in sourcing the presents.

16. Welsh Government Community Facilities Programme

A further meeting to take place to discuss the programme. It was resolved to put this item on the next agenda.

20. Christmas Competition

Carol singing around the tree taking place on the evening of the YFC and WI Carol singing evening – Thursday, December 18th at 5:45pm. The new owners of the  Foelallt Arms were happy to prepare the mulled wine and supply electricity to light the tree. Ask the New Inn to assist in preparing the Mulled Wine. The chosen  Carol singing charity for this year is Wales Air Ambulance.

Best Decorated House competition – names to be received by 9:00pm Friday, December 12th. Judging to take place on the weekend December 13th and 14th by last year’s winners – Gareth and Victoria. 4 entries had been already received.

21. Annual Dinner

Monday December 15th at Cegin Gareth.

22. Proposal for a donation to Gogerddan Hunt

A request was received by Gogerddan Hunt and it was resolved to donate £100 towards Gogerddan Hunt for their Boxing Day exhibition on the Square. Proposed by EJ seconded by DLlJ. (Local Government Act 1972 s.137)

21. Any other business

Many drains around the village are blocked causing water to flow down hills into the village. Make a request for Cyngor Sir Ceredigion to clean the drains.

Need to check the Telephone box in the village to check that it’s working.

Need to look where the HI VIZ jackets are for the Tractor Run.

Move King Charles Bench from the meadow to the football stand for people to sit when watching the football.

Hedge at 9 Heol y Gorwydd overgrown with people not being able to walk on the path. Write a letter to Barcud Housing Association.

Pot holes – Pont Llanio entrance to Pistyll Gwyn.

Update following visit by Footpath Officer on December 3rd. RE DLlJ and PP attended the visit. The Officer noted that the footpaths are well maintained and the County Council would carry out work on a path where trees have overgrown.  

Unfortunately, the two members named to attend the meeting on November 27th were unable to attend.
