Minutes of the Community Council Meeting held on 9th February 2015 at the Community Centre.

Present:-

Councillors Mary Pearce (Chairman), Maria Tofani (Vice Chairman), Emmanuel Kincaid, John Griffiths, Eirwen James, Gwynne Davies, Rhodri Evans.

1.         Apologies:-

Councillor Ann Jones, Cllr Wynne Davies and Cllr, Dafydd Lloyd-Jones apologized for their inability to attend.

4.         Minutes

On the proposition of Councillor Emmanuel Kincaid and seconded by Cllr. Maria Tofani the council authorized the Chairman to sign the minutes of Community council meeting held on 12th January 2015.

4.(a)    Matters arising from the minutes

1.         Councillor Maria Tofani has the Christmas Lights ready for this year.

2.         The Council propose to make enquiries at the cost of planning permission to place the School Bell in a safe place when the School closes.

5.         Financial report

6.         Reports

The Council were informed that plans have been returned to Ceredigion for the 3-16 School.

7.1       Highways

7.1.1    Roads

a.            Road giving way at Ysgoldy Gogoyan.

b.            Road widening Pant and Nantdderwen.

c.            Cap on bridge at Pont Llanio.

d.            Water by Tynllwyn entrance.

7.1.2.   Signage

a.         Top of Pont Llanio Hill Fingerpost has been damaged.

7.1.3.   Tree and Boundary Maintenance.

a.            Fencing right hand side of Pont Llanio Hill.

b.            Tree on Pont Llanio Hill.

7.2. Cemetery

a.            Cllr. Gwynne Davies to see Ceredig Morgan regarding a new copy of the cemetery map.

b.            The Council received two quotes from stone masons. The council have decided to wait until the spring to decide what to do. Will have a meeting in the near future at the Cemetery.

 

7.3. Llanddewi Brefi School

a.         A Country and Western night to be held in the Hall 13th February.

7.4. Website

a.         Cllrs Mary Pearce, Maria Tofani and Emmanuel Kincaid are dealing with the website. It was decided to authorize payment when the work was finished.

7.5. Car Park By-laws.

Council still looking into this matter. The Council will look into the possibility of placing a bar with height restriction in the car park.

7.6. The Pound Garden.

The Council will continue to maintain the garden and replace the seat.

7.7. Standing Orders.

Chair will look through the standing orders and decide what is appropriate for the Council.

7.8. Financial Regulations.

Chair and Vice-Chair and Clerk will meet before next meeting.

8.    Matters from Ceredigion

None.

Correspondence.

1.   An invitation to attend a meeting regarding Care Homes in the area. Cllr Mary Pearce will attend.

2.   Renewal of membership for One Voice Wales. We decided to renew at the cost of £91.00.

3.   Proposed building for inert waste treatment facility to reproduce soil substitute and aggregate at Abercoed Quarry Tregaron.

10.  Any other matter

10.1    The Council decided to hold the defibrillator meeting on the 27th February 2015.

10.2.    The Council were informed that children on the school bus who live outside Llanddewi Brefi had to pay.

10.3    It was decided to weave ribbons on the Poppy wreaths to keep them tidy. The Council thanked Maria Tofani for doing this.

10.4.    The van outside Heol y Gorwydd needs to be moved on.

10.5.    The Council decided to write to the Forestry Commission regarding the logging lorries are still passing the school when children are either going to school or leaving school.

10.7.    The Council were informed that Ras Gwyl Dewi will be held on 8th March.

11.  Village Hall & Community Centre trustees Management committee.
