Minutes of the Extraordinary Meeting of Council held on Monday 12th August 2024 at 7:30pm at the Llanddewi Brefi Village Hall.
Draft minutes are published in accordance with the requirements of the Local Government and Elections (Wales) Act 2021 and are subject to approval at the next ordinary meeting of the Community Council.
Present:

In absence of Chair and Vice Chair, Council resolved to elect Beth Griffiths as chair for the meeting.

3. Public Participation

4. To approve Audited Accounts for 2023-2024.
Council approved the audited accounts for 2023-2024, these were signed by Councillor Beth Griffiths as acting chair in the absence of Councillor Dafydd Lloyd Jones.
Date of Announcement was noted as 13/08/2024 and that the accounts will be available for inspection by request to the Clerk from
14th August 2024 ending 11th September 2024.

6) Planning Applications:

a. To consider the following application:
i.A240524 – Cilmeri, B4343 Llanddewi Brefi, Llanddewi Brefi, Tregaron, Ceredigion, SY25 6RS.

Regarding planning application A240524, at an extraordinary meeting held on 12/08/2024, Council considered that the development proposal was against current policy and raised the following considerations:

Referring to Policy LU21, Clause 2.2 regarding ‘Change of use from existing retail use’, no evidence was supplied to demonstrate that the retail part of the property has been appropriately advertised at an appropriate market value.

Supporting statements to Policy LU22 (7.144) include shops in the range of community facilities and services necessary for communities to be sustainable. No supporting evidence has been supplied to demonstrate that the existing use is not viable or that an alternative community use has been considered.

Furthermore, the development as currently proposed would result in a large occupancy being created, which Council noted has increased as a trend in the village and can arise in creating issues regarding on street parking, e.g. in this case, being a 5x double bedroom house, potentially this could lead to a significant increase in on- street parking near an already restricted junction. No parking provision was detailed in the application and the garage noted on the drawings could not accommodate a car as proposed.

Council also noted that no ecological report was included or deemed necessary, as the works proposed were not considered to involve alterations to the roof. However, the proposal includes the construction of a new chimney, which could involve potential disturbance of a bat roost and therefore an appropriate survey should be carried out to determine habitat status, as a material consideration.

7) Questions to the Chair.

a) Recent Carnival was considered a success with a positive response from the Community- the hall committee members suggested to consider holding Carnival on Friday nights in future. The next carnival has been arranged for July 11th, 2025.
b) The hall committee also agreed to book this year’s band ahead of time.
c) It was noted that the event raised £430 profit after all expenses and contribution were accounted for.

d) Noted some cables for mikes already missing. EK raised matter we need some boxes to lock up and store and labelling required. EK has taken mixing desk and small items for safe keeping. Speakers and keyboard are located in the hall.
e) It was also noted that the Double socket in kitchen remains permanently on and required testing.
f) It was also noted that blocking of stage curtain still needed to be done.
